I. General Provisions

II. Official duties

Head of the main department, department (independent department, service):

  1. Manages the activities of the main department, department (independent department, service), distributes responsibilities among employees, leads and controls their work.
  2. Ensures the fulfillment of the tasks assigned to the main department, department (independent department, service) for the implementation of state policy in the area entrusted to the department.
  3. Determines the degree of responsibility of the deputy heads of the main department, department (independent department, service), heads of its structural divisions.
  4. Prepares proposals for the appointment and dismissal of heads of subordinate institutions, enterprises, and organizations in accordance with current legislation.
  5. Coordinates the structure and staffing schedule of the main department, department (independent department, service), regulations on structural divisions, job descriptions of employees of the main department, department (independent department, service).
  6. Issues orders within his competence, organizes and controls their implementation.
  7. Manages the development of projects of complex programs (sections of programs), analytical materials, balance sheet calculations, planned indicators, sets of measures, proposals, forecasts for the development of management in the relevant territory, etc.
  8. Provides, within its competence, control over the state of affairs in the area of ​​activity of the main department, department (independent department, service), takes the necessary measures to improve them.
  9. Takes measures to improve cooperation between the main department, management (independent department, service) with other structural divisions of the local state administration, representative bodies, local government bodies, state supervision and control, law enforcement agencies, as well as with enterprises, institutions, organizations, and citizen associations.
  10. Submits, in accordance with current legislation, proposals to the management of the local state administration for appointment to positions, dismissal from positions and relocation of management employees, timely filling of vacancies, rewards and imposition of penalties.
  11. Organizes work to protect state secrets in accordance with current legislation.
  12. Provides office work in the main department, department (independent department, service).
  13. Monitors the state of labor and performance discipline in the main department, department (independent department, service).

III. Rights

The head of the main department, department (independent department, service) has the right:

  1. Represent the local state administration in other management structures on issues within its competence.
  2. In accordance with the established procedure, request and receive from state authorities and local governments, their officials, enterprises, institutions, organizations of various forms of ownership, political parties, public and religious organizations the necessary statistical and operational data, reports on issues related to the activities of the main department, management (independent department, service).
  3. Carry out inspections of the state of compliance with the Constitution of Ukraine, acts of legislation of Ukraine by local government bodies and their officials, heads of enterprises, institutions, organizations, their branches and departments, regardless of the form of ownership in accordance with current legislation.
  4. Make proposals to various authorities to improve the work of the main department, local executive authority and the civil service as a whole.
  5. Carry out personal reception of citizens on issues related to the activities of the main department, department (independent department of the service) and take measures for the timely consideration of their proposals, applications, complaints.
  6. Involve specialists from other structural divisions of the executive body, subordinate enterprises and organizations with the consent of their heads to consider issues within its competence.

IV. A responsibility

The head of the main department, department (independent department, service) is responsible

  1. For improper performance or non-performance of their official duties provided for by this Job Description - to the extent determined by the current legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current civil legislation and labor legislation of Ukraine.
