I. General Provisions

  1. The chief mechanic belongs to the category of managers.
  2. A person with a higher professional (technical) education and professional experience in engineering and technical positions in an industry relevant to the profile of the enterprise for at least 5 years is appointed to the position of chief mechanic.
  3. Appointment to the position of chief mechanic and dismissal from it is made by appointment to the position and dismissal from it by order of the director of the enterprise upon presentation.
  4. The Chief Mechanic must know:
  • regulatory, methodological and other materials on organizing the repair of equipment, buildings and structures;
  • profile, specialization and features of the organizational and technological structure of the enterprise, prospects for its development;
  • fundamentals of production technology of the enterprise;
  • organization of repair service at the enterprise;
  • the procedure and methods for planning the operation of equipment and the production of repair work;
  • system of scheduled preventive maintenance and rational operation of process equipment;
  • production capacities, technical characteristics, design features, purpose and operating modes of the enterprise equipment, rules of its operation;
  • methods of installation and repair of equipment, organization and technology of repair work;
  • the procedure for compiling lists of defects, passports, albums of drawings of spare parts, operating instructions for equipment and other technical documentation;
  • rules for the acceptance and delivery of equipment after repair;
  • requirements for rational organization of labor during operation, repair and modernization of equipment and repair equipment;
  • advanced domestic and foreign experience in repair maintenance of the enterprise;
  • fundamentals of economics, organization of production, labor and management;
  • fundamentals of environmental legislation;
  • fundamentals of labor legislation;
  • rules of internal labor regulations;
  • rules and norms of labor protection, safety measures, industrial sanitation and fire safety.
  1. During the absence of the chief mechanic (illness, vacation, business trip, etc.), his duties are performed by a person appointed by order of the general director of the enterprise. This person acquires the corresponding rights and is responsible for the high-quality and timely performance of the duties assigned to him.

II. Official duties

Chief mechanical engineer:

  1. Ensures uninterrupted and technically correct operation and reliable operation of equipment, increasing its shift availability, and maintaining it in working condition at the required level of accuracy.
  2. Organizes the development of plans (schedules) for inspections, tests and preventative repairs of equipment in accordance with the provisions of the Unified System of Scheduled Preventive Maintenance, approves these plans and monitors their implementation, and ensures technical preparation of production.
  3. Coordinates plans (schedules) with contractors hired to carry out repairs, provides them with the necessary technical documentation in a timely manner, and participates in the preparation of title lists for major repairs of equipment.
  4. Organizes work to record the availability and movement of equipment, compilation and execution of technical and reporting documentation.
  5. Manages the development of regulatory materials for equipment repair, consumption of materials for repair and operational needs, analysis of indicators of its use, drawing up estimates for repairs, filing applications for the purchase of materials and spare parts necessary for the operation of equipment.
  6. Organizes overhaul maintenance, timely and high-quality repairs and modernization of equipment, work to improve its reliability and durability, technical supervision of the condition, maintenance, repair of buildings and structures, ensures the rational use of materials for repair work.
  7. Participates in the preparation of proposals for certification, rationalization, accounting and planning of workplaces, for the modernization of equipment, reconstruction, technical re-equipment of the enterprise, the introduction of means of comprehensive mechanization and automation of technological processes, environmental protection, and in the development of plans for increasing production efficiency.
  8. Organizes an inventory of production fixed assets, identifies obsolete equipment, facilities requiring major repairs, and establishes the order of repair work.
  9. Participates in experimental, adjustment and other work on the introduction and development of new equipment, in equipment testing, in the acceptance of new and repaired equipment, reconstructed buildings and structures.
  10. Studying the operating conditions of equipment, individual components and parts.
  11. Develops and implements measures to prevent unscheduled shutdowns of equipment, extend the service life of components and parts, interrepair periods, improve the safety of equipment, and increase its reliability in operation.
  12. Organizes specialized repairs at the enterprise, centralized production of spare parts, components and replacement equipment.
  13. Takes part in studying the causes of increased wear and tear of equipment, its downtime, accident investigation, development and implementation of measures for their elimination and prevention.
  14. Manages the development and implementation of measures to replace ineffective equipment with high-performance equipment, to reduce unscheduled repairs and equipment downtime, to reduce repair and maintenance costs based on the use of new progressive methods for repairing and restoring parts, assemblies and mechanisms.
  15. Ensures control over the quality of equipment installation work, rational spending of funds for major repairs, correct storage of equipment in warehouses, timely inspection and presentation of lifting mechanisms and other objects to bodies exercising state technical supervision, and changes to equipment passports.
  16. Takes measures to identify unused equipment and its sale, improve the operation of existing equipment, organize repair work based on the mechanization of labor and the introduction of advanced technology, and improve the organization of work of repair service workers.
  17. Ensures compliance with labor protection and safety regulations during repair work.
  18. Participates in the development and implementation of measures to create safe and favorable working conditions during the operation and repair of equipment, in the consideration of rationalization proposals related to improving the operation of equipment, provides feedback and conclusions on the most complex of them, as well as on draft industry regulations and state standards, assists implementation of accepted rationalization proposals.
  19. Organizes work to record the availability and movement of equipment, compilation and execution of technical and reporting documentation.
  20. Participates in the preparation of applications for the purchase of equipment on leasing terms.
  21. Manages the employees of the department and divisions carrying out repair maintenance of equipment, buildings and structures of the enterprise, organizes work to improve their qualifications.

III. Rights

The chief mechanic has the right:

  1. Act on behalf of the department, represent the interests of the enterprise in relations with other structural divisions of the enterprise, third-party organizations on the operation and maintenance of the enterprise’s equipment.
  2. Request and receive from the heads of structural divisions of the enterprise and specialists the necessary information.
  3. Participate in the preparation of draft orders, instructions, directions, as well as estimates, contracts and other documents related to the activities of the department.
  4. Interact with the heads of all structural divisions on issues related to repair work.
  5. Give instructions to the heads of structural divisions of the enterprise on issues of repair, operation and maintenance of technological equipment.
  6. Prohibit work on equipment in case of gross violation of technical operation rules, unsatisfactory condition of technological equipment, threat of accident, accidents.
  7. Within your competence, sign and endorse documents; issue, with one’s signature, orders for the enterprise on issues of repair, operation and maintenance of technological equipment.
  8. Independently conduct correspondence with the structural divisions of the enterprise, as well as other organizations on issues within its competence.
  9. Make proposals to the management of the enterprise on bringing officials to material and disciplinary liability based on the results of inspections.

IV. A responsibility

The Chief Mechanic is responsible for:

  1. For improper performance or non-performance of their official duties provided for by this Job Description - within the limits determined by the current labor legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current labor and civil legislation of Ukraine.

Global warming speeds up the rainfall cycle 13.05.2012

Australian scientists have been studying changes in ocean salinity for 50 years and have found signs that global warming has accelerated the rainfall cycle.

The study, published in Science, provides data on ocean salinity around the world from 1950 to 2000. It turns out that the salinity of the ocean has changed over the past 50 years, and the hydrological cycle of the planet has noticeably intensified. In other words, the water cycle (evaporation and precipitation) over the oceans has accelerated. Most likely, this also happens over land.

What are the implications of these changes for the climate? Unfortunately negative: the atmosphere carries more water from regions that are already drying up to regions where there is already enough rain. This means that dry regions will dry out even more, and wet regions will be flooded with rain.

Until now, this problem has been little studied, since most of the observations relate to the land of the Northern Hemisphere of the earth, while most of our planet is covered by oceans.

The oceans are actively responding to global warming. Computer simulations by the Australian government science agency CSIRO and the Livermore National Laboratory in California have shown just how dangerous accelerating the water cycle can be. There is a gradual process, which is expressed in the following: the salty parts of the ocean become more salty, and the fresh ones become more fresh. Today this phenomenon is observed in the north and south of the Atlantic, in the north and south of the Pacific Ocean, in the Indian Ocean. Scientists suggest that it is global in nature - there are simply too few observations.
