I. General Provisions

  • basics of management and marketing;

  1. Qualification requirements:
  • complete higher education in the relevant field of study (master, specialist);
  • work experience in the professions of lower-level managers in the relevant professional field: for a master's degree - at least 2 years, for a specialist - at least 3 years.

II. Official duties

  1. Develops a concept for the development and modernization of telecommunication networks in accordance with the Comprehensive Program for the creation of a Unified National Communication System of Ukraine.
  2. Organizes the work of the Scientific and Technical Council.
  3. Develops proposals to improve the operation of existing telecommunication networks, equipment and equipment.
  4. Prepares regulatory documents on the technical and general operation of primary, secondary and local telephone networks.
  5. Develops methods for assessing the quality of the work paths, channels, equipment.
  6. Monitors compliance by branches with rules and standards for the technical and general operation of telecommunications facilities.
  7. Organizes work and carries out a set of activities aimed at providing means of communication for important government, political and other events.
  8. Monitors the implementation of long-term and annual plans for the development and reconstruction of existing long-distance telephone exchanges and the construction of new ones with advanced equipment.
  9. Participates in the organization of meetings and seminars on the technical and general operation of telecommunications.
  10. Organizes and coordinates the work of consumer service centers in order to coordinate the provision of all types of telecommunication services.
  11. Develops proposals for technology and automation of payments for telecommunication services.
  12. Develops a marketing research program to introduce new telecommunication services.
  13. Analyzes the causes of complaints regarding the quality of telecommunication services and develops measures aimed at improving the quality of services.
  14. Monitors compliance by branches with current legislation when providing services for organizing technological processes for providing telecommunication services.
  15. Researches and disseminates best practices in customer service.
  16. Provides practical assistance to departments in improving overall operation and maintenance practices.
  17. Analyzes production performance indicators and makes proposals for their improvement.

III. Rights

The chief telecommunications specialist has the right to:

  1. Get acquainted with the draft decisions of the management of the enterprise regarding its activities.
  2. Participate in the discussion of issues related to the performance of his duties.
  3. Make suggestions for improving the work related to the provisions of this instruction.
  4. Within the limits of his competence, inform his immediate supervisor about all those identified in the course of his activities, and make proposals for their elimination.
  5. Require the management of the enterprise to assist in the performance of their duties.

IV. A responsibility

The Chief Telecommunications Officer is responsible

  1. For improper performance or non-performance of their official duties, as well as for non-use or directly to their rights provided for by this Job Description - to the extent determined by the current legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current labor legislation on labor of Ukraine.
