Safe Operation

1. General requirements for labor protection

1.1. To work on cutting into scrap cars excluded from the inventory, workers are allowed at least 18 years of age who, upon admission to work, have passed a preliminary medical examination, introductory and primary briefings at the workplace, training, internship and knowledge testing, as well as:

  • induction training;
  • fire safety briefing;
  • initial briefing at the workplace;
  • electrical safety training in the workplace.

1.2. Workers involved in the cutting of wagons must undergo:

  • repeated briefing on labor safety at the workplace at least every three months;
  • unscheduled and targeted briefings;
  • sanitary medical examination according to the order of the Ministry of Health of the Russian Federation No. 90 dated 14.03.96 and the order of the Ministry of Railways dated 07.07.1987 No. 23 c.

1.3. Workers involved in the cutting of wagons should know:

  • the impact on a person of dangerous and harmful production factors that arise during work;
  • requirements for industrial sanitation, electrical safety and fire safety;
  • location of first aid kits;
  • internal labor regulations established at the enterprise;
  • the requirements of this instruction, instructions on fire safety measures, instructions on electrical safety;
  • appointment of personal protective equipment;
  • instructions for signaling on the railways of the Russian Federation;
  • regulation on the discipline of railway workers;
  • safe working practices;
  • arrangement of wagons and containers;
  • the sequence and procedure for cutting into scrap metal in this section of all types of wagons;
  • wear rates and tolerances of parts and assemblies, terms of planned types of repairs;
  • rules for fencing a train during repairs;
  • rules and regulations on labor protection, safety and industrial sanitation;
  • keep workplaces clean and tidy;
  • carefully follow the signals and orders of the work manager (foreman, foreman) and follow his commands;
  • comply with the requirements of prohibiting, warning, indicative and prescriptive signs, inscriptions, signals given by drivers of vehicles;
  • pass through the territory of the depot along the established routes, footpaths, walkways and crossings;
  • be able to provide first aid to victims, use fire extinguishing equipment, call the fire brigade in the event of a fire.

1.4. At the section for cutting wagons, persons responsible for:

  • shunting work on the site, installation and removal of fences;
  • safe work with cranes;
  • electrical safety;
  • maintenance of cranes, load-handling devices and gas welding equipment in good condition;
  • gas and storage facilities;
  • fire condition.

During work, workers may be exposed to the following hazards:

  • objects and tools falling from a height;
  • low ambient temperatures;
  • moving vehicles, mechanisms, rolling stock;
  • insufficient illumination at night;
  • increased voltage in the electrical network, the closure of which can occur through the human body;
  • increased levels of noise and vibration;
  • the location of the workplace at a considerable height relative to the surface of the earth;
  • physical overload when moving weights.

1.5. Workers involved in scrapping wagons should use the following PPE.

Gas cutter: cotton suit with refractory impregnation, leather boots, canvas mittens, goggles.

Locksmith: cotton suit, leather boots with a metal toe, combined mittens.

Slinger: cotton overalls, leather boots, combined mittens.

Crane operator: cotton semi-overalls, combined mittens.

In winter, additionally for all employees: a jacket and trousers with insulating lining, felt boots, galoshes for felt boots.

Additionally, those working on the site must be provided with protective helmets "Trud", goggles, respirators, safety belts and signal vests.

1.6. In order to prevent fires, employees must comply with the following fire safety rules:

  • smoking only in designated and adapted places;
  • know and be able to use primary fire extinguishing means;
  • about all malfunctions of electrical appliances immediately inform the master of electrical equipment;
  • do not block passages and driveways;
  • use faulty wiring.

1.7. There must be fire extinguishing equipment on the site: carbon dioxide fire extinguishers, sheet asbestos, a box with sand, a container with water.

Places of hot work for car cutting must be agreed with the fire department and located at a distance from:

  • bypass ramp gas installations and acetylene generator - no closer than 10 m;
  • posts with balloons - no closer than 5 m;
  • gas pipelines of combustible gases located in metal cabinets - no closer than 3 m.

1.8. When on the railway tracks, the inspector-repairman must comply with the following requirements:

  • to pass railway tracks only in the established places, indicated by signs "Service Passage", to pass along the track only along the side of the road;
  • cross the tracks only at a right angle, after making sure that there is no locomotive moving at a dangerous distance in this place;
  • to cross the track occupied by the rolling stock, only using the transition platforms of the wagons;
  • bypass groups of wagons no closer than 5 m from the automatic coupler;
  • pass between uncoupled wagons if the distance between them is at least 10 m;
  • when leaving the wagon, hold on to the handrails and position yourself facing the wagon, having previously inspected the place of the descent and made sure that the handrails and footboards are in good condition, as well as that there is no rolling stock on the adjacent track;
  • pay attention to traffic lights;
  • do not cross the path in front of the moving train;
  • sit on the steps of the wagons and get off them while moving;
  • step on electrical wires and cables;
  • touch broken wires;
  • climb onto the roof of the car under the contact wire;
  • approach closer than 2 m to the current-carrying parts of the contact network.

1.9. When leaving the heating room on the track, as well as from buildings that impair the visibility of the track, you must first make sure that there is no moving train, and in the dark, wait until your eyes get used to the darkness.

1.10. 7. For non-compliance with the safety requirements set forth in this manual, the inspector-repairman is responsible in accordance with applicable law.

2. Labor protection requirements before starting work

2.1. Get the necessary instructions and instructions from the master or other leader, inspect the place of work, passages, entrances.

2.2. Set the sequence of operations.

2.3. Make sure that the jacks are in good condition and that their technical examination is carried out in a timely manner.

2.4. Check the serviceability of tools, fixtures, ladders, bridges, ladders, ensure their reliable installation, check the reliability of electrical equipment grounding.

2.4. Make sure the work area is adequately lit.

2.5. Put on the proper overalls and safety shoes, put it in order. It should be in good condition, tightly fastened and not hinder movement. Headgear should not interfere with the passage of sound signals.

3. Labor protection requirements during work

3.1. In the process of maintenance, the inspector-repairer performs the following types of work:

  • identification and elimination of malfunctions that threaten the safety of train traffic;
  • uncoupled repair, chassis, brakes;
  • axle box units with rolling and sliding bearings;
  • gear-cardan drives, wagon heating devices;
  • preparation of technical documentation for damaged wagons;
  • transmission of information on the technical readiness of the train and individual wagons;
  • technical inspection and repair of wagons;
  • maintaining records of faulty wagons;
  • determination of the scope of repair work of wagons;
  • preparation of technical acts for damaged and excluded from inventory wagons;
  • fencing of train cars during repair.

The inspector-repairman during work must monitor:

  • keeping workplaces clean;
  • the absence of foreign objects in the workplace, as well as in the adjacent territory to the working area, behind normal lighting;
  • constantly monitor the serviceability of the equipment and prevent work with removed or faulty guards, blocking devices that ensure labor safety, do not touch the mechanisms that are in motion, as well as live parts of the equipment that are energized.

4. Labor protection requirements in emergency situations

4.1. In case of noticed malfunctions of the equipment and tools used or the creation of an emergency situation during the performance of work, the inspector-repairman is obliged:

  • stop working;
  • warn workers of the danger;
  • immediately appoint a work manager and contribute to the elimination of the emergency, as well as their investigation in order to develop emergency response measures;
  • carry out the elimination of the most urgent malfunctions in compliance with the safety measures set out in the instructions for labor protection.

4.2. When eliminating an emergency, it is necessary to act in accordance with the approved plan for eliminating accidents.

4.3. When extinguishing a fire, it is necessary to use primary fire extinguishing equipment, organize the evacuation of people.

4.4. In the event of an electrical fire, use only carbon dioxide or powder fire extinguishers.

4.5. If an employee of the brigade is injured, provide medical assistance, notify the immediate supervisor and act on his instructions.

5. Labor protection requirements at the end of work

5.1. Tidy up the workplace (clean the equipment and tools from dirt and dust, collect and take out garbage and waste to the designated place, collect and put the tools, fixtures and unused spare parts in the designated place).

5.2. Install fences and safety signs at open openings, openings and hatches.

5.3. Turn off local lighting.

5.4. Remove and put away overalls in the closet, wash hands and face with soap and water, take a shower.

Muscle strength affects brain health 04.09.2022

Canadian scientists have found a link between low muscle mass and cognitive decline.

The experts analyzed the results of the Canadian Longitudinal Study of Aging (CLSA), conducted over a period of three years, and revealed how muscle mass affects the development of cognitive functions.
