OCCUPATIONAL SAFETY AND HEALTH
Instructions on labor protection for an electrician for repairing overhead power lines in areas of the contact network when working at height and steeplejacking. Full document Occupational Safety and Health / Standard instructions for labor protection Safe Operation 1. General requirements for labor protection This instruction applies to workers directly performing electrical installation work at height and work supervisors. Work at height is permitted to be performed by workers who have reached the age of 18 and have passed:
The instructions apply to the following types of electrical installation work at height:
2. Safety requirements before starting work Prepare the workplace, freeing it from unnecessary materials and objects, clear the aisles. Make sure that the necessary barriers, safety ropes are available, and that the gaps in the ceilings are closed. Receive the tools and equipment necessary to perform the work, personal protective equipment, and check their completeness and integrity. Before starting work at height in high-risk conditions (on unguarded open cable racks, at the edge of unprotected openings in ceilings, etc.), you must obtain a work permit. 3. Safety requirements during work The maximum possible amount of work should be carried out at zero. Perform work only from inventory scaffolds that have passed periodic tests. The inclination of the working plane for installing lifts should not exceed 3 degrees. Working at heights outdoors during fog, thunderstorms, rain, ice, or winds exceeding 6 points (12 m/sec) is not permitted. The use of all types of stepladders is permitted only for moving between tiers (floors) of the object being installed, or for work that does not require additional effort. It is prohibited to lift, fasten and straighten a cable whose weight per meter exceeds 1 kg, to work with powder dielectric tools, or to perform other work that requires effort using all types of stepladders. The stepladder must be placed at an angle of 70-75 degrees. Towards a horizontal plane. Work from an attached stepladder should be carried out from a step that is located at a distance of at least 1 meter from the upper end of the stepladder. It is not allowed to pave random objects under the ladders. Work involving the simultaneous support of parts (trays, boxes, lanterns, lamps) should be performed from scaffolding or stepladders with shelves and fenced railings. Movement of more than two persons along the safety rope, as well as counter movement of workers, is prohibited. In case of leaving the lift basket, from scaffolding, structures, buildings or structures, it is necessary to first secure yourself with a rescue belt to the structure or a safety rope to the place indicated by the work manager during the briefing at the workplace. When working at height, you should go around obstacles (columns, risers) using a rescue belt with two cables: before crossing, first secure the second cable behind the obstacle, then remove the first cable. Any items must be handed to a worker who performs work at height using a rope. The load that needs to be pushed up is tied to the middle of the rope. Small objects should be lifted into the container (bucket, box, etc.), and the container should be filled 100 mm below the level of the sides. One end of the rope is held in the hands of the worker who is on top, and the other end is held by the worker who is below (to avoid swinging of the load). Lifted materials and products should be immediately secured or folded in such a way as to prevent them from tipping over or falling. Work at different height levels in the same vertical should be carried out according to a joint work schedule. It is not allowed to place loads on mounted structures, trays, walk on them, or climb over protective fences. The employee is provided with special tool bags. You should work from the car lift while being at the bottom of the basket, securing the carabiner of the safety belt to the handrails of the basket or a special bracket. If a lift or derrick is moved, the worker must leave the basket behind. Only one person and a load weighing not exceeding the norms specified in the technical data sheet of this mechanism are allowed to be lifted in the car lift basket. 4. Safety requirements after finishing work Do not leave the workplace until the installed equipment is completely secured. If faulty tools, devices and mechanisms are detected, stop work. Report any malfunctions to the work manager. 5. Safety requirements in emergency situations In the event of an emergency in the work area, stop work, immediately leave the dangerous place, take measures to prevent a threat to the life and health of others, bring the situation to the attention of the work manager and then act according to his instructions. Do not allow unauthorized persons to enter the danger zone.
