Safe Operation

1. General requirements for labor protection

1.1. Persons who have undergone a medical examination, are at least 18 years old, have received safety instructions and have been trained in safe methods of working on this installation and who have a certificate are allowed to work on the preparation of the asphalt concrete mixture.

1.2. Asphalt mixing operators must be aware of and comply with:

  • design, principle of operation and rules for the technical operation of equipment;
  • the main types and principles of malfunctions of this equipment and how to eliminate them;
  • safe methods of preparation of asphalt concrete mix;
  • rules for loading bitumen, sand;
  • rules of internal labor regulations;
  • fire safety rules.

1.3. All workers servicing the asphalt plant must be provided with overalls and personal equipment (goggles, respirators, etc.) in accordance with applicable standards.

1.4. Passages, stairs, ladders and work platforms must be cleared of foreign objects and debris, and in winter from snow and ice, sprinkled with sand or seeded slag.

1.5. Beware of burns from heated equipment, as well as splashes of molten bitumen.

1.6. It is forbidden to touch live parts of the equipment (switchgears, electrical wiring).

1.7. Each employee must, except in emergency cases, perform the work assigned to him by the head.

1.8. Tools should be located conveniently so that you do not have to make unnecessary movements.

1.9. Each worker of the asphalt plant should know the basic rules for first aid in various accidents.

1.10. When moving around the territory of the plant, it is necessary to keep to the left side of the road, going towards the moving traffic. Road transport standing on the road must be bypassed from behind, railway transport in front.

1.11. To ensure the safety of vehicles on the territory of the asphalt plant, warning signs (speed limit, parking prohibited) should be posted on the relevant sections of roads (drives). Highly visible to drivers in the daytime and at night, as well as traffic signs on the territory of the plant.

1.12. Mouths (manholes) of bitumen-smelting boilers should be closed with grates with a cell size of 200X200mm, as well as lids equipped with crustaceans or brackets.

1.13. To prevent bitumen from flowing down the walls of the bitumen melting plant along the entire contour of the brickwork, it is necessary to arrange a brick wall 20 cm high.

1.14. In order to avoid injury when stone materials fall from the conveyor belt, the passages under the conveyor must be protected with canopies or canopies.

1.15. When the conveyors are located in underground trenches, there must be a passage between the conveyor and the wall with a width of at least 0,8 m. Trenches of this type must be equipped with low-voltage lighting wiring (voltage 12, 24, 36 V) and two-way light and sound alarms.

2. Labor protection requirements before starting work

2.1. Tidy up overalls, fasten or tie up sleeves, put hair under a tight-fitting headdress, tuck in overalls so that there are no hanging or developing ends.

2.2. Inspect and verify that machines and equipment are in good working order.

2.3. Check the presence and serviceability of protective fences, the serviceability of protective grounding of electric motor housings, starting devices and mechanisms, the presence and serviceability of sound and light signals, the connections of the ends of the drive belts and their tension.

2.4. Before starting machines, mechanisms and other equipment of the asphalt plant, it is necessary to give a warning signal.

3. Labor protection requirements during work

3.1. Loading and unloading operations must be carried out under the guidance of engineers.

3.2. The workers involved in the preparation of the asphalt concrete mixture bear each individual personal responsibility for accidents, equipment failure as a result of incorrect actions of workers or non-compliance with the requirements of production instructions, safety rules.

3.3. Unloading or loading of railway cars should be started only after a complete stop and fixing them on both sides with brake shoes, it is prohibited to use logs and other items for these purposes.

3.4. It is forbidden to stand in the way to hold or pull up the wagon.

3.5. It is allowed to move several wagons at the same time if there are no more than four loaded or eight empty axles in a coupled state at a speed of no more than 3 km/h.

3.6. The wagons must be moved in one direction with an interval of at least 15 m. Before moving, make sure that the track is clear and give a warning signal.

3.7. When rolling wagons, it is forbidden to lower wagons that do not have brakes down the slope, to be in the wagon, on the platform during movement.

3.8. When unloading bulk cargoes in a mechanized way, workers are prohibited from being in the wagon or on the platform.

3.9. Frozen bulk cargoes when unloading in winter must first be loosened to restore flowability.

3.10. When draining binding materials, all used devices must be placed so that they do not interfere with work and do not block passages.

3.11. Hoses through which steam is supplied to tanks or bunkers, gondola cars, at the points of connection to the supply line, must be equipped with shut-off valves. At the end of heating, the hoses must be disconnected only after the steam supply has stopped.

3.12. When using bitumen drain pumps, the bitumen lines must be securely connected to the drain valve.

3.13. When filling the asphalt distributor with hot bitumen, it is necessary:

  • make sure that the asphalt distributor is reliably braked, stops are placed under the wheels;
  • transfer or tighten the connections of the intake hose when the pump is on;
  • in case of filling with sand, install the asphalt distributor so that the intake sleeve is on the right side of the asphalt distributor;
  • at the end of the set of bitumen, give a signal to the driver of the asphalt distributor.

3.14. It is forbidden to go down into the bunker to collapse the formed arches of materials, be above the feeder chute and look into the chute of the bunker from below.

3.15. During operation of closed screw and bucket conveyors, it is forbidden to open hatches and keep covers of the casing open.

3.16. It is forbidden to stay on the conveyor belt, roofs, and also near the gutters in the material exit area.

Injector maintenance

3.17. Before igniting the injectors, carefully check the system for supplying fuel and steam (compressed air) to the injector, especially the tightness of the pipeline connections. During operation, it is necessary to monitor the serviceability of the steam line and fuel line.

3.18. When igniting the nozzle, first open the steam or air supply valve, and then the fuel supply valve.

3.19. The nozzle is kindled with a torch of oil-soaked rags, fixed on a wire 1,5-2 m long.

3.20. When igniting the nozzle and adjusting it, the worker must be on the side of the point. To avoid injury to the eyes, the injector must wear protective goggles.

Heating of binders

3.21. It is necessary to load a bitumen boiler with lumpy bitumen along an inclined grate or chute, in small pieces (no larger than 15-25 cm), so that the bitumen does not splash out of the boiler. During the loading of the boilers, workers should be on the side of the loading hatch. Fill the boiler by volume by 70-75%.

3.22. Before pumping bitumen through pipelines, it is necessary to make sure that flange connections and pump valves are in good condition.

3.23. When servicing bitumen pumps, the following must be observed:

  • turn on the pump only after full heating of all bitumen pipelines;
  • when sequentially pumping bitumen from different boilers, it is forbidden to switch the taps on the bitumen pipelines with the tap switch, the pump must be stopped;
  • make sure that the bitumen pressure in the line is not higher than the permissible one;
  • when a knock occurs in the pump, stop work and eliminate the deficiencies.

3.24. As an active defoamer, the drug SKTN-1 should be used, which in the amount of 5-8 drops is introduced into the boiler 18 tons, at a bitumen temperature of 100-105°C.

3.25. It is forbidden to pour hot bitumen manually with buckets or ladles.

3.26. Before cleaning or repairing a bituminous boiler, you must:

  • completely remove bitumen residues from the boiler;
  • cool and ventilate the boiler;
  • disconnect the boiler from all steam and bitumen pipelines with the installation of plugs;
  • before admitting a worker to the cauldron, put a sign: "Man in the cauldron";
  • work should be carried out under the guidance of engineering and technical staff and according to the permit;
  • repairs must be carried out by at least 2 workers, one in the boiler with a safety wheel and a rope, and the other supervises and controls the work, then change places.

Preparation of asphalt mix

3.27. When starting the asphalt concrete mixer, you must first start the engine (turn on the electric motor switch) and check the installation at idle. If no faults are found, ignite the nozzle.

3.28. To avoid burns, pour hot bitumen into the weighing bucket and pour into the mixer or mixing drum carefully, constantly opening the tap.

3.29. It is necessary to recycle old asphalt concrete at a slower mode of operation of the nozzle under the control of IFR.

3.30. The mixer should be cleaned from asphalt mixture residues only after a complete stop and measures have been taken to prevent accidental start-up of the mixer.

3.31. It is forbidden to speed up the unloading of the asphalt concrete mixture using a tool (crowbar, shovel), measure its temperature during unloading and be near the outlet mixer tray.

4. Labor protection requirements in emergency situations

4.1. When bitumen fires in the boiler, it is necessary to tightly close the neck of the boiler with a lid, extinguish the nozzle. To extinguish the fire, use a carbon dioxide fire extinguisher and sand. If a fire cannot be prevented on your own, you need to call the fire brigade and notify the head.

4.2. If heated bitumen gets on the skin (thermal burns), wash the affected area with saline oil or kerosene, then with warm water and soap and contact a health center.

4.3. If a bitumen leak is detected from the boiler, immediately stop the furnace and pump the bitumen into other boilers.

4.4. In emergency situations, stop work, leave the danger zone, if necessary, disconnect the equipment from the mains. If there is a danger of an accident, take measures to prevent it. Report the incident to management.

5. Labor protection requirements at the end of work

5.1. To stop the equipment:

  • work out the full mass;
  • turn off the electric motors of the installation;
  • clean the equipment and the workplace from the mass.

5.2. Put in order the workplace, equipment, tools, fences, auxiliary and safety devices.

5.3. Remove dust and sticky mass from working clothes. Shoes, wash your face and hands with soap and water, take a shower.
