I. General Provisions

The main tasks of the head of the day hospital are:

managing the activities of the staff of the department in order to organize qualified inpatient medical care in a polyclinic or hospital for a certain contingent of patients and active planned rehabilitation of the dispensary group;
control over the quality of medical care in a day hospital.

Appointment and dismissal of the head of the day hospital is carried out by the head physician of the medical institution in accordance with the current legislation.
The head of the day hospital of the polyclinic reports to the deputy chief physician for polyclinic work, and in the absence of this position, to the head physician of the polyclinic (head of the polyclinic department).
The head of the day hospital reports to the medical staff working in the department.
In his work, the head of the day hospital is guided by:

current legislation;
"Regulations on the day hospital";
orders of the Ministry of Health, territorial health authorities;
this Job Description;
instructions and orders of the heads of the clinic or hospital.

II. Official duties

To carry out the reception and management of patients referred by doctors of the polyclinic and hospital, to resolve issues of the advisability of their stay in a day hospital, to prescribe diagnostic, therapeutic and rehabilitation measures, taking into account all the possibilities of medical institutions on the basis of which the day hospital is located (provided that there is no vacant position of the head ).
Take part in the formation of a contingent of patients who need active methods of treatment in a day hospital.
To control the correctness of the diagnosis and the volume of treatment and diagnostic measures carried out by the attending physicians of the day hospital by examining hospitalized patients (current quality control of the diagnostic and treatment process) and expert evaluation of records in their medical records.
To carry out an examination of temporary disability of hospitalized patients, as well as to control the quality of its conduct by day hospital doctors (by assessing the health status of patients and checking the correctness of documentation).
Organize the transfer of patients from a day hospital to a hospital in case of deterioration in health.
Replace doctors who are absent from work, reporting this to the administration of the medical institution.
Monitor the effectiveness of the use of material resources available in the day hospital (medicines, instruments, equipment).
Draw up an annual comprehensive plan of work of the department and submit it for approval to the head physician.
Provide advanced training for doctors and paramedical personnel.
To present to the management of the medical institution a plan for improving the qualifications of doctors.
Annually analyze the activities of the day hospital in relation to the effectiveness of the treatment provided, taking into account the following factors for assessing the quality of medical care:

justification for hospitalization;
reasonableness of waiting time for hospitalization;
discrepancy between prehospital and inpatient diagnoses;
number of bed occupancy days per year;
the average duration of the patient's stay in bed;
bed turnover;
mortality rates.

To hold conferences of department employees with the implementation of clinical reviews of complex cases of diagnosis and treatment, with abstract and thematic reviews of the periodical medical press.
Monthly draw up and submit to the administration for approval the work schedule of the department staff.
Timely bring to the attention of the employees of the day hospital the orders and instructions of the administration, as well as instructive-methodical and other policy documents of higher health authorities.
Monitor compliance by all employees of the day hospital with labor discipline and internal regulations.
Ensure the quality of medical records and the reliability of medical and statistical information about the activities of the day hospital.
If necessary, involve doctors-specialists of a polyclinic or hospital, on the basis of which a day hospital is organized, to consult patients who are being treated in a day hospital.
To improve their professional level by attending relevant classes and seminars, to undergo advanced training courses for doctors at least once every 5 years.
Participate in the work of the medical commission in order to resolve clinical and expert issues.

III. Rights

The head of the day hospital has the right to:

Take part in the selection of doctors, middle and junior medical personnel to work in a day hospital.
Carry out the placement of personnel in the day hospital, distribute duties between them, control their actions.
Recommend to the administration the candidacy of a doctor for the position of head of the day hospital to replace him during his absence.
Submit nominations of subordinates for promotions.
Make proposals on the imposition of penalties on employees of the day hospital in case of violation of labor discipline, unsatisfactory performance of official duties.
Participate in the consideration of complaints of the population against the employees of the department.

IV. A responsibility

The head of the day hospital is responsible both for poor quality work and erroneous actions, as well as for inaction and failure to make decisions that fall within the scope of his duties, in accordance with applicable law.
