I. General Provisions

  1. The director of the housing enterprise reports directly to _______.

  5. Must know:
  • legislative and regulatory acts on issues of housing policy in Ukraine, resolutions, orders of government bodies and other guidance materials on the activities of housing enterprises (organizations);
  • rules and regulations for the technical operation of the housing stock;
  • work experience of advanced housing enterprises (organizations);
  • economics and organization of production, labor and management;
  • fundamentals of labor legislation;
  • rules and norms of labor protection, industrial sanitation and fire protection.
  1. Qualification requirements:
  • complete higher education in the relevant field of study (master or specialist);
  • postgraduate education in management;
  • work experience in the professions of lower-level managers - at least 5 years.

II. Official duties

  1. Organizes work to ensure the safety of the housing stock and maintain it in good condition in accordance with the rules and regulations of technical operation.
  2. Ensures uninterrupted operation of equipment in residential buildings, arrangement and proper maintenance of external landscaping elements and sanitary cleaning and cleaning of buildings and territories of households.
  3. Organizes work on preventive inspection of the housing stock, development and implementation of annual and long-term plans for its repair.
  4. Oversees the timely preparation of the housing stock for winter.
  5. Ensures profitable economic and financial activities of the housing enterprise (organization), timely receipt of apartment and rent payments.
  6. Organizes the development and implementation of measures to reduce operating and labor costs for maintaining the housing stock, as well as rational consumption of drinking water, saving electricity and heat energy.
  7. Timely conclusion of rental contracts for residential and non-residential premises, contracts for the provision of housing and communal services.
  8. Monitors compliance by apartment owners, tenants and tenants with obligations stipulated by contracts.
  9. Takes measures to strengthen the material and technical base of the housing enterprise (organization), the safety and proper operation of equipment; exercises control over the economical use of materials, cleaning equipment, and workwear.
  10. Participates in the work of commissions for the acceptance of new buildings, departmental and cooperative houses, as well as houses after renovation.
  11. Organizes planning, accounting and reporting work for all sections of economic and financial activities of a housing enterprise (organization).
  12. Participates in the work on the privatization of housing.
  13. Accepts citizens on certain days and hours.
  14. Timely considers applications, letters, complaints and gives citizens answers to all questions regarding the operation, repair of houses and maintenance of households.
  15. Ensures the timely fulfillment of citizens' requests to eliminate faults that arise in homes, and the smooth operation of the dispatch service.
  16. Takes measures to eliminate emergency situations on the territory of households of a residential enterprise (organization).
  17. Ensures compliance with fire safety rules and maintenance of fire safety devices.
  18. Organizes operational control of the state of labor protection.
  19. Provides selection, placement, training and education of personnel, monitors the performance of job duties by employees.
  20. Creates conditions for public organizations to carry out cultural work among the population and work with children in the community.

III. Rights

The director of a housing enterprise has the right to:

  1. Get acquainted with the draft decisions of the management of the enterprise regarding its activities.
  2. Participate in the discussion of issues related to the performance of his duties.
  3. Make suggestions for improving the work related to the provisions of this instruction.
  4. Within the limits of his competence, inform his immediate supervisor about all those identified in the course of his activities, and make proposals for their elimination.
  5. Require the management of the enterprise to assist in the performance of their duties.

IV. A responsibility

The housing manager is responsible for:

  1. For improper performance or non-performance of their official duties, as well as for non-use or directly to their rights provided for by this Job Description - to the extent determined by the current legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current labor legislation on labor of Ukraine.

Now the development of these miniature light-emitting devices has reached the point that they are beginning to be used in street lamps. LEDs are economical, durable, unlike the street lamps currently used, do not contain mercury, are not afraid of shocks and do not explode.

The University of Manchester (England) and a company founded by one of his students are developing extra-bright LEDs for street lighting.
