1. General safety requirements

1.1. Persons at least 18 years of age who have passed a medical examination, training and instruction for the right to work, as well as those who have the I qualification group in electrical safety, trained in safety rules in the gas industry, are allowed to work as a car driver (transportation of LPG).

1.2. The driver of the car (for the transportation of LPG) is responsible for the correct operation of the tanker's car, the implementation of safety regulations in the gas industry and traffic.

1.3. The layout of the tanker should allow for maintenance and current repairs by mobile means. The frequency of technical inspection of the equipment should coincide with the frequency of maintenance of the chassis of the base vehicle.

1.4. The design of the tank truck must ensure the safety of the operating personnel.

1.5. Tank trucks must have devices for the removal of static electricity when they are filled (drained) and in motion.

1.6. The exhaust pipe of the tank truck engine must be moved to the right side forward. The design of the exhaust pipe must allow the user to install a spark arrester.

1.7. The tank truck is equipped with fire extinguishing means (two powder fire extinguishers).

1.8. Two "danger" signs, a flashing red lamp, a felt mat, a sand container weighing 25 kg should be placed on the tanker.

1.9. On the sides and back must be the inscription "flammable".

1.10. The connecting devices of the sleeves must be made of materials that do not create sparks upon impact.

1.11. The electrical wiring located in the tank area is laid in places protected from mechanical influences. Wire connections must be covered.

1.12. The tank truck must have tables with brief operating and safety instructions, as well as warning labels, hydraulic and kinematic schematic diagrams.

1.13. On the tank truck (on the left side in the direction of travel) there should be a sign with a warning inscription: "when loading and unloading LPG, the tank truck must be grounded."

1.14. The inner diameter of the inspection manhole must be at least 500mm.

1.15. Identification signs (dangerous goods) in the form of a rectangle measuring 690X300mm should be installed on the tanker truck, the right side of which is 400X300mm in size, painted orange, and the left side is white with a black border 15cm wide.

1.16. The driver of the car (for the transportation of LPG) must be provided with PPE:

cotton overalls;
combined gloves.

1.17. The design of the tanker should provide:

its spare parts from pollution using mechanized means;
complete discharge of liquefied gases by gravity on a horizontal platform.

1.18. For the convenience of the maintenance personnel, the tank truck must be equipped with ladders and platforms.

1.19. The tank truck must be equipped with a device for storing hoses during movement, boxes for storing spare parts, special equipment. tools and accessories.

1.20. A breathing device shall be used to prevent build-up of pressure in the tank.

1.21. LPG hoses must be antistatic and must be inspected and hydraulically tested every three months.

2. Safety requirements before starting work

2.1. Before leaving, the driver of a car (for transporting LPG) must undergo a medical control at the organization to detect drugs and alcohol in the body, as well as the general physical condition.

2.2. The administration does not have the right to force the driver to transport LPG, and the driver does not have the right to leave by car if the technical condition of the tanker does not meet the technical conditions and safety regulations and traffic rules.

2.3. Before the release of the driver of the car (for transporting LPG) to the gas station, the garage mechanic is obliged to check the technical condition of the car, the availability of fire extinguishing equipment, the serviceability of the flashing light, the device for removing static electricity, safety signs, as well as passing the medical examination by the driver.

2.4. The driver of a car (for transporting LPG) must check the technical condition before leaving, in particular:

serviceability of the engine;
brakes;
steering control;
headlights;
stop signal;
direction indicators;
sound signal;
no leakage of oil, water, fuel;
a device for removing static electricity;
the state of the muffler, which must be brought forward;
serviceability of flashing lights;
the presence of safety signs;
the presence of at least 2 fire extinguishers;
fittings for fastening hoses;
fastening of propeller shaft bolts.

In addition, check the filling of the car with fuel, oil, coolant and brake fluid, the electrolyte level in the batteries.

2.5. The driver confirms the serviceability of the car before leaving for the gas station with a signature in the waybill.

3. Safety requirements during work

3.1. Start the engine using a starter. The starting handle may only be used in exceptional cases. In this case, the following rules must be observed: turn off the ignition, turn the crankshaft, make sure that the gear lever is in working order. Then turn on the ignition. Turn the starting handle in a circle from the bottom up, do not take the handle "in the girth". When starting the engine with manual adjustment, set the ignition timing later than the ignition. Unauthorized persons are not allowed to start.

3.2. The driver is prohibited:

drive while intoxicated or sleep in the cab with the engine running;
go to the gas station in a painful condition;
transfer driving to another person who does not have a driving license or a license not marked on the waybill.

3.3. Operations for the reception and discharge of LPG should be mechanized.

3.4. LPG car refueling is carried out only when this car is equipped with safety equipment.

3.5. The driver of the vehicle for refueling LPG must be on the windward side with the engine turned off.

3.6. The speed of the car when transporting LPG should not exceed 50 km/h, and on turns not more than 10 km/h. The driver of an LPG transport vehicle should start moving only after turning on the flashing light.

3.7. When draining liquefied gas from the tanker's vehicle, check that the area is uncluttered, that there are no open flames, and that there is reliable grounding.

3.8. Connection of hoses, opening and closing of the valves of tanks and containers should be carried out carefully, avoiding impacts that could cause sparking.

3.9. Do not use metal tools that spark when struck.

3.10. When carrying out technological operations related to the discharge of liquefied gas from a tank truck, the following safety requirements must be met:

the engine of the tank truck must be turned off, except when the vehicle is equipped with pumps for pumping liquefied gases driven by the engine of the vehicle, in this case it is imperative to check the presence and serviceability of the spark arrester on the exhaust pipe of the tank truck, ground the tank truck;
connect the hose with one end to the gas phase valve of the tank truck, and the other end to the gas phase valve of the group installation;
connect the liquid phase hose with one end to the drain valve of the tank, and the other end to the executive valve of the group installation;
open the gas phase valve from the group unit and the drain valve on the tank truck and observe the drain;
gas discharge can occur due to the difference in liquid levels in the tank and the tank, if the tanker is equipped with a pump forcibly.

3.11. After filling the group installation to a predetermined level, you must:

close the drain valve on the tank truck;
lifting the filling hose, drain the remaining liquefied gas from it into a container and close the filling valve on it
open the valve of the bypass line and discharge the remaining gas from the hose into the gas network, close the valve on the bypass line;
close the gas phase valves on the tank truck and the group plant;
carefully disconnect the hose from the tank and the tanker, releasing the vapors of liquefied gas that are constantly remaining there;
after disconnecting the hoses, the fittings of the valves must be plugged with special plugs and tested for density with a soap emulsion.

3.12. At night, use rechargeable flashlights made in a safe explosion.

4. Safety requirements in emergency situations

4.1. In the event of an accident, you must:

call the traffic police inspector;
notify management.

4.2. In the event of a fire, use powder and carbon dioxide fire extinguishers, call the fire brigade, inform the management.

4.3. In the event of an accident or an accident, stop the engine, provide medical assistance to the victim and call an ambulance, report the incident to the work manager.

5. Safety requirements upon completion of work

5.1. The driver of an LPG car is obliged to park the car in the place designated for its parking. Turn off the engine, in winter, drain the water from the cooling system to prevent it from freezing.

5.2. Clean the machine of dirt, tighten the bolted connections. Add lubricant where necessary.

5.3. Remove starting devices, eliminating any possibility of starting the car by strangers.

5.4. If the machine has any malfunctions, inform the mechanic about it.
