I. General Provisions

  1. This Job Description defines the duties, rights and responsibilities of a radiologist.
  2. A person with a higher medical education who has completed postgraduate training or specialization in the specialty "Radiology" is appointed to the position of a radiologist.
  3. The radiologist must know:
  • fundamentals of the Legislation on health care;
  • legal documents regulating the activities of healthcare institutions;
  • the basics of organizing medical and preventive care in hospitals and outpatient clinics, emergency and emergency medical care, disaster medicine services, sanitary and epidemiological services, drug supply to the population and health care facilities;
  • theoretical foundations, principles and methods of clinical examination;
  • organizational and economic foundations for the activities of health care institutions and medical workers in the context of budgetary insurance medicine;
  • fundamentals of social hygiene, organization and economics of healthcare, medical ethics and deontology;
  • legal aspects of medical activity;
  • general principles and basic methods of clinical, instrumental and laboratory diagnostics of the functional state of organs and systems of the human body;
  • etiology, pathogenesis, clinical symptoms, course features, principles of complex treatment of major diseases;
  • rules for the provision of emergency medical care;
  • bases of examination of temporary incapacity for work and medico-social examination;
  • fundamentals of health education;
  • rules of internal labor regulations;
  • rules and norms of labor protection, safety measures, industrial sanitation and fire protection.
  1. In his specialty, a radiologist should know:
  • modern diagnostic methods;
  • content and sections of radiology as an independent clinical discipline;
  • tasks, organization, structure, staffing and equipment of the radiological service;
  • current legal and instructive and methodological documents in the specialty;
  • rules for issuing medical documentation;
  • the procedure for conducting an examination of temporary disability and medical and social examination;
  • principles of activity planning and reporting of the radiological service;
  • methods and procedures for monitoring its activities.
  1. A radiologist is appointed to the position and dismissed by order of the head doctor of the medical facility in accordance with the current legislation.
  2. The radiologist reports directly to the head of the department, and in his absence to the head of the medical facility or his deputy.

II. Official duties

  1. Provides qualified medical care in their specialty, using modern diagnostic methods approved for use in medical practice; participates in the development of a plan for examining a patient, clarifies the scope and rational methods of examining a patient in order to obtain complete and reliable diagnostic information in the shortest possible time.
  2. Based on clinical observations and examination, history taking, data from clinical, laboratory and instrumental studies:
  • participates in the diagnosis;
  • organizes or independently conducts the necessary diagnostic studies;
  • depending on the patient's condition determines the need for additional examination methods.
  1. Provides consultative assistance to doctors of other departments of health care facilities in their specialty.
  2. Supervises the work of secondary and junior medical personnel subordinate to him; assist them in the performance of their duties.
  3. Controls the correctness of diagnostic studies, operation of instruments, apparatus and equipment, rational use of consumables, compliance with safety and labor protection rules by middle and junior medical personnel.
  4. Participates in training sessions to improve the skills of medical personnel.
  5. Plans its work and analyzes the performance of its activities.
  6. Ensures timely and high-quality execution of medical and other documentation in accordance with established rules.
  7. Carries out sanitary-educational work.
  8. Complies with the rules and principles of medical ethics and deontology.
  9. Qualified and timely executes orders, orders and instructions of the management of the institution, as well as legal acts on his professional activities.
  10. Complies with the rules of internal regulations, fire safety and safety, sanitary and epidemiological regime.
  11. Promptly takes measures, including timely informing the management, to eliminate violations of safety, fire and sanitary rules that pose a threat to the activities of the healthcare institution, its employees, patients and visitors.
  12. Systematically improves his skills.

III. Rights

The radiologist has the right:

  1. organize or independently conduct the necessary diagnostic studies with the issuance of a conclusion; recommend the methods of instrumental, functional and laboratory diagnostics necessary for a comprehensive examination of the patient; to involve, in necessary cases, doctors of other specialties for consultations, examination and treatment of patients;
  2. make proposals to the management of the institution on improving the diagnostic and treatment process, improving the work of administrative, economic and paraclinical services, issues of organization and conditions of their work;
  3. control the work of subordinate employees (if any), give them orders within the framework of their official duties and demand their precise execution, make proposals to the management of the institution on their encouragement or imposition of penalties;
  4. request, receive and use information materials and legal documents necessary for the performance of their duties;
  5. take part in scientific and practical conferences and meetings, which discuss issues related to its work;
  6. pass certification in accordance with the established procedure with the right to obtain the appropriate qualification category;
  7. improve their qualifications at refresher courses at least once every 5 years.

IV. A responsibility

  1. The radiologist is responsible for:
  • timely and high-quality implementation of the duties assigned to him;
  • organization of their work, timely and qualified execution of orders, instructions and instructions of the management, regulatory legal acts on their activities;
  • compliance with internal regulations, fire safety and safety;
  • timely and high-quality execution of medical and other official documentation provided for by the current regulatory documents;
  • providing, in accordance with the established procedure, statistical and other information on its activities;
  • ensuring compliance with executive discipline and performance of their duties by subordinate employees (if any);
  • prompt action, including timely informing the management, to eliminate violations of safety, fire and sanitary rules that pose a threat to the activities of the healthcare institution, its employees, patients and visitors.
  1. For violation of labor discipline, legislative and regulatory acts, a radiologist may be held in accordance with applicable law, depending on the severity of the offense, to disciplinary, material, administrative and criminal liability.

supercomputer on the moon 16.10.2012

Uliang Chang, a graduate of the University of Southern California, believes that placing a supercomputer on the moon can solve many of the problems of space exploration.

Chang announced his idea at a conference in Pasadena, California dedicated to space exploration. The plan is to install a powerful supercomputer in one of the deep, dark craters on the far side of the moon. The advantage of such placement is that the supercomputer would be shielded from humanity's electromagnetic noise by the Moon. A powerful computer powered by an atomic or solar power source could be used to process data for space flights and provide deep space communications. This has become increasingly important in recent decades as more and more information is collected by robotic probes, and manned missions are already aimed beyond the Earth's orbit: to Mars and into the Asteroid Belt.

For example, the deep space network of 13 giant antennas located in the US, Australia and Spain is already overloaded. It is necessary either to build new huge transceivers, the operation of which is hampered by the rotation of the Earth, or, according to Chang, to shift data processing to a lunar supercomputer.

Chang believes that the supercomputer should be placed in cold regions near one of the moon's poles. The low ambient temperature will facilitate the cooling of high-performance microcircuits and, most importantly, will allow the use of super-efficient superconducting materials for power transmission. Interestingly, Chang suggests using water to cool the supercomputer. There are hints of the presence of water on the Moon, but no large deposits of ice have yet been found.

There is no doubt about the usefulness of a lunar supercomputer; NASA has repeatedly made statements that in the near future data transmission networks in near-Earth space will be overcrowded. If we add to this the future exploration of deep space, then it is required today to look for solutions to this problem. True, a lunar computer is very expensive: according to various estimates, from 10 to 20 billion dollars. On the other hand, it can become part of an international inhabited lunar base, which will simplify the implementation of an ambitious project.
