How were the US constitutional amendments made?

The United States is one of the countries that has a constitution. Since its adoption, it has changed in some way, for example, through the adoption of amendments. When two-thirds of the members of Congress agree with the amendment, it is submitted to the states for approval. States consider it in terms of their laws and signed agreements. Congress determines exactly how this should happen. And when three-quarters of the states ratify the amendment, it goes into effect and the State Department announces it.

The first amendments, the Bill of Rights, effectively completed the formation of the Constitution. They became part of it. For a long time, the amendments were not accepted.

Amendment 13 banned slavery.

Amendment 14 protected the rights of citizens, and the 15th guaranteed equal voting rights, regardless of skin color and race.

Amendment 16 allowed Congress to collect taxes.

Amendment 17 determined the manner in which senators were elected by all citizens, and not by state bodies.

Amendment 18 banned liquor, but was superseded in 1933 by Amendment 21.

Amendment 19 gave women the right to vote.

The 20th changed the terms of the president, vice president, and Congress.

The 22nd determined the general tenure of the president in office no more than two terms for which he was elected.

Amendment 23 singled out the District of Columbia as a separate constituency in the presidential election.

Amendment 24 banned the mandatory voter tax.

Amendment 25 dealt with presidential insolvency.

And the 26th amendment gives the right to vote to every citizen who has reached the age of 18.

What is the Flying Dutchman?

The most famous legend of the Flying Dutchman appeared in the XNUMXth century in the Netherlands.

It was a very long time ago. The captain of one ship was the most evil man in the world. He sailed all the seas and seemed to be charmed, and everything was nothing to him: no storms, no whirlpools, no reefs. They said he was praying to the devil. The crew was a match for the captain.

May you never see the shore again!" - exclaimed the girl and rushed into the depths of the sea.
Then the ship got into a strong storm, and when it became clear that trouble was imminent, the captain exclaimed in a rage: "Let the devil take my soul! I will go around this damned Cape Horn, even if I have to swim forever!" And the devil took him at his word. So, since then, the ship of the dead, the Flying Dutchman, has been rushing across the seas.

A beautiful legend has a real basis. Due to temperature changes in the upper air layer, an air mirror is created that can reflect distant shores or ships that are beyond the horizon. So the sailors who met the ghost ship saw only a mirage. But much more often their eyes were presented with a real ship of the dead - one of the many homeless sailboats whose crews left the ship or died of a contagious disease.
