Safe Operation

1. General safety requirements

1.1. An employee who has at least a secondary technical education, has at least 1 year of work experience as a conductor, train electrician or an employee associated with the repair and maintenance of passenger car equipment, as well as undergo a special training course and pass exams according to the established program, undergo a medical examination in accordance with the order of the Ministry of Health of the Russian Federation No. 90.

1.2. Heads of passenger trains are appointed and dismissed by the head of the structural unit.

1.3. The head of the train is the direct head of the train crew.

1.4. The head of the train must:

  • conclude agreements with the administration of the wagon depot on the permanent assignment to the brigade of the composition of a year-round passenger train. Assign conductors to the cars and ensure control over the safety and minor current repairs of the equipment of the cars;
  • organize work on maintenance of year-round train carriages on a voluntary basis, collective responsibility with the introduction of a brigade form of labor organization and a team contract;
  • introduce the practice of mentoring in teams of conductors, form youth teams and strengthen the labor and production discipline of employees related to passenger service, efficient use of seats on trains, as well as monitor the order and discipline in the organization of passenger transportation;
  • ensure a high level of passenger service and contribute to maintaining the sanitary and technical condition in passenger cars at the proper level;
  • train conductors in the ethics of dealing with passengers;
  • report in writing to the head of the reserve of conductors or the master of train electricians about the violation of labor and production discipline by members of the train crew;
  • make proposals for the transfer to work not related to passenger service, employees who do not provide the required level of passenger service;
  • supervise the work of conductors, the train electrician, the chief mechanic of diesel refrigeration units of the train with centralized power supply, as well as supervise the employees of the dining car in terms of equipment maintenance.
  • exercise control over compliance by the train crew with traffic safety requirements, job descriptions, labor protection and fire safety rules;
  • perform maintenance of the train radio station and keep records of its work;
  • control the correctness of the conductors accounting for the population of cars, the timely and reliable transmission of information on the availability of empty seats;
  • check that passengers have travel documents, their compliance with the carriage category, as well as the carriage of hand luggage within the established dimensions;
  • exercise control over the provision by the train crew of the safety of travel documents and cash received by the conductors of the cars for the sale of bedding and tea trade products to passengers;
  • check compliance by the train crew with the mode of operation at the points of formation, along the route and at the point of turnover of the train;
  • take measures within the scope of duties stipulated by the orders and instructions of the Ministry of Railways, these instructions.

1.5. The head of the train in the line of duty must be dressed in a uniform, which must be individually tailored, with insignia. On the left sleeve there should be a bandage with the inscription "Trainmaster".

1.6. The train leader must:

  • rules for the technical operation of railways;
  • railway signaling instructions;
  • instructions for the movement of trains and shunting work on the railways;
  • charter on the discipline of railway workers;
  • rules for the carriage of passengers;
  • current orders and instructions of the Ministry of Railways;
  • order of equipment, acceptance, delivery of the composition, time standards for these operations;
  • norms for servicing passenger cars by train crews;
  • rules for recording and transmitting information about free and vacant seats in passenger trains;
  • rules and norms of labor protection, safety measures, industrial sanitation and fire fighting equipment;
  • sanitary rules for the arrangement, equipment and operation of long-distance passenger cars;
  • sanitary rules for the preparation of passenger cars and sanitary rules for the maintenance of passenger cars;
  • instructions for organizing anti-epidemic measures in case of detection of cases of intestinal infectious diseases;
  • regulations on working time and rest time;
  • instructions on the work of controllers-auditors;
  • instructions for the maintenance of passenger car equipment;
  • instructions for ensuring fire safety in carriages of passenger trains;
  • fire safety rules in railway transport;
  • regulation on the wagon group of the passenger wagon depot;
  • instructions on the procedure for imposing and collecting fines in railway transport.

1.7. The head of the train reports to the head of the Vologda Passenger Service Directorate, as well as the head of the reserve conductors.

1.8. During the rest period of the head of the train, information about the availability of empty seats is transmitted by the conductor of the car, where the head of the train is located, and the management of the work is entrusted to the train electrician. Connection and disconnection of electric heating from an electric locomotive is performed by a train electrician. At the same time, the electrician and the head of the train are not allowed to rest.

2. Duties of the head of the train in preparing the train for a voyage

2.1. Check the composition of the train crew:

  • receive road statements, uniform forms for keeping records and transferring information about free places;
  • conduct briefings with the employees of the train crew;
  • receive a cartogram from the head of the station on the availability of seats in the train cars.

2.2. Carry out the acceptance of train cars in the fire-fighting, sanitary-technical and record in the train readiness log.

Note that he should check:

  • the correctness of the formation of the composition, the presence of route boards and serial numbers in the cars;
  • the quality of the repair and equipping of wagons;
  • provision of wagons with bedding;
  • the presence in the carriages of a memo to passengers, schedules, full names of conductors;
  • the serviceability of the electrical equipment of the cars, the availability of primary fire extinguishing equipment;
  • serviceability of the automatic fire alarm system.

2.3. When a train is brought to the passenger platform for boarding passengers, the head of the train is obliged to check whether all the train attendants are in their places and provide guidance for the boarding of passengers.

3. Duties of the head of the train on the way

3.1. At the final points, control the disembarkation and embarkation of passengers.

The head of the train is allowed, if there are empty seats on the train, to allow the boarding of transit passengers who did not have time to purchase a ticket at the box office and present a telegram about an urgent departure.

3.2. On the way, the head of the train must:

  • carry out technical control over the proper maintenance of wagons and the normal operation of wagon equipment;
  • together with an electrician to control heating and refrigeration systems;
  • control over the availability of travel documents for passengers;
  • take measures to provide wagons with water and fuel;
  • when auditing a train by controllers, the head of the train is obliged to check that they have documents for the right to audit passenger trains;
  • at least 2 times a day to control the correctness of the account by the conductors of the population of the cars, the number of tickets and the consumption of bed linen;
  • check the sanitary condition of wagons;
  • at the request of passengers, issue a book of reviews and suggestions;
  • take measures against passengers who violate public order;
  • in the absence of an electrician, enter information about deviations from normal operation and failures of wagon equipment.

3.3. The train radio is switched on by the head of the train from 8-23 o'clock according to the established schedule.

3.4. Transmissions must be:

  • about the rules of travel and observance by passengers of the rules of fire safety measures;
  • about the location of the car, where the head of the train is located;
  • information about the composition of the brigade;
  • announcements about the time of arrival, departure and duration of stops;
  • information about the duties of the conductor to carry out wet cleaning in the car at least 2 times a day, and in the toilets at least 4 times a day;
  • on the route of a passenger train, the responsibility for fulfilling fire safety requirements rests with the head of the train.

3.5. When a fire is detected, the train master must:

  • personally verify the complete evacuation of all passengers of the car and organize fire extinguishing with all available fire extinguishing means;
  • call the fire brigade, at the same time take measures to uncouple the car.

3.6. When a car is uncoupled, together with the head of the station, they are obliged to take measures to attach another car to replace the uncoupled one and ensure the transfer of passengers with the issuance of bedding in exchange for those who have lost it.

3.7. About each case of uncoupling of the car, the head of the train must send a telegram to the following addresses:

  • wagon home depot;
  • the passenger service of their own road or to the road administration;
  • the head of his road;
  • headquarters of the MPS.

3.8. The head of the train is prohibited from:

  • on electrified sections of the road, climb onto the roof of wagons to inspect and repair radio antennas;
  • inspect and repair outdoor sockets, signal lights;
  • use non-standard fuses;
  • enter and exit on the go;
  • sell alcoholic beverages.

3.9. The head of the train is responsible for the incorrect actions of the conductors.

4. Duties of the head of the train upon arrival at the turnaround point

4.1. Submit an application for repairs at the maintenance point of the wagons found out along the way, including the entries in the log form VU-8 and check the completion of the necessary repairs, the quality of the sanitary preparation of the wagons and their equipment.

4.2. Organize the duty of the conductors of the train cars.

4.3. Check the quality of external washing of wagons.

5. Duties of the head of the train upon the arrival of the train at the point of formation

5.1. Write down in the repair book the malfunctions of wagons discovered along the way.

5.2. Submit a ticket sales report.

5.3. Make a mark in the route sheets of the conductors of the cars, the train electrician and evaluate their work.

5.4. Report to the head of the reserve on the results of the flight.

Updated EU requirements for power consumption of appliances in sleep mode 18.04.2023

The European Commission has adopted new rules to reduce the energy consumption of such electrical appliances when they are in "standby" mode.

The EU regulation establishing standby and off-state power consumption requirements for electrical and electronic household and office equipment was first approved in 2008. It was last updated ten years ago.

The European Commission has not changed the energy consumption limits, but has expanded the list of devices to which they must apply.

For example, ecodesign requirements now apply to appliances with an external low-voltage power source, such as small network equipment (including Wi-Fi routers and modems) or wireless speakers.

The limits are set to 0,5W in idle or off mode, or 1W if they continue to display information in idle mode. For devices connected to the Internet in standby mode, the limit is set at 2 to 8 watts.

The European Commission expects that the requirements for reduced electricity consumption by 2030 will save 4 TWh per year (twice as much as the annual electricity consumption in Malta) and reduce harmful emissions by 1,36 million tons of CO2-equivalent.

Ecodesign requirements are mandatory for all manufacturers and suppliers who want to sell appliances that consume electricity in standby and off mode in the EU.

Manufacturers have a transitional period of two years until these new rules come into effect.
