Safe Operation

1. General requirements for labor protection

1.1. Before the start of work, the administration is obliged to familiarize workers associated with work at height with this instruction, check knowledge and constantly monitor compliance with its requirements, as well as provide workers with overalls, safety shoes and personal protective equipment in accordance with applicable standards and the nature of the work performed.

1.2. Work at height is considered to be work performed at a height of 1,3 m from the ground surface, ceiling or working platform, on which work is carried out from mounting devices or directly from structural elements, equipment, machines and mechanisms, during their installation, operation, repair.

1.3. Climbing work is considered to be work that is performed at a height of more than 5 m from the ground surface, ceiling or working platform, on which work is carried out directly from structures, equipment, machines and mechanisms during their installation, dismantling and repair, when the main means of protecting the worker from falling from a height during work and movement is a safety belt.

1.4. Workers not younger than 18 years old and not older than 60 years old who have passed a medical examination for suitability for climbing work, who have an installer's qualification of at least 3rd grade, who have been trained in the rules for the safe performance of steeplejack work, who have the necessary training and practical skills to perform them, who have undergone a special briefing at the workplace before the start of each work, and who have an appropriate certificate of admission to climbing work, are allowed to work as a climber.

1.5. When working on chimneys, personnel must undergo a periodic medical examination in accordance with the order of the Ministry of Health of the Russian Federation No. 90 of 14.03.96.

1.6. Personnel working on chimneys must use PPE in accordance with industry regulations for free issuance.

1.7. Depending on local conditions, the heads of construction and specialized departments must provide for additional measures to ensure the safety of work.

1.8. Work at height (when performing work on chimneys) is allowed for workers at least 18 years old who have been trained and instructed in safety precautions, as well as on-the-job training.

1.9. To perform work on chimneys, it is necessary for a link of workers or a team to issue a work permit that determines safe working conditions, indicating the necessary safety measures.

The work permit is signed by the chief engineer of the construction and installation organization and is issued for the period necessary to complete this scope of work. In the event of a break in the production of work for more than a day, the work permit is canceled and a new one is issued upon resumption of work.

1.10. A team of workers must be equipped with a first aid kit.

1.11. When working on chimneys, personnel must have the necessary serviceable tools and equipment, safety signals and devices, and protective devices. It is forbidden to work with faulty tools and equipment.

1. 12. Work on chimneys must be provided with the necessary serviceable protective equipment in accordance with GOST 12.4.059 and protective devices in accordance with GOST 27321.

1.13. Scaffolding means must have even working platforms with a gap between the boards of not more than 5 mm, and when the flooring is located at a height of 1,3 m or more - fences and side elements

1.14. Scaffolds with a height of more than 4 m are allowed for operation only after they are accepted by the manufacturer of the work, and above 4 m - after acceptance by a commission appointed by the management of the enterprise.

2. Labor protection requirements before starting work

2.1. Safety requirements when performing work at height, steeplejack work are set out in SNIP 111-4-80 "Safety".

2.2. Check the proper functioning of personal protective equipment. Put them on, fasten the cuffs of the sleeves, while the trousers should be released over the boots.

2.3. Check the serviceability of the safety belt, safety ropes.

2.4. Get a task from a foreman or foreman for the work to be done.

3.1. The platform of the upper tier of scaffolding should be at a distance of 0,65 m from the top of the chimney.

3.2. The scaffolding platform, located at a level below the other, should be used as a catch platform.

3.3. Catching platforms should be built:

  • above the entrance to the chimney;
  • over walkways and workplaces where there is a risk of injury to workers from falling objects.

3.4. The gap between the pipe wall and the inner edge of the site should be no more than 200 mm.

3.5. Access to tall chimneys must be provided through:

  • ladders or outdoor ladders;
  • metal brackets built into the wall of the chimney.

3.6. Workers employed in the construction, maintenance or repair of chimneys must not:

  • work without a safety belt, fastened through a sling to a ring or other safe fastening, climbing safety device;
  • place the tool in pockets, plugging it into the safety belt;
  • manually lift heavy objects and equipment onto the chimney or lower from it;
  • carry out fastening of scaffolding without making sure of the strength and reliability of the fastening points;
  • work alone;
  • climb a chimney that does not have firmly fixed ladders, brackets;
  • work on existing chimneys without taking measures to protect against smoke and gases.

3.7. Suspended scaffolding and scaffolding after installation can be allowed for operation only after they have passed the test with a static load exceeding the standard by 20%.

3.8. When using ladders, they should be installed at an angle of 70-75 degrees. to the horizontal plane.

3.9. Lean ladders may only be used on work platforms and for transition between scaffolding levels.

3.10. Electric welding work at height must be carried out in accordance with the requirements of GOST 12. 3.003.

4. Labor protection requirements in emergency situations

4.1. When performing work on chimneys, it is not allowed to perform them at a wind speed of work at a wind speed of more than 15 m per second, with icy conditions, thunderstorms, fog, which exclude visibility within the work front.

4.2. In order to avoid accidental fall of the tool, fasteners, electrodes from a height, it is forbidden to put them on the mounted scaffold structures.

4.3. Provide medical first aid to victims of injury, sudden illness and inform the foreman or work manager

5. Labor protection requirements at the end of work

5.1. The worker is obliged:

  • remove tools and foreign objects from the workplace;
  • hand over the tool and personal protective equipment to a certain place;
  • report to the head of work about all the problems with his comments;
  • take a shower.
