Safe Operation

General labor protection requirements

1. Drivers who have reached 18 years of age, are recognized as fit for this work by a medical commission, have been trained in safe methods and techniques of work, as well as instructions on labor safety, and have a certificate for the right to drive a machine and perform work as a driver of a watering machine are allowed to work and operate watering machines. .

2. A newly hired driver is allowed to work independently only after he has completed an introductory briefing on labor safety, environmental requirements and initial briefing at the workplace, about which entries must be made in the appropriate journals with the obligatory signature of the person being instructed and the person instructing.

3. Initial instruction at the workplace is carried out with each driver of the automatic watering machine individually with a practical demonstration of safe techniques and work methods.

All machinists, after initial instruction at the workplace and testing their knowledge, for 2-5 shifts (depending on length of service, experience and nature of the work) perform work under the supervision of a foreman or foreman, after which they are issued permission to work independently. Admission to independent work is recorded by the date and signature of the instructor in the instruction registration log.

4. Repeated instruction for the driver of the watering machine is carried out at least once every 3 months.

5. The driver must undergo a periodic test of knowledge on labor safety once every 12 months, about which a corresponding note is made on the certificate.

The results of testing knowledge of safety requirements are documented in the minutes of the commission meeting.

6. When changing the technological process, replacing or upgrading equipment, devices, tools, when the driver of the watering machine violates safety requirements, which can lead or have led to injury, accident, explosion or fire, as well as during interruptions in work for more than 30 calendar days days, at the request of the supervisory authorities, unscheduled briefings are carried out.

7. When performing work in dangerous and especially dangerous conditions, as well as other unusual work, targeted instruction is carried out and a permit is issued (GOST 12.0.004-90).

8. About the repeated and unscheduled briefing, a corresponding entry is made in the briefing registration log at the workplace with the obligatory signature of the instructed and instructing.

When registering an unscheduled briefing, the reason that caused it to be held is indicated.

9. The knowledge gained during the briefing is checked by the employee who conducted the briefing.

A driver who has received instructions and has demonstrated unsatisfactory knowledge is not allowed to work. He must undergo training again.

10. After being hired, the driver is obliged to accept the watering machine according to the act and perform only the work that is assigned to him by the administration.

11. The driver of the automatic watering machine must know:

  • manufacturer's instructions for the design and operation of the automatic watering machine;
  • current "Rules of the road";
  • labor safety instructions for truck drivers and sprinkler operators, developed on the basis of standard instructions and taking into account local conditions;
  • technology for the production of watering works on highways;
  • methods for detecting and eliminating malfunctions in the operation of engines and mechanisms of a watering machine, brushes for washing timber and cleaning roads.

12. The operation of the watering machine in a faulty condition is prohibited.

13. The watering machine must be equipped with a yellow flashing light and proper lighting.

14. The driver is obliged to work in personal protective equipment provided for by industry standards and the collective agreement and keep them in good condition, have a neat appearance, be collected and attentive during work.

Treat pedestrians with understanding, warning them with signals about watering and cleaning of road surfaces.

15. For failure to comply with the requirements of the labor protection instructions developed on the basis of this standard instruction, the driver of the watering machine is liable in accordance with the internal labor regulations and the current legislation on labor protection.

Occupational safety requirements before starting work

16. Before leaving for the work site, the driver of the automatic watering machine must:

  • undergo a pre-trip medical examination and receive the appropriate mark on the waybill;
  • wear protective clothing. Overalls should not have hanging or flapping ends, sleeve cuffs should be buttoned or tied;
  • get a task from the administration, get acquainted with the route of movement;
  • together with a mechanic, check the technical serviceability and completeness of the car.

When examining, pay special attention to:

  • serviceability of the battery, starter, brakes, steering, water pump, lighting, alarm, cabin doors, tank mounting, muffler and the tightness of its connection, etc.;
  • no leakage of fuel, oil, coolant;
  • air pressure in tires and their serviceability;
  • proper completeness of the car with the necessary tools, fixtures, inventory and their serviceability.

17. The operator of an automatic watering machine must know that the most dangerous factors affecting him during the work process are:

  • hot water and steam - getting on the skin of a person, cause burns;
  • flammable and toxic gaseous substances (propane, butane, carbon monoxide and others), which, when entering the human body through the respiratory system, lead to serious consequences;
  • Leaded gasoline is a toxic substance that has a toxic effect on the respiratory system, digestion, and skin.

18. The operator of a watering machine must remember that the place where he works - the road - is also a source of increased danger.

19. The driver must observe the rules of personal hygiene. Before eating or smoking, you must wash your hands with soap, and after working with parts or components of a car that runs on leaded gasoline, you must first wash your hands with kerosene.

20. The operator of an automatic watering machine must comply with the internal regulations of the enterprise, the work and rest regime.

Occupational safety requirements during work

21. Before leaving for the line, the driver of the watering machine, together with the mechanic, must check the technical serviceability and completeness of the vehicle, the serviceability of the container, the operation of taps and valves, tools and accessories.

22. Start the engine only with the help of a starter. Use the starting handle only if the starter is temporarily malfunctioning or when starting the engine after repair.

23. When starting the engine using the starting handle, the following requirements must be observed:

  • do not take the handle in the girth;
  • turn the starting handle "from bottom to top";
  • When manually adjusting the ignition timing, set the ignition later.

24. Start the engine only with the air filter installed.

25. When starting the engine, the car must be braked with the parking brake, and the gear shift lever must be in neutral.

26. If a malfunction is detected in the gas system of gas-cylinder vehicles, it is necessary to immediately close the supply and main valves, and then ventilate the engine compartment and other compartments where the gas pipeline runs.

27. If a gas leak is detected, before leaving the line from the cylinder fittings, release or drain the gas from the cylinder in a specially designated place in compliance with the necessary safety measures under the supervision of a specialist.

28. When releasing compressed natural gas or discharging liquefied petroleum gas, it is prohibited to: smoke, use open fire, or perform other work not related to the discharge or release of gas.

29. Before starting the car engine, it is necessary to turn off and disconnect the heating elements.

30. The driver is prohibited from:

  • start the engine by towing;
  • warm up the engine, gearbox, crankcase, rear axle with open fire;
  • leave the flow valves in an intermediate state (they must be completely open or closed);
  • hit gas equipment and fittings under pressure;
  • stop the gas-cylinder vehicle closer than 5 m from places of work with open fire;
  • use an open fire closer than 5 m from a gas car;
  • check the tightness of connections of gas pipelines, gas equipment and fittings with fire;
  • operate the vehicle with the filter elements removed.

31. A warning road sign must be installed near the hydrant for refilling the watering machine, and a red light at night.

32. Reverse the watering machine to the hydrant only after making sure that there are no unauthorized persons near the hydrant or on the route and that no one is in danger.

33. When driving away from the hydrant, the driver must make sure that the filling hose is disconnected from the machine and put back in place.

34. Opening the well hatch to install a hydrant without a special tool is prohibited.

35. The driver of the automatic watering machine is prohibited from:

  • fill the machine with water while the machine engine is running;
  • check the oil level in the pump gearbox during its operation;
  • lubricate and tighten the oil seal of the centrifugal water pump during operation;
  • operation of the machine with the tank breakwaters removed or poorly secured.

36. When stopping a gas-cylinder (gas-diesel) car for a long period of time (more than 10 minutes), it is necessary to close the main valve.

37. Open the radiator cap on a hot engine using a mitten or covering it with a rag. Open the cork carefully, not allowing intense steam to escape towards the opening one.

38. Before refueling the vehicle with gas fuel, stop the engine and close the flow valves.

39. After filling the gas cylinders, first close the valve on the gas station, and then the filling valve on the car.

Disconnect the gas filling hose after both valves are closed.

If the gas filler hose accidentally leaks during refueling, immediately close the outlet valve on the gas filler and then the filler valve on the vehicle.

40. When a car is forced to stop on the side of the road or roadway for repairs, place a warning triangle or a flashing red light at a distance of 25-30 m behind the car, turn on the emergency lighting and flashing light.

41. When working under a vehicle, position yourself so that your feet are not on the roadway.

42. When inflating or inflating tires removed from vehicles on the road, install a safety fork of appropriate length and strength into the wheel rim windows or place the wheel with the locking ring down.

43. In the event that the driver of the car is unable to cope with the breakdown on his own, he is obliged to notify the administration of the enterprise.

Labor protection requirements in emergency situations

44. If an accident (traffic accident) occurs, the driver involved in it is obliged to:

  • stop immediately and do not move the vehicle, as well as other items related to the incident;
  • notify the traffic police and immediately begin providing first aid to the victims. If necessary, call an ambulance, and if this is not possible, send the victims on a ride or take them in your own transport to the nearest medical facility and provide there your last name, license plate number of the vehicle (with presentation of a driver’s license or other identification document, and registration document for the vehicle), and then return to the scene of the incident;
  • report the incident to the police, write down the names and addresses of eyewitnesses to the incident and wait for the arrival of police officers or investigative authorities;
  • if the movement of other vehicles is impossible, clear the roadway, having previously recorded the position of the vehicle and objects and traces related to the traffic accident.

45. If it is impossible to eliminate gas leakage from the cylinders of gas-cylinder vehicles through a valve, safety valve or connections, it is necessary to evacuate the vehicle to a safe place away from people and sources of fire, where the gas is released into the atmosphere.

Occupational safety requirements at the end of work

46. ​​Having finished work, you should:

  • inspect and check gas equipment for leaks and serviceability at the control post;
  • put the watering machine in a specially designated place;
  • stop the fuel supply;
  • turn off the engine;
  • slow down the car;
  • lower the working equipment to the ground or special stands;
  • take measures to prevent unauthorized persons from starting the engine of the watering machine.

47. Take a shower or wash your face and hands with warm water and soap.

Washing hands in oil, gasoline, kerosene and wiping them with contaminated rags is prohibited.

48. The driver of the watering machine, together with the mechanic, must check the car. If necessary, the driver must submit a request for routine repairs with a list of faults to be eliminated.
