Why did the ancient Greek laws of Zalevka last 300 years almost without amendment?

One of the first ancient Greek codes of laws was the one proposed by Zaleukos, who lived in the colony of Locri on the Apennine Peninsula.

Among other things, these laws had a provision on how they could be amended. The one who proposed the amendment had to appear at the meeting of the council with a rope around his neck and hang himself immediately if the proposal was not accepted.

Therefore, in 300 years, only 2 corrections were made to the laws of Zalevka.
