I. General Provisions

  1. The cost estimate engineer of the design and estimate department belongs to the category of specialists, the hiring and dismissal of which is carried out by order of the general director.
  2. The cost estimate engineer reports to the head of the PSO and through him solves technical issues with the management of departments and the enterprise.
  3. In his work, the estimator is guided by:
  • regulation on PSO;
  • this Instruction;
  • building codes and regulations;
  • rules for organizing the repair of power equipment of distribution networks, substations, buildings and structures;
  • e-mail device rules. installations;
  • rules for the technical operation of distribution networks and substations;
  • rules for the protection of electrical networks;
  • standard operating instructions for power transmission lines, substations and transformer substations;
  • instructions for fire safety at energy enterprises;
  • rules for organizing work with personnel;
  • directive materials on the work performed;
  • regulations for the work of the personnel of the enterprise;
  • orders, orders, regulations and instructions in force in the enterprise;
  • current legislation, to the extent necessary for the implementation of their functional duties;
  • the Charter of the enterprise;
  • internal labor regulations;
  • work plans.
  1. The estimator must know:
  • directive and administrative documents, methodological and regulatory materials on the issues of the work performed;
  • fundamentals of labor legislation;
  • rules and norms of labor protection, TB and PB.
  1. During the absence of an employee (illness, vacation, business trip, etc.), his duties are performed by a person appointed by order of the general director of the enterprise. This person acquires the appropriate rights and is responsible for the high-quality and timely performance of the duties assigned to him.

II. Official duties

The Accounting Engineer performs the following job responsibilities:

  1. Preparation of estimate documentation for execution of contracts for electrical installation, general construction and repair and maintenance work.
  2. Drawing up and control over the signing of acts of work performed and certificates of the cost of work performed under contracts for electrical installation and general construction work.
  3. Drafting and monitoring the implementation of contracts for electrical installation, general construction and repair and maintenance work.
  4. Drawing up reporting documentation on electrical installation, general construction work and repair and maintenance of fixed assets of the enterprise.
  5. Drawing up and reviewing the norms for the consumption of materials for electrical installation, general construction and repair and maintenance work.
  6. Drawing up reports on the forms of statistical reporting in the context of the scope of the service.
  7. Preparation of budget documentation for the acceptance of electrical network equipment on the balance sheet of the company.
  8. Conducting an analysis of the main indicators of the company's work in the scope of the department's activities.
  9. Advises on issues within its competence.
  10. Ensures compliance of the developed estimate documentation with regulatory documents.
  11. Maintenance of design and estimate archive.
  12. The PSO Estimator is obliged to:
  • conscientiously fulfill his labor duties assigned to him by the employment contract;
  • comply with the internal labor regulations;
  • comply with established labor standards;
  • comply with the requirements for labor protection, TB, PB and ensuring labor safety;
  • take care of the property of the enterprise and other employees;
  • immediately inform the immediate supervisor about the occurrence of a situation that poses a threat to the life and health of people, the safety of the property of the enterprise.

III. Rights

The estimator is entitled to:

  1. through the head of the PSO, demand from the heads of departments and services the timely implementation of approved task plans and orders of the management, the provision of reporting and technical documentation;
  2. require management to provide the necessary technical documentation;
  3. give proposals to the head of the PSO on the structure and organization of the service;
  4. through the head of the PSO, to give proposals to the management of the enterprise on the imposition of penalties on personnel for violations of production and labor discipline.

IV. A responsibility

The Quantity Engineer is responsible for:

  1. fulfillment of tasks, functions and all requirements provided for by this Instruction;
  2. correctness and reliability of maintaining technical documentation;
  3. compliance with the deadlines for approval of documentation;
  4. compliance with the requirements of PTB, PTE, SNiP, job and production instructions, work regulations for the personnel of the enterprise;
  5. damage caused to the enterprise by unskilled actions;
  6. compliance with current legislation.

Warm nanoparticles stimulate the brain 18.03.2015

Nanoparticles heated by a magnetic field can replace conventional brain implants with electrodes and external power sources.

Many have heard about the methods of transcranial brain stimulation, when a particular area of ​​the cerebral cortex is affected by a magnetic field or a weak electric current without any surgical intervention. Last year, an article was published in Science stating that using an external magnetic field can improve memory, and in 2013, researchers from Ben-Gurion University were able to use it to rid several smokers of their bad habit - at least for six months. .

But purely transcranial methods are not highly specific. On the other hand, there are invasive methods, when we implant electrodes in the brain that selectively act on certain groups of cells. With the help of such electrodes, it is possible, for example, to suppress muscle tremor in patients with Parkinson's syndrome, but the inconvenience of this method is obvious: surgical intervention plus the need for an external power source.

Polina Anikeeva of the Massachusetts Institute of Technology and her lab have developed an ingenious method that eliminates the need for a permanent brain implant while still providing stimulation specificity. Its essence is that iron oxide nanoparticles are introduced into the brain, which do not carry any drugs, but can be heated in a magnetic field. When heated, they stimulate capsaicin receptors on cell membranes. Capsaicin is an alkaloid that provides a burning taste to capsicum, receptor proteins for it (TRPV1) are found in different cells, including some brain neurons. However, in the absence of receptors, it is possible to force the cell to synthesize them by genetic engineering methods - which was done in this case.

Proteins sensitive to capsaicin react to heated nanoparticles and open an ion channel in the membrane, as a result, the cell is excited and generates an impulse. Usually, such hot nanoparticles are considered as an antitumor agent that allows them to kill cancer cells, but this time the researchers were interested in just exciting the cells without killing them. By adjusting the strength of the magnetic field, you can achieve the desired temperature of the particles and the desired effect. They themselves, being chemically completely inert with respect to living tissue, can remain for quite a long time where they were introduced. As the authors of the work write in their article in Science, their method made it possible to stimulate an area of ​​the midbrain in mice called the ventral tegmental region (which, by the way, is involved in the reinforcement system and is involved in the formation of drug addiction) for a month.

In the future, nanoparticles with a magnetic field can be used as a wireless and "long-playing" neuron stimulator, which would allow solving a variety of research and medical problems. Of course, practical application is still far away, but we have a fundamental proof that such a method is possible and works - and this is already quite a lot.
