1. General requirements for labor protection

1.1. Purpose Instructions

1.1.1. The instruction defines the basic provisions for the maintenance of elevators by electromechanics, regardless of the speed of the car.

1.1.2. The elevator owner (operating organization), as well as a specialized organization that maintains and repairs elevators, have the right to make additions and changes to this Instruction, taking into account the design of the elevator, its installation location and operating conditions.

1.2. Requirements for electricians performing maintenance and repair of elevators

1.2.1. Persons at least 18 years of age who have passed a medical examination and have at least six months of practical experience in the maintenance and repair of elevators or their installation may be allowed to work as an electrician. Electromechanics who do not have six months of practical experience may be involved in the performance of these works only under the guidance of an electromechanic who is entrusted with the maintenance and repair of elevators.

Certain elevators must be assigned to the electrician by order.

1.2.2. Electromechanics must be trained according to the appropriate program agreed with Promatomnadzor. Preparation is carried out according to the course form of education. Individual training is not allowed. Electromechanics must be certified in an educational institution or organization that has a license (permit) from the Promatomnadzor body to conduct training and certification.

1.2.3. Attestation of an electromechanic is carried out by the qualification commission of the educational institution (organization) where the training was conducted.

Persons who have passed attestation must be issued an appropriate certificate. When certifying electricians, the state inspector (expert) of Promatomnadzor must take part in the work of the qualification commission.

1.2.4. An electrician must periodically, at least once every 12 months, undergo a re-test of knowledge.

Additional or extraordinary testing of knowledge should be carried out in the following cases:

a) when an employee moves from one enterprise (organization) to another;

b) at the request of the state inspector of Promatomnadzor, the person responsible for the good condition, maintenance and repair of the elevator;

c) when transferring an electrician to maintenance of elevators of a different design (from an electric elevator to a hydraulic one, from an elevator with an unregulated electric drive to an elevator with an adjustable electric drive);

d) with a break in work for more than 6 months;

e) repeated, additional and extraordinary testing of knowledge should be carried out by the qualification commission of the enterprise (organization) appointed by order, in whose staff the person being checked is listed, in the scope of his production instruction. The person responsible for the good condition, maintenance and repair of the elevator should take part in the work of the commission. Among the members of the qualification commission there must be persons certified by the knowledge of the requirements of these Rules in the body of Promatomnadzor. Re-testing the knowledge of the members of the qualification commission should be carried out at least once every 3 years.

1.2.5. An electrician performing maintenance and repair of elevators must know:

a) the device of the elevators served by him;

b) arrangement and purpose of units, mechanisms and electrical equipment of these elevators;

c) the basic provisions of electrical engineering;

d) electrical diagrams of serviced elevators;

e) labor safety requirements during the maintenance and repair of elevators;

f) the main provisions of the Rules for the Design and Safe Operation of Elevators (PUBEL);

g) the requirements of a standard instruction for an operator, a lift operator for servicing elevators;

h) the main provisions of the Rules for the installation of electrical installations relating to the electrical equipment of elevators;

i) the requirements of the Rules for the technical operation of consumer electrical installations and the Safety Rules for the operation of consumer electrical installations (voltage up to 1000 V) in the scope of qualification group III;

j) requirements of manufacturers' instructions for installation (start-up, adjustment, running-in) and operation of serviced elevators;

k) technological processes for the maintenance and repair of elevators;

l) requirements of the Fire Safety Rules;

m) the requirements of this Instruction.

1.2.6. An electrician performing maintenance and repair of elevators is obliged to perform:

a) the requirements of the instruction but safety precautions;

b) the requirements of the Rules for the Construction and Safe Operation of Elevators;

c) the requirements of the Rules for the installation of electrical installations relating to the electrical equipment of elevators;

d) requirements of the Fire Safety Rules;

e) the requirements of this Instruction.

1.2.7. An electrician performing maintenance and repair of elevators must be able to:

a) inspect elevators, individual nodes and elements of nodes, identify and eliminate malfunctions;

b) lubricate the elevator mechanisms;

c) discard ropes and replace them;

d) prepare the elevator for technical examination;

e) carry out the safe evacuation of passengers from a cabin that has stopped between floors;

e) provide first aid to the victim;

g) use fire fighting equipment;

h) use personal protective equipment.

1.2.8. An electrician performing maintenance and repair of elevators must have at least the III qualification group for electrical safety.

1.2.9. The admission to work of an electrician who carries out maintenance and repair of elevators must be issued by order for the enterprise (organization) after the issuance of a training certificate and production instructions to him.

2. Responsibilities of an electrician when performing maintenance and repair of elevators

2.1. Responsibilities of an electrician during the operation of an elevator

2.1.1. The electrician must carry out maintenance and repairs of the elevators assigned to him according to the schedule approved by the owner of the elevator, the administration of the enterprise (organization) that operates or maintains the elevators, and also eliminate the malfunctions identified during operation, during inspections, maintenance or technical examination.

2.1.2. Maintenance or repair of elevators must be carried out by an electrician in cooperation with another electrician, elevator operator or operator.

When inspecting an elevator shaft that does not have a control post from the cabin roof, a second electrician or elevator operator must be in the cabin. A sole inspection of the elevator by an electrician is allowed in the scope of the Instruction for the operator, elevator operator for servicing elevators.

2.1.3. The results of the maintenance of elevators must be recorded by the electrician in the elevator maintenance log (the log must be numbered, laced and sealed with the seal of the organization that performs the maintenance of the elevators, or the owner of the elevators).

2.1.4. During the operation of elevators, the electrician must:

a) monitor the terms of the technical examination of the elevators assigned to it and prepare them in a timely manner for the technical examination;

b) eliminate malfunctions identified during inspections, maintenance or technical certification;

c) timely submit requests for spare parts, cleaning materials and lubricants;

d) take part in the compilation of defect reports for the repair of elevators;

e) check compliance with the requirements of production instructions by operators, lifters. If insufficient knowledge is found among the above persons, the electrician must inform the owner of the elevator (the person responsible for the good condition, maintenance and repair of elevators) about the need for additional instruction.

2.2. Responsibilities of an electromechanic before the maintenance of the elevator, during inspections, maintenance or technical examination

2.2.1. Elevator maintenance is carried out in order to identify and correct malfunctions and confirm that the elevator is in a condition that ensures its safe and trouble-free operation.

2.2.2. Before starting the maintenance of the elevator, the electrician must:

a) warn the operator, elevator operator about the stop of the elevator for maintenance and make an entry about this in their log;

b) on all manually opened doors of the mine, through which passengers are boarded or the cabin is loaded, and on elevators equipped with an automatic drive of the cabin doors on the main landing floor, post posters "The elevator is stopped for technical inspection", and also prevent the doors from opening when the cabin stops on the floor areas;

c) make sure that in the absence of a cabin on the floors, the doors of the mine do not open. If the shaft doors open, the electrician must immediately repair the problem or secure the doorway.

Note. Compliance with the requirements of clause 2.2.26 is not required when conducting a technical inspection of the elevator in the scope of the production instructions for the elevator operator.

2.2.3. When carrying out maintenance and repairs of elevators, the electrician must be guided by the instructions and information of the operating instructions of the manufacturers for specific models of elevators.

2.2.4. Before starting work in the elevator shaft, the electrician must:

a) check the availability of communication with the elevator operator, the operator of the control panel (if any);

b) check the operation of the locks and safety switches of the mine doors. On elevators with hinged doors, check the operation of the "order" buttons and the "stop" button;

c) check the integrity of the cab roof and hatch by external inspection, turn on a portable lamp with a voltage of not more than 42 V if the lighting is not enough;

d) check the serviceability of the operation of the safety switches, catchers and control of the slack of the traction ropes;

e) switch the elevator electrical circuit to the control mode from the car roof, if the elevator has such a control mode, make sure that in this mode, external calls are idle, and the car moves at the revision speed.

2.3. Responsibilities of an electrician during the maintenance of an elevator

2.3.1. When carrying out maintenance of equipment installed in the engine room, the electrician must check the condition and proper operation of:

a) an input device (main switch), and if there is an automatic reserve switch;

b) sings of control;

c) lifting mechanism;

d) limit switches;

e) speed limiter.

2.3.2. When carrying out maintenance of equipment installed in the shaft, pit and elevator cabin, the electrician must check the condition and serviceability of the following:

a) automatic and non-automatic locks, interlocking contacts of the shaft and cabin doors;

b) floor switches (sensors);

c) control devices, signaling, communications and the presence of lighting in the mine, pit and cabin;

d) movable cabin floor;

e) cabin and counterweight catchers;

f) buffer and tension devices;

g) contacts: speed limiter, safety gear, tension and buffer devices, slack control of traction ropes, etc.

2.3.3. When carrying out maintenance of the equipment installed in the block room, the electrician must check the condition and serviceability of the work:

a) blocks

b) speed limiter;

c) block room switch;

d) the presence of electric lighting.

2.3.4. In addition to those listed in paragraphs. 2.3.1, 2.3.2 and 2.3.3 works, the electrician must check the condition of:

a) traction and balancing ropes, speed limiter rope and limit switch;

b) cab and counterweight;

c) guides and shoes of the cabin and counterweight;

d) mine fencing;

e) grounding of electrical equipment.

Note. When servicing hydraulic lifts, check the condition of the devices and hydraulic drive units.

2.3.5. The electrician must keep the machine and block rooms, the shaft and the pit clean.

2.3.6. After the end of the maintenance of the elevator, the electrician must warn the elevator operator, the operator about this and make an appropriate entry in their log about the start-up of the elevator into operation, hand over the keys to the machine room with a record and an indication of the time.

3. Maintenance instructions for the elevator

3.1. Types of maintenance and timing of their implementation

3.1.1. The terms, types and volumes of maintenance of elevators are carried out in accordance with the requirements of the instructions of manufacturers for the technical operation of elevators and the schedules of maintenance work approved in the prescribed manner.

3.1.2. The Promatomnadzor body has the right to demand a reduction in the frequency of maintenance when an unsatisfactory technical condition (maintenance) of the elevator is established and the standard operating life has expired.

3.1.3. It is allowed, in agreement with the Promatomnadzor body, to change the types, frequency and scope of maintenance.

3.2. Malfunctions, upon detection of which the elevator must be stopped until they are eliminated

If during the maintenance of the elevator or during its operation, malfunctions of safety devices, safety switches, alarms, lighting, as well as other damage that threaten the safe use of the elevator or its maintenance are found, the elevator must be immediately stopped until the identified damage is eliminated and put back into operation with permission of the person who repaired the damage.
