Safe Operation

Introduction

This instruction has been drawn up for couriers, messengers, supply workers, social and medical workers and workers of other specialties outside the territory of enterprises and organizations.

General labor protection requirements

1. When moving around populated areas, outside them, on the territories of enterprises and organizations, the following dangerous and harmful production factors are possible:

  • moving vehicles and other machines and mechanisms;
  • unsatisfactory condition of roads, sidewalks, passages;
  • unfavorable climatic conditions;
  • driving on rough terrain without roads;
  • insufficient illumination of streets, territories, entrances of houses;
  • criminal attacks in order to take possession of material values;
  • animal attack.

2. To protect against exposure to hazardous and harmful factors, the employee must be provided with special clothing and footwear in accordance with the Model Industry Standards for the free issuance of personal protective equipment, including insulated ones. For carrying documents and items (correspondence, tools, etc.), the employee is provided with a portable bag or a trolley bag.

3. Before being allowed to work, an employee undergoes an introductory and primary briefing, training and testing of knowledge on labor protection in the amount of a given profession or position, as well as the Rules of the Road. The employee must know how to provide first aid to victims of accidents and be able to provide it.

4. Before starting work, the employee must put on overalls, safety shoes and other personal protective equipment, put them in order, fasten buttons, tie strings and laces. Check the condition of the bag. Inspect and check the serviceability of vehicles (car, moped, bicycle, etc.) if they are used by an employee. Vehicles must be equipped with a sound signal, have serviceable brakes, steering, lighting and signaling devices.

5. Each employee is obliged to know his site and route (crossings through streets, railway lines, public transport routes, dangerous zones and places, telephone numbers and location of police stations, medical institutions).

6. The employee is obliged to know and observe the Rules of the road. When walking on the territory of the settlement, he should walk only along the sidewalk, and where there is none, along the edge of the carriageway, towards the oncoming traffic along the left edge (left shoulder). Cross the carriageway in places where there are signs or signs of the transition, pedestrian tunnels, and where they are not - at the crossroads of streets.

7. You should cross the railway tracks only in places specially designed for pedestrians, and outside the settlements, cross only in areas where the railway tracks are visible from both sides.

8. Before crossing a street or road, you should make sure that it is safe (look to the left, and when you reach the middle - to the right), you can go out onto the carriageway of the street (road) to cross it only when the traffic light is green, the light indicator. A pedestrian who has not had time to complete the transition must wait for the permission signal in the middle of the street (road) or safety island.

9. It is allowed to wait for a bus, trolleybus, tram at landing sites (stops), and where there are none, on the sidewalk (roadside). When bypassing vehicles and other obstacles that limit the visibility of the roadway, be careful. It is allowed to get on and off a bus, trolleybus, tram only at stops and at a complete stop of transport.

10. You should walk along the flights of stairs, holding on to the railing, it is forbidden to run along the flights of stairs, and when using the elevator, follow the rules for using elevators and enter the cabin without unauthorized persons.

11. When delivering correspondence or visiting the addressee directly in the apartment, the employee must enter the apartment following the addressee.

12. When working outside settlements, an employee must use known routes to cross rivers, streams, ravines, railways, highways and dirt roads.

13. You should not use passing vehicles that are not intended for the transport of people (trucks, tractors, etc.).

14. When riding a bicycle (moped), the bag should be placed on the trunk so that it does not move or fall during movement. Cycling on the carriageway is allowed only in one row and at a distance of no more than 1 m from its right edge. A short trip outside these limits with caution is allowed only to avoid obstacles with the preliminary signal "turn to the left". A left turn (u-turn) is allowed at intersections and only from the street where cars can travel in no more than one lane for one direction. To turn from a wider street, as well as to turn on the haul, the employee must get off the bike and drive it, observing the rules established for pedestrians.

15. When working on bicycles, it is prohibited:

  • use a bicycle during icy conditions;
  • ride on sidewalks, footpaths of gardens, boulevards;
  • release the steering wheel when driving;
  • transport people and objects on the frame that may interfere with control.

16. When staying on the territory and in the premises of visited enterprises and organizations, the employee is obliged to familiarize himself with the safety rules in force in this organization, with traffic patterns on the territory and premises of the organization and comply with their requirements. In this case, the employee is prohibited from:

  • walk on railway and crane tracks;
  • crawl under the cars, between the cars;
  • jump on the steps of moving cars, cars, tractors and jump off them on the go;
  • ride on the steps of cars, tractors, loaders, on truck crane platforms, etc.;
  • step on or run into the covers of wells, pits, store or install equipment, raw materials, materials, machines and mechanisms on them;
  • stand and pass under the load moved by the lifting mechanism, under the scaffolding, under the ladders;
  • enter hazardous areas of work, the operation of machines, mechanisms, equipment, behind fences;
  • walk unnecessarily around the territory and premises, be distracted from work yourself and distract others;
  • disable interlocks, alarms and other safety and protective devices and devices;
  • smoking outside specially designated and equipped places;
  • open the doors of electrical installations, knife switches, open or remove protective covers, fences;
  • drink water intended for industrial purposes;
  • turn on or off circuit breakers, automatic machines, open or close taps, valves on which warning or prohibition signs are posted, remove signs.

Labor protection requirements in emergency situations

17. In the event of accidents, emergencies, natural disasters, the employee is obliged to follow the instructions of the management of the organization of stay.

18. All independently taken measures should be aimed, first of all, at saving lives and preserving the health of people.

19. In the event of accidents or situations that can lead to accidents and accidents, the employee is obliged to immediately stop work, take measures to evacuate people from the danger zone, prevent people from entering the danger zone, inform the manager about the incident, the situation at the scene of the accident keep intact if possible.

20. In the event of a fire or ignition, the employee must:

  • call the fire brigade immediately by dialing 101. When calling, give the address and place where the fire broke out, the way of the entrance, the name of the caller;
  • take measures to evacuate people from the area of ​​fire, smoke and provide the victims with first aid;
  • take measures to extinguish or localize the fire with primary fire extinguishing equipment, when firefighters arrive, meet them, indicate the place of the fire, the ways of approach and evacuation, the places where people can be found, the location of fire hydrants and cranes, the location of electrical distribution devices, the storage of explosive and fire hazardous materials.

21. In the event of an attack on an employee in order to take possession of material values, he must act, guided by the situation, while proceeding from the principle that life and health are incommensurably more expensive than material values, not to panic, comply with the demands of the attackers, try to remember the signs of the attackers and, when passing threats to life and health, to attract the attention of other persons with a voice or whistle and contact law enforcement agencies.

22. Upon completion of work, the employee reports to the manager on the completion of the task, reports on the condition of sections and routes, discovered faulty stairs, elevators, poorly lit streets, playgrounds, entrances and stairwells of houses, free keeping of dogs, poor condition of pedestrian roads (not cleared of snow , ice, not sprinkled with sand) and other hazards that interfere with work. Vehicles are parked in designated areas. Overalls and footwear are cleaned, put away in a closet, and, if necessary, placed in specially designated and equipped places for drying.
