Introduction

This industry standard instruction has been developed taking into account the requirements of legislative acts and other regulatory legal acts of the Russian Federation containing state regulatory requirements for labor protection specified in the "General Safety Requirements" section of this work, and is intended for construction fitters (hereinafter referred to as locksmiths) when they perform work in accordance with professions and qualifications.

General safety requirements

1. Locksmiths who have undergone appropriate training and have professional skills before being allowed to work independently must undergo:

  • mandatory preliminary (when applying for a job) and periodic (during employment) medical examinations (examinations) for recognition as fit for work in the manner established by the Ministry of Health of Russia;
  • training in safe methods and techniques for performing work, briefing on labor protection, internships at the workplace and testing knowledge of labor protection requirements.

2. Locksmiths are obliged to comply with labor safety requirements to ensure protection from the impact of hazardous and harmful production factors related to the nature of work:

  • moving parts of production equipment;
  • moving products, blanks, materials;
  • sharp edges, burrs and roughness on the surfaces of finishing works, materials and structures;
  • location of workplaces at a considerable height.

3. To protect against mechanical impacts, locksmiths are required to use the following provided by employers free of charge:

  • at work on the repair of construction machines and mechanisms - cotton suits, combined mittens, leather boots with a metal toe cap;
  • at work on refueling drills - a cotton apron with a bib, combined mittens, leather boots with a metal toe cap.

In addition, in the winter season, suits with insulating padding and felt boots.

Locksmiths must wear safety helmets when on site. When working with a welder, use goggles with protective light filters, and when working on a grinding machine, use safety glasses.

4. Being on the territory of the construction (production) site, in production and amenity premises, work sites and workplaces, locksmiths are obliged to comply with the internal labor regulations adopted in this organization.

Admission of unauthorized persons, as well as employees in a state of intoxication to these places is prohibited.

5. In the course of daily activities, locksmiths must:

  • use in the process of work means of small-scale mechanization, for their intended purpose, in accordance with the instructions of manufacturers;
  • maintain order at workplaces, clean them of debris, snow, ice, prevent violations of the rules for storing materials and structures;
  • be careful during work and avoid violations of labor safety requirements.

6. Locksmiths are obliged to immediately notify their immediate or higher supervisor about any situation that threatens the life and health of people, about every accident that occurred at work, or about the deterioration of their health, including the appearance of an acute occupational disease (poisoning).

Safety requirements before starting work

7. Before starting work, the locksmith must:

a) put on a helmet, overalls, special footwear of the established sample;

b) present to the work manager a certificate of knowledge of safe working methods;

c) receive a task to perform work from a foreman or work manager and undergo instruction at the workplace, taking into account the specifics of the work performed.

8. After receiving the task from the foreman or work manager, locksmiths must:

a) check the workplace and approaches to it for compliance with labor safety requirements;

b) prepare tools, equipment and technological equipment necessary for the performance of work, check their serviceability and compliance with safety requirements;

c) if there is an electric drive on the equipment being repaired, put up a poster "Do not turn it on - people are working!", turn off the engine with a switching device and remove the fusible links in the electric motor power supply circuit;

d) during gas-electric welding work on the repair of machines and mechanisms with internal combustion engines (pump, compressor, electric generator), drain the fuel according to the manufacturer's instructions.

9. Locksmiths should not start work with the following violations of safety requirements:

a) the presence of defects in the hand tool (damage to the wooden handles of hammers, files, their poor fixing, damage to the working ends of impact tools, etc.);

b) malfunctions of metal-working machines and manual mechanized tools specified in the instructions of manufacturers, in which their use is not allowed;

c) combining locksmith work along the same vertical with other construction and installation works;

d) insufficient lighting and cluttered workplaces and approaches to them;

e) lack of fencing of workplaces located at a height of 1,3 m or more, and equipped access systems to them;

f) the absence of the necessary means of mechanization and lifting devices during the installation, dismantling and repair of sliding formwork (including with hydraulic jacks), hinged and remote platforms, platforms for signalmen, protective fences, clamps, etc .;

g) performing work of increased danger without a work permit.

Detected violations of safety requirements must be eliminated on their own before the start of work, and if it is impossible to do this, locksmiths are obliged to inform the foreman or work manager.

Safety requirements during work

10. During work, locksmiths must:

a) select and use serviceable locksmith tools. It is forbidden to use additional leverage to increase the force on nuts or bolt heads;

b) use safety glasses when working with a chisel or other chopping tool;

c) store and carry tools, as well as small parts to the workplace in special boxes or bags;

d) when assembling units and structural elements, check the coincidence of holes using a conical mandrel or a special crowbar;

e) wash parts with kerosene and gasoline, blow them with compressed air in specially designated places, under exhaust ventilation in compliance with fire safety rules;

f) use the access systems provided for this (stairs, ladders, bridges) to enter the workplace;

g) when performing work at height, use safety belts with fastening in the places indicated by the foreman or work manager.

11. Locksmiths carrying out slinging and moving cargo with cranes must have a certificate of slingers and comply with the requirements of the "Standard labor protection instructions for slingers".

12 Locksmiths working with manual electric machines must have group I for electrical safety and group II when working with manual electric machines of class 1 in rooms with increased danger.

When performing work using manual electric machines, locksmiths are required to:

a) perform work at height from scaffolding, and use ladders for access to the workplace;

b) use, as a rule, manual electric machines with double insulation;

c) prevent tension and bending of the cables of hand-held electric machines, their intersection with cables, electric cables and electric welding wires under voltage, as well as with hoses for supplying oxygen, acetylene and other gases;

d) before turning on the electric hand-held machines, check the compliance of the mains voltage with the electric motor current voltage indicated on the plate attached to the machine body;

e) to connect or disconnect auxiliary equipment (step-down transformer, frequency converter, protective shutdown device), as well as troubleshoot equipment with an electric drive, invite an electrician on duty.

13. When performing work with a blowtorch, locksmiths must comply with the following requirements:

a) use a flammable liquid intended for this lamp;

b) do not pour fuel near an open fire or into a burning lamp;

c) do not fill in more fuel than the capacity of the lamp tank.

14. When working on a grinding machine, a mechanic must check the presence of a casing of the abrasive circle and a protective transparent screen, as well as the correct installation of the stop. It is forbidden to work in gloves when processing parts on a grinding and grinding machine.

15. When working on a drilling machine, a mechanic must wear goggles and make sure that the replaceable cutting tool is securely fastened in the chuck, and the workpieces are in a vice.

It is forbidden to work on the drilling machine in gloves. When drilling, care must be taken not to form long chips. Chips should be removed with a hook, metal dust should be swept away with a metal brush.

16. During the operation of the drilling machine, it is prohibited:

a) cool the rotating drill with a damp cloth;

b) strengthen, mark or measure the workpiece;

c) remove chips from drilled holes;

d) touch the moving parts of the machine;

e) hold the workpiece with your hands;

f) stop the drill by pressing the spindle, chuck or drive belt by hand.

17. When working with a welder, a mechanic should wear goggles with protective filters.

18. The locksmith is prohibited from repairing the loaded equipment, filled containers, lifting devices on the crane's cargo hook.

Safety requirements in emergency situations

19. In case of loss of stability of the formwork elements, structures or individual units of equipment during their installation, maintenance and repair work must be suspended, leave the workplace and report the incident to the foreman or work manager.

20. In the event of a breakdown of an electrified tool or equipment, you must turn it off and try to fix the malfunction on your own. If it is impossible to do this, it is necessary to inform the foreman or work manager.

Safety requirements at the end of work

21. At the end of the work, locksmiths must:

a) turn off electrified tools and equipment;

b) put the workplace in order, put the tools, materials, protective equipment in the designated storage places;

c) report all violations that occurred in the course of work to the foreman or work manager.
