I. General Provisions

  1. The chief engineer belongs to the category "Leaders".
  2. The chief engineer is the first deputy head of the enterprise and is responsible for the results and efficiency of the enterprise's production activities.
  3. Appointment to the position of chief engineer and dismissal from it are made by order of the head of the enterprise in compliance with the requirements of the Labor Code of Ukraine and the current labor legislation.
  4. The chief engineer reports directly to the head of the enterprise.
  5. The chief engineer manages the technical services of the enterprise.
  6. Qualification requirements:
  • complete higher education in the relevant field of study (master, specialist);
  • postgraduate education in management;
  • At least 5 years of work experience in the professions of lower-level managers.
  1. The chief engineer must know:
  • laws, regulations, decrees, orders, decisions and other legal acts of state authorities and local governments regulating the activities of the enterprise;
  • profile, specialization and features of the structure of the enterprise;
  • prospects for technical, economic and social development of the industry and enterprise;
  • production capacity of the enterprise;
  • production technology;
  • the procedure for the development and approval of plans for production and economic activities;
  • methods of managing and managing an enterprise;
  • the procedure for concluding and executing business contracts;
  • domestic and world achievements of science and technology in accordance with the field of production and the experience of leading enterprises;
  • management, marketing, economics, organization of production, labor and management, legislation of Ukraine in the field of scientific and technical policy.
  1. In the absence of the chief engineer, his duties are performed by his deputy (in the absence of the latter, by a person appointed in the appropriate manner), who acquires the corresponding rights and is responsible for the proper performance of the duties assigned to him.

II. Official duties

Chief Engineer:

  1. Determines scientific and technical policy, prospects for the development of the enterprise and ways to implement comprehensive programs in all areas of improvement, restructuring, reconstruction and technical re-equipment of production, its specialization and cooperation.
  2. Ensures a constant increase in the level of technical preparation of production, its efficiency, reduction of material, financial and labor costs for the production of products, works (services), their high quality, durability in accordance with state standards, technical specifications and design requirements, rational use of production assets and all types of resources.
  3. Manages the development of long-term plans for the development of the enterprise, reconstruction and modernization, measures to prevent the harmful effects of production on the environment, careful use of natural resources, creation of safe working conditions and improvement of production standards.
  4. Organizes the development and implementation of plans for the introduction of new equipment and technology, organizational and technical measures, research and experimental design work.
  5. Ensures the effectiveness of design solutions, timely and high-quality preparation of production, technical operation, repair and modernization of equipment, achievement of high quality products in the process of its development and production.
  6. Based on modern achievements of science and technology, the results of patent research, as well as best practices, taking into account the needs of the economy and consumers, organizes work to improve the range, improve and update manufactured products, work (services) performed, the creation of fundamentally new types of products, equipment and technology, design and implementation into production of means for complex mechanization of technological processes, control and testing of high-performance specialized equipment, development of standards for the labor intensity of products and standards for the consumption of materials for their production, consistent implementation of the economy regime.
  7. Monitors compliance with design, engineering and technological discipline, rules and regulations on labor protection, industrial sanitation and fire safety, requirements of state labor protection authorities, environmental, sanitary and other authorities.
  8. Ensures timely preparation of technical documentation (drawings, specifications, technical conditions, technological maps).
  9. Concludes agreements with research, design, engineering and technological institutions, higher educational institutions for the development of new equipment and production technology, projects for the reconstruction of the enterprise, its divisions, renewal and modernization of equipment, comprehensive modernization and automation of production processes, automated production management systems, carries out control over their development, organizes the consideration and implementation of technical re-equipment projects developed by third-party organizations.
  10. Coordinates work on issues of patent and invention activity, standardization and unification, certification and rationalization of jobs, metrological support, mechanical and energy maintenance of production.
  11. Takes measures to improve the organization of production, labor and management on a scientific basis, the introduction of computer technology, modernization and automation of engineering and management work.
  12. Organizes scientific research and experiments, testing of new equipment and technology, as well as work in the field of scientific and technical information and propaganda, rationalization and invention, dissemination of advanced production experience and directs the creative initiative of workers to solve promising production problems and increase its technical and economic level .
  13. Carries out work to protect the priority of scientific and technical solutions, prepare materials for their patenting and obtaining licenses.
  14. Ensures continuous improvement of training and advanced training of personnel in accordance with the requirements of scientific and technological progress.
  15. Manages the activities of the technical services of the enterprise, monitors the results of their work, the state of labor and production discipline in subordinate departments.
  16. The absence of the head of the enterprise fulfills his duties and acquires his rights, and is responsible for their proper execution and use.

III. Rights

The chief engineer has the right:

  1. Act on behalf of the technical services of the enterprise, represent the interests of the enterprise in relations with other structural divisions of the enterprise, other organizations and government bodies.
  2. Check the activities of the enterprise’s structural divisions for technical preparation of production.
  3. Participate in the preparation of draft orders, instructions, instructions, as well as other documents related to the production activities of the enterprise.
  4. Demand and receive from the heads of structural divisions of the enterprise and specialists the necessary information.
  5. Independently correspond with the structural divisions of the enterprise, as well as with other organizations on issues within its competence.
  6. Interact with the heads of all structural divisions on the issues of the production activities of the enterprise.
  7. Provide heads of structural units with instructions on production issues.
  8. Within your competence, sign and endorse documents; issue, with his signature, orders for the enterprise on issues of production activities.
  9. Make proposals to the head of the enterprise on bringing officials to material and disciplinary liability based on the results of inspections.

IV. A responsibility

The chief engineer is responsible

  1. For improper performance or non-performance of their official duties provided for by this Job Description - to the extent determined by the current legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current labor legislation on labor of Ukraine.

Water from the air 29.06.2021

In regions of the planet with a shortage of drinking water, sea water has to be desalinated. This takes a lot of energy, and in areas more remote from the ocean, there is no such possibility. The solution to the problem may be the condensation of water vapor from the atmosphere. The idea is not new, but the "passive" technologies that existed before, taking into account natural temperature changes, cannot be used during daylight hours. To collect dew, for example, foil is used, which heats up during the day.

Scientists from ETH Zurich have developed a technology that allows you to extract water around the clock, even under the scorching sun. In addition, it does not require energy at all.

The device consists of a cone-shaped shield and a glass panel with a special coating that reflects the sun's rays and removes heat. Thus, the device is cooled down to 15 degrees Celsius below the ambient temperature. Inside the funnel, the water vapor turns into water. The process is similar to how condensation appears on poorly insulated windows in winter.

Other technologies usually require the condensed water to be wiped off the surface - that is, another energy cost. Without this step, a significant portion of the condensed water would stick to the surface and remain unusable. Researchers at ETH Zurich applied a super-water-repellent coating of a specially developed polymer to the underside of the glass, and the condensed water began to collect into balls and flow (or rather, “jump off”) on its own.

The device is at least twice as superior to "passive" foil technologies in terms of the amount of water produced. A pilot apparatus with a funnel 10 centimeters in diameter produced 4,6 milliliters of water per day. Larger glass means more water. Under ideal conditions, scientists could collect up to 0,53 deciliters of water per square meter of glass surface per hour.

"This is close to the theoretical maximum value of 0,6 deciliters per hour, which is physically impossible to exceed," said Ivan Hechler, a doctoral student in the group of Dimos Poulikakos, professor of thermodynamics at the University of Zurich.
