I. General Provisions

  1. The Deputy Head of the Department of Foreign Economic Activity (FEA) manages the development of proposals and measures for the development of progressive forms of foreign economic relations, cooperation with foreign countries.
  2. The Deputy Head reports directly to the Head of the FEA Department.
  3. Appointment, transfer and dismissal are made by order of the director of the enterprise on the proposal of the head of the department.
  4. Qualification requirements: higher economic education and work experience in the industry for at least three years.
  5. The deputy head of the department of foreign economic activity of the department must know:
  • normative legal acts regulating the foreign economic and economic activities of business entities, methodological, regulatory and other guidance materials on the organization of foreign economic activity;
  • materials on organizing the movement of goods across the customs border;
  • the procedure and conditions for the conclusion and execution of contracts, the procedure for customs clearance;
  • measures of state regulation of foreign economic activity;
  • commodity nomenclature of foreign economic activity;
  • customs regimes, benefits, payments, taxes and fees, methods for determining the customs value of goods;
  • reporting rules;
  • fundamentals of labor legislation;
  • enterprise policy in the field of quality;
  • standards requirements.
  1. The Deputy Head of the Foreign Economic Activity Department is guided in his activities by:
  • Ukrainian legislation;
  • Regulations on the department;
  • internal labor regulations, labor protection and safety;
  • this Job Description.

II. Official duties

  1. Organizes the establishment of strong, industrial, scientific and technical ties with enterprises and firms of other countries.
  2. Prepares and participates in negotiations with foreign companies.
  3. Develops recommendations for the development of new forms of foreign economic cooperation.
  4. Organizes work to increase the volume of export deliveries.
  5. Controls the implementation of contracts with foreign trade organizations for the supply of products for export and the supply of products for import.
  6. Carries out work on customs clearance and presentation for customs clearance of goods transported across the customs border.
  7. Checks the authenticity of shipping documents and the compliance of the transported goods with information about them.
  8. Prepares and fills in customs declarations; determines the code of the goods according to the FEACN, the customs regime, the provision of goods for customs control; organizes mutual settlements between the owners of the transported goods and customs authorities; advises owners (owners) on customs clearance of goods.
  9. Conducts office work and reporting on all issues of foreign economic relations and customs clearance of documents.
  10. Participates in the implementation of the Company's Quality Policy (in accordance with the activities assigned to the unit).
  11. Participates in the implementation of the requirements of the QMS documents (quality management system).
  12. Participates in the development of corrective and preventive actions based on the results of inspections and contributes to their implementation (in accordance with the activities assigned to the unit).

III. Rights

The Deputy Head of the Foreign Economic Activity Department has the right to:

  1. Require the heads of the plant's departments to provide information necessary for the implementation of foreign economic activity.
  2. Participate in foreign trade meetings.
  3. Submit proposals for the improvement of work related to foreign economic activity for consideration by the management.
  4. Require the management of the enterprise to assist in the performance of his duties and rights.
  5. Make proposals for improving the quality management system and QMS processes.

IV. A responsibility

The Deputy Head of the Foreign Trade Department of the Department is responsible for:

  1. The procedure and conditions for the conclusion and execution of contracts.
  2. Perfection of the experience of advanced domestic and foreign enterprises in the field of organization and improvement of foreign economic activity.
  3. Methods of negotiation and communication with people, the basics of ethics and psychology.
  4. The quality and timeliness of the fulfillment of the duties assigned to him by this Job Description.
  5. Fulfillment of the requirements of the quality management system documents.
