I. General Provisions

  1. The head of the public relations department belongs to the category of managers.
  2. A person with a higher professional education and work experience in the profile of at least __ years is appointed to the position of head of the public relations department.
  3. Appointment to the position of head of the public relations department and dismissal from it is carried out by order of the director of the enterprise.
  4. The head of the public relations department should know:
  • resolutions, orders, orders, other governing and regulatory documents of higher and other bodies relating to the activities of the public relations department;
  • regulations and methodological recommendations that determine the procedure for the activities of the head of the public relations department;
  • the procedure for interacting with citizens, legal entities (including the media) on issues related to the activities of the enterprise;
  • foundations of aesthetics, ethics and social psychology;
  • ethics of business communication;
  • the procedure for conducting business correspondence;
  • the composition of information that is a state, official and commercial secret, the procedure for its protection and use;
  • fundamentals of economics, organization of labor and management;
  • labor legislation of Ukraine;
  • rules of internal labor regulations;
  • rules and regulations of labor protection.
  1. In his activities, the head of the public relations department is guided by:
  • regulation on the department of public relations;
  • this Job Description.
  1. The head of the public relations department reports directly to _______ (the head of the enterprise, his deputy for commercial issues).
  2. During the absence of the head of the public relations department (illness, vacation, business trip, etc.), his duties are performed by a deputy (in the absence of such, a person appointed in the prescribed manner). This person acquires the appropriate rights and is responsible for the proper performance of the duties assigned to him.

II. Official duties

Head of Public Relations Department:

  1. Manages the planning and organization of information programs related to the work of the enterprise.
  2. Organizes accounting and registration of appeals (proposals, applications, complaints) of citizens and legal entities.
  3. Accepts, registers and transfers appeals of citizens and legal entities to management and performers.
  4. Controls the execution of requests.
  5. Independently takes measures on appeals of citizens and legal entities within its competence.
  6. Directs appeals of citizens and legal entities for execution in accordance with the resolution of the management, puts under control appeals that require execution and response.
  7. Carries out control over the passage and timely return by executors of appeals of citizens and legal entities with all documents for their execution.
  8. Forms executed appeals of citizens and legal entities in cases.
  9. Prepares appeals of citizens and legal entities for subsequent storage and use, transfers completed cases to the archive of the organization.
  10. Carries out reference work on appeals of citizens and legal entities.
  11. Organizes press conferences for representatives of the media and other interested parties.
  12. Provides explanations to interested parties on the activities of the enterprise.
  13. Takes measures to protect information that is a state, official or commercial secret.
  14. Manages department employees.

III. Rights

The head of the public relations department has the right to:

  1. To get acquainted with the draft decisions of the management concerning the activities of the department.
  2. Participate in the discussion of issues related to their official duties.
  3. Submit proposals to improve the activities of the enterprise (department) for consideration by your immediate supervisor.
  4. Interact with employees of all (individual) structural divisions of the organization on the provision of the necessary information.
  5. Sign and endorse documents within their competence.
  6. Submit to the director of the enterprise submissions on the appointment, transfer and dismissal of employees of the department, as well as proposals for encouraging distinguished employees and bringing to material and disciplinary liability violators of production and labor discipline.
  7. Require the management of the enterprise to assist in the performance of their duties and rights.

IV. A responsibility

The head of the public relations department is responsible for:

  1. For improper performance or non-performance of their official duties provided for by this Job Description - within the limits determined by the labor legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the labor and civil legislation of Ukraine.
