What caused the spiral anomaly in the sky over Norway in 2009?

On December 9, 2009, an intercontinental ballistic missile RSM-56 "Bulava" was launched from a submarine missile carrier in the White Sea. Its first two stages worked normally, but a technical failure occurred at the third stage. On the same night, the Norwegians saw in the sky an unusual blue spiral cloud with a white rotating spiral at the end. Presumably, this was the observed result of the failed test.
