Full Document Occupational Safety and Health / Standard instructions for labor protection Safe Operation Introduction This industry standard instruction has been developed taking into account the requirements of legislative and other regulatory legal acts containing state labor protection requirements specified in the "General safety requirements" section of this document, intersectoral labor protection rules for the operation of industrial vehicles (floor trackless wheeled vehicles), "Rules traffic of the Russian Federation" - collection of legislation of the Russian Federation, 2000, 318, art. 1985 and is intended for the driver of a car loader when performing work on its management and maintenance in accordance with the profession and qualifications (hereinafter referred to as the driver). General safety requirements 1. To protect against mechanical impacts and pollution, drivers are required to use cotton overalls provided by employers free of charge, combined mittens, suits with insulating padding and felt boots for the winter period. Drivers must wear safety helmets when on site. 4. Being on the territory of the construction (production) site, in production and amenity premises, work sites and workplaces, drivers are required to comply with the internal labor regulations adopted in this organization. Drivers are obliged to immediately notify their immediate or superior supervisor of any situation that threatens the life and health of people, about each accident that occurred at work, or about the deterioration of their health, including the appearance of an acute occupational disease (poisoning). Safety requirements before starting work 7. Before starting work, the driver must: a) present to the work manager a certificate of the right to drive a car and a certificate of checking knowledge of safe working methods, receive an assignment, undergo instruction at the workplace on the specifics of the work performed; b) put on overalls and special footwear of the established sample; c) read the shifter's entries in the logbook 8. After receiving the task, the driver must: a) inspect and check the serviceability of the engine, working body, hydraulic system, tire condition; b) remove all foreign objects on the platform of the loader and make sure that they are not on the rotating parts of the engine, gearbox, etc.; c) make sure that the gear lever is in the neutral position; d) before starting the engine, warn workers who are busy servicing the machine or are on its route; e) after starting the engine, carry out a control check of the serviceability of the machine, including: perform turns to the right and left at low speed; check the operation of the brakes; check the operation of the mechanisms for tilting the carriage movement frame; check the condition of the clutch; check the serviceability of lighting and sound signal devices; d) inspect the boom of the crane jib, lifting devices (slings, traverses, grabs) and other working bodies (bucket, forks); g) make sure that the dimensions of passages, turns, slopes and differences in the road surface comply with the safety requirements; h) check the absence of power lines, pipelines and other dangerous structures in the work area; i) check the operation of the lifting mechanism limit switches. 9. The driver must not start work in case of the following violations of safety requirements: a) the presence of cracks or deformations in the metal structures of the loader; b) detection of a leak in the fuel or oil system; c) pressure drop in tires; d) the presence of crackling, grinding and other signs of malfunction of the hydraulic system or engine; e) malfunction of the parking or service brake; f) malfunction of the crane jib (wear of the cargo rope, defect in the mechanism for lifting the load, etc.) and lifting devices; g) insufficient illumination and clutter of the work area; h) the presence of power lines and other communications in the work area; i) discrepancy between the nature of the lifted load, the working body and load-handling devices. Detected violations of safety requirements must be eliminated on their own before starting work, and if it is impossible to do this, the driver must inform the work manager and the person responsible for maintaining the forklift in good condition. Safety requirements during work 10. When moving a forklift across the territory of a construction site or enterprise, the driver must: a) make sure before starting the movement that there are no people on the way of movement, as well as machines and mechanisms and give a warning signal; b) when driving in crowded places, their possible appearance (passages, exits from the premises), reduce speed and give an audible signal; c) observe the speed of movement established for vehicles on the construction site and on the territory of the enterprise; d) do not leave the loader cab when the engine is running; e) Avoid sudden braking on wet and icy roads. 11. When performing loading and unloading and transport operations, the driver must: a) when approaching the place of loading (unloading), reduce speed; b) transport cargo at a height of not more than 500 mm from the level of the road; c) approach the vehicle for loading and unloading operations only after it has stopped and the engine has been turned off; d) move bulky cargo, blocking the visibility of the route, only accompanied by a specially designated person; e) grab a long load so that the center of gravity of the load is located in the center of the longitudinal axis of the boom. 12. When loading or stacking soil and bulk materials, the driver must: a) load the material along the entire front of the stack or face, without going deep inside the stack along one track; b) clean the bucket from adhering soil or material in the lowered position with a shovel or scraper; c) when stacking bulk materials, stop the loader at a distance of at least 1,0 m from the edge of the slope. It is forbidden for the driver to turn the loader with a bucket buried in the material or soil, as well as to move on transverse slopes of more than 10 °, on longitudinal slopes of more than 20 °. 13. When operating a loader equipped with a fork, the driver must: a) before starting work, check the presence of a gap under the load for the free passage of the fork; b) place the load evenly along the entire length of the fork, resting it against the backs of the forks by tilting the load backwards at an angle of 10-15 ° during the capture. It is forbidden to transport the load, which is on the forks, in an unstable position. 14. When lifting and transporting cargo with a loader equipped with a crane jib, the driver must: a) start work only at the signal of the slinger assigned by the work manager; b) use marked slings for slinging the load, corresponding to the weight of the lifted load and the slinging pattern; c) when lifting a load close in mass to the loader's maximum load capacity, first fix the load at a height of not more than 100-200 mm, and then lift the load to the required height; d) lower the load onto pre-laid pads to remove the slings from under the load without damaging them. 15. The driver is prohibited from: a) brake sharply when the loader is moving with a load on the hook; b) pull the load with a hook; c) release the slings pinched by the load with a hook. 16. If it is necessary to transport the loader, the driver should brake the machine on the trailer, lower the working body, place wheel chocks (shoes) under the wheels and secure with braces. 17. Troubleshooting, inspection, adjustment of the unit should be carried out with the engine stopped, lowered to the ground or the working body installed on reliable stands, the brake is applied and the gear lever is in the neutral position. 18. When carrying out maintenance, the driver must: a) raise the hood of the loader to the highest position, fix it with the locking hooks located on the hood; b) when the engine overheats, carefully open the neck cover, protecting your hands from hot steam, without tilting your face over the neck; c) use a pump to purge the fuel line; d) use a special fence when inflating tires in garage conditions. When performing the specified work, the driver is prohibited from:

If it is necessary to travel through the settlement and on highways, the driver must: a) bring the working body to the transport position; b) determine the condition of the route, find out the possibility of overcoming slopes, rises, fords and artificial structures; c) keep the gear engaged when driving downhill; d) to cross the railway tracks only in designated places on a continuous floor; e) when the loader is stopped, apply the parking brake; f) leaving the loader cab on the carriageway, make sure that there is no traffic in the same and opposite directions; g) use a rigid hitch when transporting loaders in tow or when towing other machines; h) follow the rules of the road. 20. The driver is obliged to carry out loading and unloading operations in the security zone of the existing overhead power line under the direct supervision of the engineering and technical worker responsible for the safe production of work, with the written permission of the organization - the owner of the power transmission line and obtaining a work permit that determines the safe working conditions. 21. In winter, drivers are prohibited from: a) heat the engine with an open flame; b) work on a loader with a defective cabin heating device; c) perform work lying under a forklift truck without using an insulated mat. 22. When working at night, the illumination of the work area must be provided by external light sources. The use of headlights by the driver is allowed as an additional source of light. 23. The movement of the loader fordding, on ice, on wetlands should be carried out only with the written permission of the work manager in places equipped with signs. Cabin doors should be kept open while crossing the ice of reservoirs. 24. The movement of the loader through ditches, hillocks and other obstacles should be carried out at a right angle at low speed, avoiding sharp shocks and large rolls of the machine. At the same time, sharp turns on slopes should be avoided. Safety requirements in emergency situations 25. In case of a puncture during operation of the tire and air leakage, as well as signs of a malfunction of the engine, hydraulic system or working equipment, work must be stopped and measures taken to eliminate the malfunction. 26. In case of loss of stability of the loader in the process of lifting or moving the load, it is necessary to lower the load and by resting the carriage on the ground, bring the loader to the normal position. Continuation of work is allowed after the cause of loss of stability of the loader has been eliminated. Safety requirements at the end of work 27. At the end of the work, the driver must: a) take the loader to the parking lot; 6) lower the working body to the ground or place it on a stand; c) bring the control levers to the neutral position; d) tighten the parking brake and turn off the engine; e) clean the elements of the loader running frame and working equipment; f) inform the supervisor of operations or the person responsible for maintaining the machine in good condition about all noticed malfunctions in the operation of the loader.
