OCCUPATIONAL SAFETY AND HEALTH
Instructions on labor protection during the maintenance of diesel power plants RRS. Full Document Occupational Safety and Health / Standard instructions for labor protection Safe Operation 1. General requirements for labor protection 1.1. Only specially trained personnel with an electrical safety group of at least III is allowed to work on servicing diesel power plants (DPP) of the RRS. 1.2. Employees servicing DES RRS are obliged to comply with and comply with the internal regulations established at the enterprise, approved and agreed upon by the established procedure, duty schedules, i.e. observe the start and end times of work, breaks during the working day for rest and eating. 1.3. The premises where diesel power plants are located, according to the degree of danger of electric shock to people, are classified as especially dangerous. The following hazardous and harmful production factors are characteristic and may be present there:
1.4. Employees servicing diesel power plants are provided with special clothing, special footwear and other personal protective equipment in accordance with applicable standards and are responsible for their correct application, use and safety. 1.5. In the DPP room, the instruction manual for the operation of the equipment, instructions for labor protection and fire safety should be posted in a conspicuous place. 1.6. It is forbidden to smoke inside the DPP. Prohibition signs "No smoking", "No open fire" should be posted on the diesel door. 1.7. Each employee must study the fire and explosion safety requirements, comply with them and be able to use the primary fire extinguishing equipment available in the hardware. The maintenance personnel must know the design and operation of the thermal and mechanical part of the DPP, including the emergency fuel overflow prevention system. 1.8. Each employee should be aware of the need to immediately notify the senior shift of the RRS about cases of injury to workers, about accidents and malfunctions of equipment, devices, etc. emergencies and situations, for which the DPP room must have a direct telephone connection with the hardware RRS. 1.9. For violation of the requirements of the instruction on labor protection, employees of enterprises are subject to disciplinary, administrative, and, in appropriate cases, material and criminal liability in the manner prescribed by current legislation. 2. Safety requirements before starting work 2.1. Obtain instructions from the RRS shift supervisor on the necessary types of work and the conditions for their implementation. 2.2. Wear overalls and other personal protective equipment established for this type of work. 2.3. Ventilate the DES room. 2.4. Check availability of personal protective equipment. 2.5. Prepare the necessary tools and equipment for work. 2.6. In addition, check and prepare for use fire extinguishing agents. 2.7. Remove equipment and tools that are not used in the performance of this work. 3. Safety requirements during work 3.1. Persons who are not related to the operation of the DPP equipment should not be in the DPP premises. They may be admitted accompanied by a person designated by the head of the RRS. 3.2. When stopping the diesel power plant for inspection, cleaning and repair, measures must be taken against erroneous start-up or involuntary movement. The generator connected to the combustion engine must be completely disconnected from all possible extraneous voltages. 3.3. When inspecting and repairing engines, special attention should be paid to the correct tightening and fastening of the nuts of the connecting rod bolts and the correct fastening of the crankshaft. The nuts of the connecting rod bolts must be tightened evenly, without distortion. It is forbidden to put pipes on the wrench or use sledgehammers to hit the wrench. After tightening the nuts of the connecting rod bolts must be cottered. The condition of the pistons, valves and seals of the engine must be such that the possibility of gas penetration into the room is excluded. 3.4. Heavy equipment must be lifted by a permanent or temporary lifting device. 3.5. Service tanks for diesel generator (DG) fuel at RRS are filled from the fuel storage by an electric pump, which is turned on manually or automatically as filling is required. When manually turning on the pump, the service fuel tank must be equipped with a transparent filling level control tube. When the pump is automatically turned on, in order to avoid overfilling the supply tank with fuel, it is necessary to strictly control the operability of the pipeline fuel return overflow valve. 3.6. Manual filling of fuel tank DES should be carried out in daylight or when using lamps of a safe design before the engine starts or after it stops and cools down. Pouring fuel into the tank of a running engine is prohibited. 3.7. Spilled fuels and lubricants on the floor should be wiped up immediately. Cleaning materials should be stored in closed metal boxes, located away from engines, generators, panels and heaters. At least twice a month, remove cleaning materials, regardless of their quantity, into the waste collection box. 3.8. Dielectric carpets should be laid near generators, automation panels. The area of the carpets must be such that the maintenance personnel must be on the carpet when working with the equipment. 3.9. All pipeline trenches, well hatches, cable channels, etc. in the DPP premises must be permanently closed by the provided ceilings made of corrugated sheet iron or reinforced concrete at the level with the floor of the premises. 3.10. All rotating parts of engines and auxiliary mechanisms must be covered by the provided guards. 3.11. Before starting the diesel power plant, it is necessary to make sure that it is in good condition, carefully inspect the engine, the position of the handles, switches, valves, etc., remove all foreign objects, put all the fences in place. 3.12. When starting the engine hard, it is forbidden to heat up the oil and fuel lines with blowtorches, torches, etc. 3.13. Maintenance and repair of electric generators, electric motors, automation panels, switching and starting devices is carried out, depending on the types of work, by the operational and technical personnel of the RRS or the emergency and preventive service of the RRL. 4. Safety requirements in emergency situations 4.1. In the event of malfunctions of equipment, tools, injury, the employee is obliged, depending on the specific case, to stop the work performed, notify the head of the RRS about the malfunctions that have arisen, and take measures to eliminate them. 4.2. During the operation of diesel installations, a characteristic malfunction is the jamming of the regulator rail of the high-pressure fuel pump (in a single-plunger pump, jamming of the regulator earring). At the same time, with an increase in the speed of the diesel engine, the fuel supply increases, the speed increases, the process takes on an avalanche-like character (the diesel engine goes into overdrive). For an emergency stop of the engine, it is necessary to shut off the air supply to the cylinders (simply shutting off the fuel supply does not give the desired result, since the recharge continues from the filters and the sump). 4.3. In the event of an accident with a workmate, the employee must be able to provide him with first (pre-medical) aid, call a doctor if necessary. 4.4. In case of injury, inform the management, consult a doctor. 5. Safety requirements at the end of work 5.1. Put the workplace in order, check the availability and compliance of tools, materials, protective equipment, operational documentation and instructions. 5.2. Installations, devices, tools and overalls should be taken to the places designated for their storage.
