OCCUPATIONAL SAFETY AND HEALTH
Instructions on labor protection during repair work on PPC equipment. Full document Occupational Safety and Health / Standard instructions for labor protection Safe Operation 1. General requirements for labor protection 1.1. Repair work on PPC equipment is allowed for persons at least 18 years of age who have undergone a medical examination, are fit for health reasons, trained in safe working methods, have passed an examination of knowledge of labor safety requirements, have an electrical safety group of at least III and have appropriate professional training in accordance with the tariff qualification guide. 1.2. Employees carrying out repair work on PPC equipment are obliged to comply with and comply with the internal regulations established at the enterprise, i.e., observe the start and end times of work, breaks during the working day for rest and meals. 1.3. Repair work on the RRS equipment can be carried out by personnel performing operational and technical maintenance of the RRS, personnel of the emergency and preventive service and seconded to carry out specialized repair work. 1.4. In the premises where the RPC equipment is located, the following dangerous and harmful production factors are typical and present:
1.5. Employees carrying out repair work on PPC equipment must be provided with special clothing, special footwear and other personal protective equipment in accordance with applicable regulations and are responsible for their correct application, use and safety. 1.6. Each employee must study the fire and explosion safety requirements, comply with them and be able to use the primary fire extinguishing equipment available in the hardware. 1.7. Each employee should be aware of the need to notify the RRS shift supervisor, his/her immediate supervisor about cases of injury to employees, about accidents and malfunctions of equipment, devices, etc., emergencies and situations. 1.8. For violation of the requirements of the instruction on labor protection, employees of enterprises are subject to disciplinary, administrative, and, in appropriate cases, material and criminal liability in the manner prescribed by current legislation. 2. Safety requirements before starting work 2.1. Prior to the start of repair work on the RRS equipment, it is necessary to obtain permission or an order from the RRL junction or terminal station. At the same time, the scope, start and end times of work must be precisely determined, and all persons responsible for the production of work must be appointed. Receipt of equipment for repair is recorded in the journal of the shift supervisor. 2.2. When preparing the workplace for the repair team, the shift supervisor must perform the following technical measures:
2.3. The admission of the brigade is made after checking the implementation of technical measures, is carried out by the shift supervisor and is recorded in the operational log signed by the shift supervisor and the foreman. 2.4. Before admission, the shift supervisor must:
2.5. The workplace should be equipped with a convenient and safe working tool with insulating handles necessary for each specific technological process. 3. Safety requirements during work 3.1. From the moment the brigade is admitted to work, constant supervision of it is assigned to the work foreman. 3.2. Each employee is allowed to perform only the work assigned by the immediate supervisor. 3.3. Before you start working with a hand tool, you need to make sure it is in good condition. 3.4. It is forbidden to use a tool with insulating handles, in which dielectric covers or coatings do not fit tightly to the handles, have swelling, delamination, cracks, shells and other damage. Before using a tool with insulating handles, make sure that there is no dirt, moisture or mechanical damage. 3.5. In cases where the power tool is powered by a step-down transformer, it is necessary to ground the secondary winding and the transformer case. 3.6. When performing work on removable blocks, they must be placed on a specially equipped desktop (trolley). The working table (trolley) must be mechanically strong, the metal frame must be covered with a non-conductive material, the wheels of the trolley must have rubber tires. Floors of working tables must be made of non-conductive materials. 3.7. It is not allowed to check the degree of heating of the soldering iron to the touch, take a lot of solder on the soldering iron, make sudden movements with the soldering iron in hand. During short breaks in work, soldering irons that are in working condition must be placed on a special stand. For long breaks, the soldering iron must be disconnected from the mains. Excess solder can only be removed on a special stand. When performing work related to the possibility of sunbathing or burning the eyes with solder, work must be done in safety glasses. 3.8. When building block equipment, it is allowed to remove the blocks, attach them with extension hoses and connect portable measuring instruments to them only when the power supply is turned off. Extension hoses must have male and female connectors, designed so that after they are connected, there is no possibility of touching open live parts. 3.9. The screwdriver must be selected so that its working part corresponds to the diameter of the screw and the width of the slot. 3.10. Wrenches must strictly match the dimensions of the nuts and bolts. The use of gaskets in the presence of a gap between the planes of the jaws and heads of bolts and nuts is not allowed. It is forbidden to unscrew and tighten nuts and bolts by extending wrenches with second keys or pipes. 3.11. Before using the hammer, it is necessary to check the correctness of the nozzle. Hammer heads should have a smooth, slightly convex surface without gouges, chips, potholes, cracks, burrs. 3.12. Stepladders must be used to work at heights. It is forbidden to use metal ladders, use ladders connected and docked to increase the length, and work from improvised boxes, etc. 3.13. When measuring the operating mode of the equipment or when taking readings from instruments, the possibility of personnel touching parts under voltage should be excluded. Metal cases of instruments used for measurements must be grounded. 3.14. When setting up and measuring equipment, measuring instruments should be located so as not to obstruct access to the equipment being measured. 3.15. Measuring devices can also be sources of EMF microwave radiation: a microwave generator, a measuring line, etc., therefore their outputs (unused) must be closed by matched loads. If it is necessary to disconnect the waveguides of the measuring line of the reflectometer, its generator must be turned off. 3.16. Caution should be exercised when working with electrovacuum devices (LBV). 3.17. The installation and removal of fuses is usually carried out with the voltage removed. Under voltage, but without load, it is allowed to remove and install fuses in sections of the electrical installation, in the circuit of which there are no switching devices. Under voltage and under load, it is allowed to remove and install fuses of voltage transformers and fuses of closed type in electrical installations with voltage up to 1000 V. When removing and installing fuses under voltage, it is necessary to use insulating pliers or dielectric gloves in electrical installations up to 1000 V, and if there are open fuse links and goggles (mask). 3.18. Personnel should be firmly aware that after a power failure, it can be applied to the equipment without warning, both in normal operation and in emergency cases. 4. Safety requirements in emergency situations 4.1. In the event of malfunctions of equipment, tools, injury, the employee is obliged, depending on the specific case, to stop the work performed, inform the manager about the malfunctions that have arisen, and take measures to eliminate them. 4.2. In the event of an accident with a workmate, the employee must be able to provide him with first (pre-medical) aid, call a doctor if necessary. 4.3. In case of injury, inform the management, consult a doctor. 5. Safety requirements at the end of work 5.1. Put the workplace in order; check the availability and compliance of tools, materials, keys to the premises, protective equipment; make sure that nothing is left in the repaired equipment; check that the guards and equipment sheathing are in place. 5.2. Turn off all power supply devices and measuring equipment, electric soldering iron and portable electric lamp. Remember that the protective earth wires are disconnected last. 5.3. Place devices, tools, protective devices in the places designated for their storage. 5.4. Notify management of any deficiencies found during work. 5.5. Remove and store in the designated storage area overalls and personal protective equipment. 5.6. After completion of work, the foreman must hand over the equipment to the head (senior duty officer) of the shift. The delivery of the repaired PPC equipment is recorded in the operational journal of the shift supervisor.
