Safe Operation

1. General safety requirements

1.1. To perform the duties of a roofer, persons who do not have medical contraindications can be accepted, and for work on roll roofing from piece roll materials - no younger than 18 years of age who have passed:

  • induction training;
  • fire safety briefing;
  • initial briefing at the workplace;
  • training in safe working methods and techniques for at least a 10-hour program (for work that is subject to increased safety requirements - a 20-hour program);
  • instructing on electrical safety at the workplace and checking the assimilation of its content.

1.2. The roofer must:

  • repeated briefing on labor safety at the workplace at least every three months;
  • unscheduled briefing: when changing the technological process or labor protection rules, replacing or modernizing production equipment, fixtures and tools, changing working conditions and organization, in case of violations of labor protection instructions, breaks in work for more than 60 calendar days (for work, to which are subject to increased security requirements - 30 calendar days);
  • dispensary medical examination - according to the order of the Ministry of Health of the Russian Federation No. 90 dated 14.03.96

1.3. The roofer must:

  • comply with the internal labor regulations established at the enterprise;
  • comply with the requirements of this manual, fire safety instructions, electrical safety instructions;
  • comply with the requirements for the operation of equipment;
  • use for its intended purpose and take care of the issued personal protective equipment.

1.4. The roofer must:

  • be able to provide first (pre-medical) assistance to the victim in an accident;
  • know the location of first aid, primary fire extinguishing equipment, main and emergency exits, evacuation routes in case of an accident or fire;
  • perform only the assigned work and not transfer it to others without the permission of the foreman or head of the workshop;
  • during work, be attentive, not be distracted and not distract others, do not allow persons who are not related to work to the workplace;
  • keep the workplace clean and tidy.

1.5. The worker must know and observe the rules of personal hygiene. Eat, smoke, rest only in specially designated areas and places. Drink water only from specially designed installations.

1.6. If any malfunctions of equipment, fixtures, tools and other shortcomings or hazards are found in the workplace, immediately inform the foreman or head of the workshop. work can only be started with their permission after the elimination of all deficiencies.

1.7. If a fire is detected or in the event of a fire:

  • stop work and start extinguishing the fire;
  • notify the fire brigade and administration.

1.8. In case of an accident, provide the victim with first (pre-medical) aid, immediately report the incident to the foreman or head of the workshop, take measures to preserve the situation of the incident (equipment condition), if this does not create a danger to others.

1.9. For non-compliance with the safety requirements set forth in this manual, the worker is liable in accordance with applicable law.

1.10. In accordance with the Model Industry Standards for the free issue of special clothing, special footwear and other personal protective equipment to workers and employees, a roofer on rolled roofs and roofs made of piece materials, employed on a soft roof, is entitled to: canvas trousers - a wear period of 12 months, a cotton jacket for 12 months, leather boots for 12 months, tarpaulin mittens for 1 month, tarpaulin knee pads (on wadding) until worn out. All roofers in winter additionally: a cotton jacket with an insulating lining - wear period is 30 months, cotton trousers with an insulating lining for 30 months, felt boots for 36 months.

Keep special clothes and shoes in closets, and take warm clothes and shoes in the summer for storage in a warehouse. All overalls should be dried in the prescribed manner and handed over for washing and repair.

1.11. Under certain circumstances, the main hazardous production factors can be: faulty scaffolds, suspended cradles and winches with cables on which they are attached, fog, ice, thunderstorms and wind at a speed of 15 m/s or more, elements and details of roofs (downpipes, drains , overhangs, etc., bituminous mastic and open flames, load-bearing structures of the roof and fences, tools, nails sticking out of the roof, electrical wiring.

Harmful production factors can be: insufficient illumination of the workplace.

1.12. Persons with a slinger's certificate may be allowed to move goods by cranes.

1.13. To move loads with floor-operated cranes, only persons at least 18 years old who have received safety instructions for moving loads with these cranes and have passed a test of practical skills in working on them can be allowed.

1.14. Persons who violate these instructions are held liable in accordance with the internal regulations.

2. Safety requirements before starting work

2.1. Wear proper protective clothing and footwear, as well as a protective helmet.

2.2. Prepare a safety belt, safety rope, goggles, respirators.

2.3. Prepare the entire tool for work and make sure it is in good working order:

  • the surface of the hammer head should be somewhat convex and smooth, not beveled, without burrs: for ease of use of the percussion instrument, its handles should have an oval cross-section and be straight;
  • files must be securely fastened in a smooth, smoothly cleaned handle, the length of which depends on the length of the working tool, but must be at least 150 mm;
  • chisels, cross-cutting tools and other tools should not have cracks, burrs and work hardening on the side faces in places where they are gripped by hand.

Remove defective tools from the workplace.

2.4. Make sure that the bitumen boiler is properly installed and that funds are available

  • fire extinguishing;
  • the boiler for cooking bitumen must be installed on a leveled area. When bitumen is fired, the digester should be installed with a slope to the side opposite to the firebox. The boiler must have a box with sand or a fire extinguisher;
  • boilers for cooking and heating roofing mastics should be tightly closed with a lid, and have devices for measuring the temperature of the mastic.

2.5. The area where roofing work will be carried out on the ground must be fenced to a width of 3 meters around the entire perimeter of the roof.

2.6. Suspended cradles for repair and replacement of drainpipes must have a dense flooring without gaps and railings 1 meter high, sheathed with mesh or boards. Raising and lowering the cradle by the workers who are in it is allowed only if the cradle itself has a mechanism for lifting and lowering. Winches for lifting and lowering cradles must have a double brake device. The scaffolds from which the work will have to be performed must have a dense, gap-free flooring and a fence with side elements to a height of 1 meter. Work on scaffolds with a height of 1,3 meters without flooring, standing on one board, is prohibited.

3. Safety requirements during work

3.1. The admission of workers to perform roofing work is allowed after inspection by the foreman or foreman together with the foreman of the serviceability of the supporting structures of the roof and fences.

3.2. When working on a roof with a slope of more than 20 degrees, workers must use safety belts. The attachment points for safety belts must be indicated by the foreman or foreman. Safety belts must also be used when working at the edge of the roof.

3.3. For the passage of workers performing work on the roof with a slope of more than 20 degrees, as well as with a coating that is not designed for the load from the weight of the worker, it is necessary to arrange ladders with a width of at least 0,3 m with transverse strips to stop the legs. Ladders must be secured during operation.

3.4. The temperature of the bituminous mastics used in the work should not exceed 180°C.

3.5. The roofer, when working on the roof, must have a safety belt with a strong safety rope with a diameter of at least 15 mm and tested for a load of 200 kg. The other end of the rope must be securely fastened to the building structure. The safety belt must also be used when working on the edge of the roof, regardless of its slope.

3.6. When performing work on a roof with a slope of more than 25 degrees, as well as on a wet or covered with hoarfrost or snow (regardless of the slope), walking bridges or decks 30 cm wide with sewn-on strips should be used. The end of the navigation bridge must be hooked to the roof ridge.

3.7. During sleet, fog, wind force more than 5 points, heavy rain and snowfall, as well as at nightfall, if there is not enough artificial lighting, any repair work on the roof is prohibited.

3.8. It is forbidden to dump unused materials, tools, fixtures and construction debris from the roof to the ground. All this must be removed to the ceiling or lowered to the ground with a rope or an inclined plane.

3.9. The storage of used materials, tools and containers on the roof must be reliable, preventing slipping on the roof or being blown away by the wind.

3.10. Work to replace obsolete drainpipes should be carried out from telescopic towers or hanging cradles. New drainpipes must be firmly fixed.

3.11. Downpipe links, drains, overhangs, etc. should be submitted to the workplace in prepared form. Procurement of these elements and parts directly on the roof is not allowed.

3.12. When repairing a roof using rolled materials, it is allowed to transfer hot mastic only in closed vessels with strong handles for transfer by two workers. It is forbidden to carry a closed vessel with heated mastic with a stick threaded through the handle and placed on the shoulders of two workers.

3.13. The tank with hot bituminous mastic should be installed on the horizontal plane of the roof.

3.11. When applying liquid mastic to the base or roll materials, the roofer must be on the windward side.

3.12. The mastic that has got on the skin should be washed off with a soapy-lanolin solution, and then washed with warm water.

3.13. When performing work and when crossing the roof, it is necessary to be extremely careful, as there may be protruding nails and elements of overhead electrical wiring on it, which cause injuries.

3.14. It is not allowed to use devices with open fire for heating bituminous compounds indoors.

3.15. When performing work using hot bitumen with several working links, the distance between them must be at least 10 m.

3.16. For the preparation of bituminous mastics in boilers and the supply of mastics to the roof, working builders can be admitted after passing the technical minimum according to the rules for the safe performance of work, set out in the OT instructions for operators for operating the installation for heating and supplying bitumen to the roof.

3.17. To avoid burns when applying hot bitumen, workers should stand on the windward side.

3.18. For roll materials, the following requirements must be met:

  • work with at least 2 people;
  • hot bitumen should be poured with a special bucket in small portions;
  • roll rolling should be carried out from a wooden axis;
  • work must be carried out with disconnected lines of telecommunications, power supply.

4. Safety requirements in emergency situations

4.1. If during the preparation of the mastic the latter ignites, the digester must be urgently closed with a tight lid, the fire should be covered with sand or filled with liquid from a fire extinguisher. Do not use water to extinguish fire.

4.2. In case of detection of malfunctions in the supporting structures of the roof, work on it should be stopped and the master (foreman) should be informed. You can only resume work with their permission.

5. Safety requirements after work

5.1. Check the presence of the tool, do not leave it at the place of work, put it in the closet.

5.2. Tidy up your workplace, the remnants of materials, fixtures should be removed from the roof. Remove hand tools to their storage location.

Take off overalls and shoes, put them in order and put them in the closet. Wash face and hands thoroughly and shower if necessary. It is prohibited to use chemical materials used in production for washing hands.
