In pursuance of the Federal Law of December 21.12.94, 68 No. 1094 "On the Protection of the Population and Territories from Natural and Technogenic Emergencies", the Government of the Russian Federation, by its Decree No. 13 of September 1996, XNUMX, approved Regulations on the classification of natural and man-made emergencies, which are classified depending on the number of people injured in these situations, or people whose living conditions were violated, the amount of material damage, as well as the boundaries of the distribution zones of damaging factors of emergency situations.

Emergencies are divided into local, local, territorial, regional, federal and transboundary. They vary depending on the number of victims, violation of living conditions, material damage and distribution area.

In order to monitor compliance with safety measures, assess the sufficiency and effectiveness of measures to prevent and eliminate emergencies at industrial facilities, the Government of the Russian Federation, by Decree No. other legal entities of all forms of ownership, which have in their composition production of increased danger, the mandatory development of an industrial safety declaration.

Order No. 4/1996 of April 222, 59 of the Ministry of Emergency Situations of Russia and Gosgortekhnadzor of Russia put into effect the "Procedure for developing a safety declaration for an industrial facility of the Russian Federation".

According to this resolution, the declaration of safety of an industrial facility is a document that reflects the nature and extent of hazards at an industrial facility and the measures developed to ensure industrial safety and preparedness for action in man-made emergencies. The declaration is being developed for both existing and projected enterprises.

As a final document, the safety declaration includes: general information about the object; hazard analysis of an industrial facility; ensuring the readiness of an industrial facility for localization and liquidation of emergency situations; public information and annexes, including site situation plan and information sheet.

The safety declaration of an operating industrial facility with especially hazardous industries is a mandatory document developed by an organization on its own (or an organization licensed for this type of work) and submitted to the Gosgortekhnadzor bodies of Russia when obtaining a license to carry out industrial activities.
