I. General Provisions

  1. The head of the personnel department belongs to the category "Leaders".
  2. Appointment to the position of the head of the personnel department and dismissal from it is carried out by order of the head of the enterprise in compliance with the requirements of the Labor Code of Ukraine and the current labor legislation.
  3. The Head of Human Resources reports directly to _______.
  4. The HR manager needs to know
  • resolutions, orders, orders, methodological, regulatory and other guidance materials for working with personnel, accounting for personnel;
  • the prospect of development of the industry and the enterprise, the main technological processes for the production of the enterprise's products;
  • the procedure for developing plans for staffing the enterprise;
  • regulations on the procedure for the appointment and payment of state aid, the procedure for registering the reception, transfer and dismissal of employees, maintaining and storing their work books and personal files, issuing pensions for employees of the enterprise and their families;
  • organization of time records, methods of accounting for the promotion of personnel;
  • the procedure for compiling the established reporting;
  • basics of career guidance;
  • fundamentals of sociology, labor psychology, economics, organization of production and management;
  • labor law;
  • rules and norms of labor protection, safety measures, industrial sanitation and fire safety.
  1. Qualification requirements: higher education in the relevant field of study (master, specialist or bachelor). Postgraduate education in management. Work experience in the field of personnel management by profession: for a master or specialist - at least 2 years, for a bachelor - at least 3 years.

II. Official duties

Head of HR department:

  1. Leads the work on providing the enterprise with employees of the necessary professions, specialties and qualifications in accordance with the level and profile of their training and business qualities.
  2. Leads the development of long-term and annual plans for staffing the enterprise, taking into account the prospects for its development, changes in the composition of employees in connection with the introduction of new equipment and technology, mechanization and automation of production processes, as well as the launch of production facilities.
  3. Participates in the work on forecasting and determining the need for personnel on the basis of plans for the economic and social development of the enterprise.
  4. Resolves issues of hiring, dismissal, transfer of employees, controls their placement and correct use in the divisions of the enterprise.
  5. Ensures the reception, placement of young workers in accordance with the profession and specialty received at the educational institution, together with the heads of departments and public organizations, carries out their internships and educational work.
  6. Systematically studies the business qualities and other individual characteristics of the employees of the enterprise in order to select personnel for filling positions included in the nomenclature of the head of the enterprise and create a reserve for promotion, monitor its renewal and replenishment, and contribute to the formation of the personnel of managers from the approved reserve.
  7. Participates in the organization of advanced training of employees enrolled in the reserve, preparation for work in managerial positions.
  8. Participates in certification, development of measures to implement the recommendations of the certification commissions, determines the circle of employees subject to regular and repeated certification, ensures the preparation of the necessary documents.
  9. Organizes the timely registration of the admission, transfer and dismissal of employees in accordance with labor legislation, regulations, instructions and orders of the head of the enterprise, accounting for personnel, issuing certificates of current and past labor activities of employees, storing and filling out work books and maintaining established personnel documentation, and also preparing materials for employees for incentives and awards.
  10. Ensures the preparation of documents necessary for the assignment of pensions to employees of the enterprise and their families, as well as their submission to the social security authorities.
  11. Organizes the development and implementation of measures aimed at improving personnel management through the introduction of an appropriate system for the selection and placement of personnel, which ensures the selection of the most trained employees for the effective performance of their duties, professional selection and professional adaptation of personnel, their professional and qualification advancement.
  12. Provides methodological guidance for the work of HR inspectors of the enterprise's divisions, controls the execution by the heads of divisions of resolutions, orders and instructions on issues of work with personnel.
  13. Takes measures to improve the forms and methods of work with personnel.
  14. Determines and summarizes the results of work with personnel, analyzes the causes of turnover, absenteeism and other violations of labor discipline, prepares proposals for eliminating identified shortcomings, retaining personnel, and takes measures to employ laid-off workers.
  15. Liaise with other companies in recruitment matters.
  16. Organizes timesheets, drawing up and implementing vacation schedules, monitoring the state of labor discipline in the divisions of the enterprise and compliance with internal labor regulations by employees, develops measures to improve labor discipline, reduce working time, monitors their implementation.
  17. Ensures the preparation of established reporting on the accounting of personnel and work with personnel.

III. Rights

The head of the personnel department has the right to:

  1. Get acquainted with the draft decisions of the enterprise management regarding the activities of the department.
  2. Make proposals for improving the activities of the enterprise (department).
  3. Demand and receive from the heads of structural divisions of the enterprise and other employees the necessary information.
  4. Require the head of the enterprise (other managers) to assist in the performance of duties and the exercise of the rights provided for by this Job Description.
  5. Within the scope of its competence, sign and endorse documents.
  6. Interact with the heads of all structural divisions of the enterprise _______.

IV. A responsibility

The Head of Human Resources is responsible for:

  1. For improper performance or non-performance of their official duties, as well as for non-use or directly to their rights provided for by this Job Description - to the extent determined by the current legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current labor legislation on labor of Ukraine.

V. Relationships (connections) by position

  1. In the absence of the head of the personnel department, his duties are performed by the deputy (in the absence of such, the person appointed in the prescribed manner), who acquires the appropriate rights and is responsible for the proper performance of the duties assigned to him.

Mining platinum on asteroids 19.06.2022

American startup Astroforge wants to become the first company on Earth to master the mining of minerals in space.

The startup, which has just emerged from stealth mode, is working on a technology to extract resources from asteroids with a diameter of 20 meters to 1,5 kilometers, according to TechCrunch. How exactly this system will work is still unknown, but Astroforge promises to demonstrate it in low Earth orbit as early as 2023 and to arrange the supply of minerals from space before the end of this decade.

The startup was founded by two former SpaceX, NASA and Virgin Orbit engineers - Matt Gialich and Jose Acain - and recently completed the Y Combinator acceleration program. Immediately after leaving the business incubator, Astroforge received $13 million in seed investment to develop its project. Entrepreneurs believe that they can solve a problem that has not yet been given to any aerospace company, and in the foreseeable future they will offer humanity an unlimited source of resources. To do this, Astroforge has already enlisted the support of several large organizations.

The startup aims to mine six platinum group metals, including platinum itself (the cost of 1 ton is more than $30 million) and iridium (the cost of 1 ton is more than $196 million). Mining stations will most likely have cargo bays designed for 200 kg or so. The use of much larger volumes for cargo will be inefficient when mining small asteroids with a diameter of 20 meters to 1,5 kilometers. This also means that Astroforge ships will work with objects without any significant gravitational fields.

Astroforge relies on two partner companies: OrbAstro and SpaceX. The first will provide the startup with production facilities for assembling the first devices, and the second will provide space on the Falcon 9 rocket as part of one of the missions scheduled for next year.

Astroforge has also already identified a number of reprocessing candidate asteroids that are in a suitable orbit and have an appropriate concentration of platinum group metals. Of the 10 million asteroids that are relatively easily accessible from the Earth's orbit, according to the startup, about a million can become development objects.

The first space mission involving Astroforge is scheduled for the second half of 2023, with full commercialization by the end of the decade.
