I. General Provisions

  1. The coastal boatswain belongs to the category of technical performers and reports directly to _______.
  2. A person with primary vocational education and special training according to an established program is appointed to the position of coastal boatswain without presenting requirements for work experience.
  3. Appointment to the position of coastal boatswain and dismissal from it are made by order of the head of the enterprise.
  4. The coastal boatswain must know:
  • rules and procedure for the performance of work on the mooring of ships;
  • rules for the use of rigging, inventory and tools when mooring ships;
  • commands and alarms given from ship and shore;
  • rules for the use of lifting mechanisms;
  • methods of performing carpentry, plumbing and painting work;
  • rules for using rowing and motor boat (boat);
  • maximum permissible carrying capacity and passenger capacity of serviced watercraft;
  • rules and norms of labor protection, safety precautions, industrial sanitation and fire protection;
  • techniques and methods of providing first medical aid.
  1. During the absence of the coastal boatswain (illness, vacation, etc.), his duties are performed by a person appointed in the prescribed manner.

II. Official duties

The coastal boatswain performs the following duties:

  1. Systematic inspection and preparation of berths for mooring ships.
  2. Ensuring the safety of parking at the pier for small boats.
  3. Ensuring the constant readiness of fire-fighting equipment, fire passages to the berths, and, in winter, fire trucks.
  4. Ensuring safety precautions when mooring ships and the safety of people when transporting small craft.
  5. Reception, storage, issuance and accounting of skipper's property and other materials, preparation of applications and requirements for their receipt.
  6. Carrying out current repairs, repair of small watercraft.
  7. Management of loading and unloading operations.
  8. Guiding coastal sailors and workers when performing mooring work and repairing skipper's property.

III. Rights

The coastal boatswain has the right:

  1. Get acquainted with the draft decisions of the management of the enterprise relating to its activities.
  2. Submit proposals for improvement of the forms and methods of work performed by the enterprise management for consideration.
  3. Communicate with all structural divisions of the enterprise.
  4. Require the management of the enterprise to assist in the performance of their duties.

IV. A responsibility

The coastal boatswain is responsible for:

  1. For improper performance or non-performance of their official duties provided for by this Job Description - within the limits determined by the current labor legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current labor and civil legislation of Ukraine.

New underwater acoustic invisibility cloak 19.05.2018

A team of researchers from the University of Pennsylvania has developed a concealment device that works effectively underwater. This new "metamaterial invisibility cloak" is able to intercept and refract acoustic waves propagating under water, which probe the surrounding space with sonars. At the same time, all this happens without the slightest reflection or scattering of sound waves, due to which the sonar will not be able to know that any object is within its reach.

We remind our readers that metamaterials are artificial materials with a complex structure and structure of their surface, due to which they have properties that are completely absent from any materials of natural origin. Typically, metamaterials are composite materials based on various metals, ceramics, and plastics.

In the case of an underwater acoustic invisibility cloak, the problem of creating an effective concealment device is complicated by the fact that water is denser and less compressible than air, which limits the number of possible options. The material of the new invisibility cloak consists of cells whose dimensions are smaller than the wavelength of acoustic vibrations. After testing various options, the researchers settled on a device in the form of a pyramid, 90 centimeters high, made of metal plates perforated in a special way.

The tests of the device were carried out in a tank filled with water, equipped with a source of sound waves with a frequency of 7 to 12 thousand Hertz and a variety of hydrophones that controlled the entire picture of sound vibrations in the tank. It was found that the pyramid still reflected sound waves back, however, the phase, amplitude and some other parameters of the sound waves did not correspond to the parameters of the waves reflected from the surface of an object. And this, in turn, makes it impossible for the normal operation of instruments such as sonar.

According to the researchers, the technology they have developed, in addition to its use as sonar hiding devices, has a number of possible applications. And such areas, first of all, include long-range underwater communications, the operation of which is based on acoustic range signals.
