I. General Provisions

The inspector of the military registration desk of the city administration is an official. Appointed and dismissed by the head of the city administration.
The inspector of the military registration desk reports directly to the head of the city administration.
In his activities, the inspector of the military registration table is guided by:

the legislation of Ukraine;
resolutions and orders of the head of the district;
resolutions and orders of the head of administration;
internal labor regulations;
this Instruction.

II. Official duties

Keep a primary record of citizens who are in the reserve according to the primary record cards, and citizens who are subject to conscription for military service, according to the lists.
Perform military registration (removal from military registration) of citizens who arrive on the territory of the administration (move to another district, city) for permanent or temporary (for a period of more than | months) place of residence.
To identify, together with the internal affairs bodies, citizens permanently or temporarily residing on the territory of the administration who are subject to military registration.
Keep records of all enterprises, legal entities and individuals engaged in entrepreneurial activities.
Annually check primary registration cards and lists of citizens subject to conscription for military service with military registration documents of the district military commissariat, enterprises, non-economic books.
Send, at the request of the military commissariat, the information necessary for entering into military registration documents about citizens who are registered with the military and citizens who are registered with the military.
Annually submit to the military commissariat of the district in September lists of young men of 15 and 16 years of age, and in December - lists of young men who are subject to initial military registration.
To exercise control over visits by citizens subject to conscription for military service to medical institutions to which they are sent for medical examination or examination.
Makes changes in the primary registration cards and in the lists of citizens subject to conscription for military service regarding education, place of work, position, marital status and place of residence registered in the military, and within 7 days notify the military commissariat of the changes made .
To explain to citizens their obligations for military registration, established by the Law of Ukraine "On Military Duty and Military Service", to exercise control over their implementation.
When registering citizens for military registration:

verify the authenticity of military tickets (temporary certificates to replace military tickets) and certificates of citizens subject to conscription for military service, the presence of marks on the removal of citizens from military registration at their former place of residence and the placement of reserve officers and citizens subject to conscription for military service on military registration in the military commissariat of the district for a new pestle of residence;
if unspecified corrections, inaccuracies and fakes, an incomplete number of sheets are found in the military ID (temporary certificates) of citizens subject to conscription for military service, immediately report this to the military commissariat for taking appropriate measures;
issue receipts upon acceptance from citizens of military tickets (temporary certificates instead of military tickets) of certificates of citizens subject to conscription for military service;
fill out primary registration cards for citizens who are in reserve. In accordance with the entries in military tickets, fill out registration cards for warrant officers, midshipmen, sergeants, senior soldiers and reserve sailors;
send to the military commissariat a personal list of citizens who have changed their place of residence within the district, as well as citizens who arrived with temporary certificates instead of military tickets indicating the last name, first name, patronymic, place of residence and work, the position of these citizens, the name of the local government, where they were previously registered with the military. Registration cards for these citizens are not filled out;
make notes on the registration of citizens for military registration in military tickets and house books;
about citizens who arrived from other districts (cities) with mobilization orders, report to the military commissariat of the district or city where they were previously registered with the military. Withdrawal of mobilization orders is carried out only at the direction of the military commissariat, about which a note is made on military tickets;
and within 7 days to provide the military commissariat with registration cards for citizens who have killed, their mobilization orders, a list of citizens who arrived for military registration without filling out registration cards, as well as alphabetic cards of citizens subject to conscription for military service.

When removing citizens from military registration:

make a note about deregistration in the military ID and house book;
withdraw a mobilization order from a citizen leaving the district;
make a note on the withdrawal of the mobilization order in the military ID;
make a list of citizens removed from military registration.

III. Rights

The inspector of the military registration desk of the city administration has the right to:

Get acquainted with the draft decisions of the management on the issues of its activities.
Submit proposals for improvement of the work related to the responsibilities provided for in this instruction for consideration by the management.
Receive from the heads of structural divisions, specialists information and documents on issues within its competence.
Require the management of the enterprise to assist in the performance of their duties and rights.
Require the management of the organization to provide the organizational and technical conditions necessary for the performance of official duties.

IV. A responsibility

The inspector of the military registration desk of the city administration answers:

for the completeness and reality of the primary military registration of a citizen of the territory of the administration;
for maintaining on the territory of the administration a record of persons liable for military service at all enterprises, organizations, institutions, regardless of the form of ownership;
for conducting annual reconciliations of the administration's credentials with the credentials of enterprises and the military commissariat of the district;
for notifying citizens of calls to the military commissariat.

Genes against gravity 27.03.2015

The device of living organisms depends on where they live, and a huge number of very different factors determine the structure of the body, and physiology, and behavior - even in bacteria, even in people. Among these factors, the most universal ones can be distinguished, which are easy to enumerate: for example, the temperature of the environment, or humidity, or the concentration of oxygen in air or water. But there is something that is rarely mentioned. We are talking about the force of gravity, which acts on everyone and always. Could she play a role in shaping the appearance of living beings?

Biologists have been asking this question for quite a long time: for example, 100 years ago, D'Arcy Thompson suggested that in animals the shape of the body is largely determined by the force of gravity, and if it were twice as large on Earth, primates would not have developed any upright posture, and in general all tetrapods would be short-legged and move like lizards. Apparently, evolution had to somehow respond to the gravitational factor, but what kind of molecular-cellular mechanisms helped us adapt to gravity, we can only now find out.

Makoto Furutani-Seiki (Makoto Furutani-Seiki), together with his colleagues from the University of Bath and with the participation of researchers from Japan, Austria and the United States, were able to find a gene that is responsible for the formation of a "three-dimensional" body in animals. When it was turned off in fish, the development of tissues was disturbed, they were located incorrectly relative to each other, and the whole body was strongly flattened in the direction of the gravitational force. If it did not work in cultured human cells, they ceased to combine into volumetric clusters. In an article in Nature, the authors write that this gene, called YAP, serves as a regulator of the molecular machine that controls the mechanical forces in and between cells - the correct distribution of such forces is necessary to create most organs and body parts. Roughly speaking, thanks to YAP, we can resist gravity and generally have a more or less voluminous, rather than flat, body.

How exactly the anti-gravity gene works, how and when it turns on, and what other genes are under its control, we have yet to find out. Further experimentation here will not only reveal why we have come to look the way we do now, but will also help develop reliable methods for creating artificial organs. By controlling the genetic system responsible for the "bulkness" of an organ, we can, for example, grow a liver or kidney of the right size in the laboratory, which will not differ from the real ones - in order to transplant them later to replace the spoiled ones.
