I. General Provisions

  1. The Executive Director of the enterprise belongs to the category of managers.
  2. Appointment to the position of the Executive Director of the Company and dismissal from it is carried out by order of the Director of the Company in accordance with the requirements of the Labor Law of Ukraine.
  3. The Executive Director of the Company reports to the Director of the Company.
  4. The Executive Director must know:
  • laws, resolutions, decrees, orders, decisions and other regulatory legal acts of state authorities and local self-government governing the procedure for the activities of the Company;
  • profile, specialization and features of the structure of the Company;
  • prospects, domestic and world trends in technological, technical, economic and social development of the region;
  • the possibility of efficient use of production capacities, existing technological processes, their restructuring or replacement;
  • the procedure for the development and approval of plans for production and economic activities;
  • modern methods of management and management;
  • the procedure for concluding and executing business contracts;
  • domestic and foreign achievements of science and technology in accordance with the field of production and experience in gaining positions in global and regional product markets;
  • economics, organization of production, labor and management;
  • directions and principles of development of management, marketing, commercial activities, tax affairs;
  • ethics of business communication and negotiation.

II. Official duties

Executive Director:

  1. Submits plans for financial and economic activities to the Director of the Company, bears personal responsibility for their implementation.
  2. Carries out economic management of the Company's property, without the right to alienate it in any way.
  3. Prepares and submits to the Director of the Company for approval the Regulations on the internal divisions of the Company, instructions and other acts of internal regulation of the Company's activities.
  4. Issues orders, binding on all employees of the Company, on all issues referred by this order to its jurisdiction.
  5. Submits to the Director of the Company proposals for hiring and dismissal of employees of the Company, transfer to another job, application of penalties and incentives.
  6. Prepares and submits for approval to the Director of the Company schedules of changes, vacations and other documents of an organizational, administrative and administrative nature.
  7. Supervises the performance of employees' duties.
  8. Develops and submits to the Director of the Company for approval the rules, procedures and other internal documents of the Company.
  9. Prepares and submits to the Director of the Company for approval proposals for the use of funds for the development of production, social development and the reserve fund.
  10. Prepares and submits to the Director of the Company for approval proposals for prices and tariffs for the products and services of the Company.
  11. Performs other functions that do not contradict the Articles of Association of the Company of the order "On the Executive Director of the Company" and arising from the statutory goals and objectives of the Company.

III. Rights

The Executive Director has the right:

  1. On the basis of a power of attorney issued by the director of the Company, acts on behalf of the Company, represents its interests in state authorities and local governments, other organizations, in relations with legal entities and citizens, as well as in general courts and specialized courts (economic, administrative and other courts recognized as specialized).
  2. Make suggestions:
  • on bringing employees who violated production and labor discipline, guilty of causing material damage to the enterprise, to material and disciplinary liability;
  • on the moral and material encouragement of employees who have distinguished themselves.

IV. A responsibility

The executive director of the company is responsible for:

  1. Responsible to the Director of the Company for the fulfillment of the statutory goals and objectives, accounting and reporting of the Company.
  2. For improper performance or non-performance of their official duties provided for by this Job Description - to the extent determined by the current legislation of Ukraine.
  3. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  4. For causing material damage - within the limits determined by the current labor legislation on labor of Ukraine.
  5. The Executive Director bears personal responsibility for the consequences of decisions taken by him that go beyond his powers, determined by the current legislation, the Charter of the Company, other regulatory legal acts. The executive director is not released from liability if the actions entailing liability were committed by persons to whom he delegated his rights.
  6. The executive director, who unfairly uses the property and funds of the enterprise for personal interests or in interests contrary to the statutory goals, is liable within the limits determined by civil, criminal and administrative law.

Smallest black hole discovered 24.02.2020

Scientists may have discovered the smallest black hole ever discovered. This is made possible by a new technique that combines multiple datasets. The researchers believe that the black hole is about 3,3 times as massive as the Sun and is located in the binary system J05215658, which is located at a distance of about 10 light-years from the outer edge of the Milky Way's disk. Although more research is needed to confirm the low mass of a black hole, there is a possibility that this object is part of a mysterious class of small black holes. These objects were not discovered in the past, as no one understood exactly how to look for them.

Most observable black holes are about 5-15 times more massive than the Sun, but this does not mean that all black holes in the universe are of this size. Part of the reason is that massive and supermassive black holes are much easier to detect. When such objects orbit stars in binary systems, they attract material from their satellites towards them. This accretion process emits X-rays that can be observed in telescopes.

Small black holes that are only two to five times as massive as the Sun, assuming they exist, do not seem to produce this X-ray signature, making these objects invisible to scientists. When a star goes supernova, the subsequent evolution of the star is determined by its mass. Small stars become neutron stars, the densest objects in the universe, while large stars collapse into black holes. However, researchers cannot yet say how massive a star must be in order to become a black hole. It is possible that there is an intermediate process in which the star temporarily becomes a neutron star and then evolves into a black hole.

Despite the fact that the mass is equal to 3,3 times the mass of the Sun, the object J05215658 could potentially be about five times more massive than the Sun. Previously, several other black holes were discovered, the mass of which is still being debated by researchers, so at the moment it is impossible to say with certainty that the new object is the smallest of all black holes known today. However, the very suggestion that the most mysterious objects in the universe could be even more mysterious probably should not surprise us.
