I. General Provisions

The vice-rector for educational activities and social issues of a higher educational institution belongs to the category of leaders, is hired and dismissed from work by order of the rector of the university.
A person with a higher education, an academic degree of a doctor or a candidate of sciences, scientific works with at least 5 years of experience in scientific and organizational work is appointed to the position of vice-rector for educational activities and social issues of a higher educational institution.
The vice-rector for educational activities and social issues of a higher educational institution reports to the rector of the university.
In his activities, the vice-rector for educational activities and social issues of a higher educational institution is guided by:

legislative and regulatory documents regulating relevant issues;
methodological materials relating to the issues of its activities;
the charter of the institution;
rules and regulations of occupational health, labor regulations;
this Job Description.

Vice-rector for educational activities and social issues of a higher educational institution should know:

regulatory legal acts, other guiding and methodological documents and materials regulating the functioning and development of the education system, including higher education;
domestic and foreign achievements on the organization of the educational process;
methodology for improving educational work;
advanced educational technologies;
labor law;
rules and regulations of labor protection and fire safety.

During the absence of the vice-rector for educational activities and social issues of a higher educational institution, his duties are performed in the prescribed manner by an appointed deputy who is fully responsible for their proper performance.

II. Official duties

Manages the planning, coordination and control of the activities of the structural divisions of the university in the field of educational and social work with students in the BEP, university employees.
Coordinates the interaction of the administration, services, structural divisions of the university in the field of educational activities and social work.
Supervises work:

deputy directors (deans) for educational work, methodologists for educational work, educators of hostels;
medical centers of the university, organization of medical examinations, clinical examination, vaccination of students and employees;
work of dormitory commandants and passport officers in terms of check-in and check-out of students and employees;
faculty of additional training of students;
centers, theatres, clubs and other structural subdivisions carrying out mass cultural and sports and recreational activities;
social support fund for students and graduate students;
material support fund for employees and non-working pensioners;
commission on social issues and insurance of employees and non-working pensioners;
commission for attestation of employees;
student dormitories in terms of the distribution of places, management of the organization and control over the check-in and check-out of students and employees;
structures of student government.

Signs (approves):

notifications, eviction warnings and other letters relating to housing relations;
requests, letters, to individuals and legal entities on social issues and educational activities;
orders to move into and evict student dormitories, to assign academic and social scholarships and allowances, to place them on full state support, to impose disciplinary sanctions on students for violations of the university’s internal regulations, Regulations on student dormitories, for failure to comply with the terms of the contract, encouragement students for achievements in extracurricular activities, on the appointment of headmen of academic groups;
job descriptions of employees of the faculty of additional training of students, musical theater and other employees who are subordinate to the vice-rector;

III. Rights

The vice-rector for educational activities and social issues has the right to:

Act on behalf of the university, represent it in relations with other structural units of the university and other organizations on various issues.
Submit proposals to the rector to improve the activities of the university.
To interact with the heads of all structural divisions of the university, to receive documents and information necessary for the performance of official duties and rights.
Require the rector of the university to assist in the performance of their rights and obligations.

IV. A responsibility

The vice-rector for educational activities and social issues is responsible for:

For failure to perform (improper performance) of their official duties provided for by this Job Description, within the limits determined by the current labor legislation of Ukraine.
For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
For causing material damage - within the limits determined by the current labor, criminal and civil legislation of Ukraine.
