General requirements for labor protection 1.1. This instruction provides for the basic requirements for labor protection for workers engaged in packing oil products into barrels and small containers. 1.2. Employees engaged in packing oil products into barrels and small containers may be exposed to the following hazardous and harmful production factors:

Each employee who packs oil products into barrels and small containers must undergo a preliminary medical examination, vocational training, fire safety, labor protection and industrial sanitation instructions and obtain permission to work independently. 1.4. Employees who pack oil products into barrels and small containers must be provided with overalls and safety shoes in accordance with applicable standards. 1.5. It is not allowed to use open fire, smoke and strike with metal objects that can cause sparks in places where oil products are packed into barrels and small containers. The tools used should be made of materials or provided with coatings that exclude sparking. 1.6. Lighting and network wiring in the bottling and packaging rooms are explosion-proof. Loading and filling areas are illuminated by safely installed spotlights. For local lighting it is necessary to use only explosion-proof rechargeable lamps. 1.7. Premises for the packaging of petroleum products should be equipped with ventilation to create an air environment in the area where workers are located that meets sanitary standards. Starting devices of the ventilation system must be located at the entrance to the room. 1.8. Employees who pack oil products into barrels and small containers must be able to use primary fire extinguishing equipment, know their location and monitor their serviceability. Fire extinguishers, a box with dry sand, as well as a felt or asbestos cloth and a first-aid kit should be placed at the bottling and packaging areas. 1.9. At the sites for packing oil products, a supply of sand and means for eliminating accidental spills of oil products and cleaning up contaminated areas should be provided. 2. Labor protection requirements before starting work 2.1. It is necessary to put on the overalls and special footwear provided for by the relevant standards and check the serviceability of personal protective equipment (duty rubber gloves, boots, apron) and primary fire extinguishing equipment. 2.2. Check the serviceability and tightness of the connections of dispensing taps, branch pipes for hoses, pipelines and other filling and packaging equipment. Dispensing taps must be earthed, easy to open and close, and not leak. Notify the immediate supervisor of all detected defects and malfunctions. It is not allowed to work on faulty equipment. 2.3. Above each dispenser, you need to hang a sign with the name of the oil product, and above the tap for leaded gasoline - a sign: "Leaded gasoline is poison!". 2.4. Under the filling taps, trays should be installed to drain spilled oil products into collections for drains or a special container. 2.5. 15 minutes before the start of the equipment operation, it is necessary to turn on the ventilation system and make sure that it is working properly. 3. Labor protection requirements during work 3.1. When filling oil products into containers, the following requirements must be met:

Put the corks of metal containers on gaskets and screw and unscrew with the help of metal keys that do not give sparks when struck. It is not allowed to use a hammer and chisel for unscrewing and screwing plugs. 3.4. Maintain cleanliness in the bottling and packaging areas. Trays for the removal of oil products should be cleaned of dirt and washed with water as they get dirty. 3.5. Containers for packaging oil products should be stored only in those bottling rooms where oils are poured, while the amount of closure material should not exceed the daily requirement, and the number of containers - the replacement requirement for bottling oils. Capping material should be stored in metal boxes. It is not allowed to store filled containers in the bottling room. 3.6. Consumer packaging with petroleum products should be placed in a shipping container:
3.7. The loading of barrels onto vehicles must be mechanized. Manual lifting of drums is allowed only in exceptional cases. When lifting barrels manually along the rolls, it is not allowed to be between the rolls. The angle of inclination of the rollovers should not exceed 30°. The maximum load rate for women when lifting and moving weights manually constantly during a work shift should not exceed 7 kg, and when alternating with other work (up to two times per hour) - 10 kg. 3.8. It is allowed to pour flammable petroleum products into barrels installed on specially equipped vehicles, provided that the following requirements are met:
It is not allowed to turn on the car engine when spilling oil products until the spill site is cleaned and neutralized. 3.9. It is not allowed to perform work not directly related to the filling of oil products into containers in the bottling and packaging facilities. 4. Labor protection requirements in emergency situations 4.1. In the event of an oil product spill, the spill site must be covered with sand and cleaned, and in the event of a spill of leaded gasoline, the spill site must additionally be neutralized with a solution of bleach or dichloramine. 4.2. In the event of an emergency, stop dispensing petroleum products, de-energize process equipment, turn off ventilation, and evacuate vehicles from the territory. Report the occurrence of an emergency to the fire brigade and direct management. If oil products ignite, start extinguishing the fire with primary fire extinguishing equipment. 4.3. In case of an accident, provide first aid to the victim, call an ambulance and send the victim to a medical institution, inform the administration of the organization about the emergency and the measures taken to eliminate it. 5. Labor protection requirements at the end of work 5.1. Trays and collectors for drains should be cleaned of dirt and rinsed with water. 5.2. Remove accessories and tools. 5.3. Cleaning material contaminated with oil products, rags should be collected in metal boxes, which should be emptied in a specially designated place. 5.4. Tidy up your workspace and get dressed.
