Safe Operation

1. General safety requirements

1.1. Persons at least 18 years of age who have undergone a medical examination, training and instruction for the right to work, as well as those who have the I qualification group in electrical safety, are allowed to work at gas stations.

1.2. The territory of the filling station and water intakes must be installed in such a way that there is a possibility for sewage and oil products to enter outside this territory.

1.3. On the territory of the gas station it is prohibited:

  • car repair;
  • car parking;
  • refueling cars and other construction vehicles with fuel in the presence of leaks and seepage of fuel from a tank or pipeline;
  • storage of any materials;

1.4. Cars are allowed on the territory of the gas station if there are spark arresters on the exhaust pipes.

1.5. The place of draining and refueling must be kept clean, spilled flammable liquids must be cleaned up, and spills must be covered with sand.

1.6. The filling station operator is issued the following personal protective equipment:

  • when performing work on refueling vehicles with fuel and oil - cotton bathrobe, combined gloves;
  • when working with leaded gasoline - additionally a rubber apron, rubber boots, rubber gloves;
  • for outdoor work in winter, additionally: a jacket and trousers with a warming pad, felt boots;
  • in the summer in addition - a waterproof raincoat.

2. Safety requirements before starting work

2.1. Put on the required overalls (robe, gloves).

2.2. Check the availability of fire extinguishing equipment, the uncluttered passages, the absence of spilled fuel, prepare refueling equipment for operation, check the serviceability and availability of grounding of containers, refueling equipment and dispensers, check the serviceability of electrical wiring and switches by visual inspection.

2.3. Check on the containers in which leaded gasoline and other toxic technical liquids are stored, the presence of the corresponding inscription: "Leaded gasoline is poisonous!".

2.4. If there are faulty fuel dispensers at filling stations, ensure safe passage and refueling of vehicles simultaneously from all dispensers.

2.5. Check pump operation.

3. Safety requirements during work

3.1. The filling station operator must:

  • check whether the filling pipeline is connected correctly when draining fuel into stationary tanks; fill containers with leaded gasoline at an air temperature above 20 degrees, without topping up to the level of the edge of the tank neck - 100 - 150mm, barrels 50 - 60mm;
  • to measure the amount of fuel in tanks that do not have measuring glasses, with a wooden ruler through the fitting in the neck cover;
  • refueling vehicles with leaded gasoline and pumping it mechanically or using a hose equipped with a dispensing gun;
  • use leaded gasoline only as a fuel for internal combustion engines, do not release or use it for other purposes;
  • immediately clean and neutralize places flooded with leaded gasoline, neutralize cement concrete and asphalt concrete coatings with bleach pulp, and metal parts with kerosene or alkaline solution;
  • monitor the condition of taps, pipelines and other equipment at the gas station; in the event of malfunctions, report to the work manager and take measures to eliminate them;
  • to repair petrol stations, tanks, communication pumps and containers from leaded gasoline only after the complete removal of leaded gasoline and their neutralization;
  • clean the places of refueling, storage of fuel with the help of shovels and scrapers made of wood and non-ferrous metals;
  • put dirty cleaning material in a tightly closed metal box;
  • pump oil only through serviceable hoses and pipelines, drain oil after checking the drain hose and its connection to the drain pipe into clean containers with hermetically sealed necks, the length of the hoses must provide the entire scope of drain work;
  • transport and store antifreeze in metal cans with hermetic lids and in barrels with screw and sealed stoppers.

3.2. The filling station operator is prohibited from:

  • work in unspecified and faulty overalls, without overalls, special footwear and other personal protective equipment provided for this type of work;
  • refuel vehicles from a fuel tanker if its exhaust manifolds and pipes (mufflers) are leaky, the ground circuit is broken, the electrical wiring is damaged, there are no fire extinguishers;
  • fill the car with a bucket, carry, store fuel and oil in containers that do not have tight-fitting lids or plugs;
  • refuel the car with fuel and lubricants in case of leakage of fuel or oil through joints or welds;
  • fill containers with leaded gasoline of a higher level;
  • remove the filler cap to determine the amount of fuel in the tank;
  • suck fuel, oil, antifreeze and other technical liquids by mouth through a hose;
  • use a steel tool to clean filling places;
  • fill containers with poisonous liquids that do not correspond to the inscription on the container;
  • use an open flame at the workplace, a portable lamp, electric heaters and with an open coil, make an open fire and store flammable substances in an open form;
  • wash hands in oil, gasoline and wipe them with rags contaminated with sawdust and shavings;
  • carry out repairs independently at the filling station of the electrical part of the equipment, change burned-out fuses, electric lamps, connect to the power grid, etc.;
  • smoking, storing food and eating in the workplace.

3.3. When transporting fuel, the following safety precautions must be observed:

  • install barrels on the car with the stopper up and secure them with gaskets (stops).
  • pour fuel from barrels and drain it into them using pumps, do not use buckets for this purpose.
  • loading and unloading barrels of fuel with the help of mechanisms or slopes, do not dump the barrels from the vehicle to the ground.

3.4. When cleaning and repairing tanks and other fuel tanks, the following safety precautions must be observed:

  • all work to be done together;
  • before descending into the tank after degassing, put on a helmet-mask with a hose for fresh air supply and a safety belt with a rope and cable;
  • when working in a tank, use hand-held electric lamps of explosion-proof design with a voltage of not more than 12 V for lighting.

3.5. If leaded gasoline gets on hands and other parts of the body, wash them with kerosene, and then with soap and water.

3.6. Do not allow vehicles with fuel leaks, pops and muffler shots to enter the gas station.

3.7. Require all drivers to strictly follow the fire safety rules at the gas station. At the refueling point, the basic safety rules for refueling vehicles must be posted in a conspicuous place.

3.8. Keep the station area and premises clean. Clean up the area at least once a day.

3.9. Closely monitor the operation of the electric motors of the fuel pumps and their switches. If heating or uneven operation of electric motors, a short circuit phenomenon is noticed, stop work immediately.

3.10. If gasoline spills out of the fuel tank, stop refueling the vehicle. Clean up spilled gasoline with sand or sawdust. Remove used sand or sawdust from the territory of the gas station.

3.11. During refueling, the driver must be near the fuel dispenser at the gas tank of the car.

3.12. Connection of hoses, opening and closing of tank hatches during draining should be carried out carefully, avoiding impacts that could cause sparking, while using a metal tool that produces sparks is prohibited.

3.13. Refueling of cars and other construction machines should be carried out calmly, with an even jet without splashing, splashing and mixing with air.

3.14. The tanker and driver must be on the windward side of the vehicle.

3.15. Drain and filling hoses must be equipped with tips made of materials that exclude sparking.

3.16. Operations on loading and unloading devices during lightning discharges should be stopped.

3.17. Measure the level of gasoline only with a rail made of non-ferrous metals.

3.18. Do not wash your car with gasoline.

3.19. Do not allow unauthorized persons to enter the territory of the filling station.

4. Safety requirements in emergency situations

4.1. The most typical emergencies during the performance of work by the operator of filling stations can be: rupture (breakage) of filling hoses and sudden failure of filling equipment, fire, explosion of oil vapors.

4.2. In the event of an emergency, the gas station operator must:

  • immediately stop the operation of faulty equipment and turn off the power supply, warning workers of the danger;
  • give a fire alarm (in case of fire) and, before the arrival of help, start extinguishing the fire with available means;
  • notify the head of the unit and contribute to the elimination of the emergency, as well as the investigation of its causes in order to develop emergency response measures;
  • proceed with the elimination of the most urgent malfunctions in compliance with general safety requirements.

4.3. In the event of a malfunction that violates the operation of the fuel pumps, the latter must be stopped, checked and corrected.

4.4. In the event of a fire, call the fire brigade by phone 01, inform the management and start extinguishing the fire with primary means (sand, felt mat, fire extinguishers - foam, sand, carbon dioxide.

4.5. In the event of an accident or an accident, turn off the equipment, provide first aid to the victim and call an ambulance, inform the management about the incident.

5. Safety requirements after finishing work

5.1. The filling station operator must:

  • install fences and safety signs at open openings, openings and hatches;
  • turn off ventilation and local lighting;
  • check the fire safety of the gas station;
  • inform the head of the department about all the malfunctions noticed in the process of work;
  • rub with bleach pulp or wash rubber boots, gloves and apron with saturated bleach water.

5.2. Turn off all equipment, stop fuel pumps.

5.3. Check the order on the territory of the gas station, if necessary, restore order.

5.4. Turn off the lighting fixtures, de-energize the electric motors with a knife switch or a general switch.

5.5. Remove protective clothing, wash hands and face with warm soapy water or take a shower. Report all comments to the garage mechanic.
