Safe Operation

1. General requirements for labor protection

1.1. This instruction provides for the basic requirements for labor protection for employees involved in the operation of tank farms of organizations.

1.2. Employees who have passed a medical examination, training, instruction, on-the-job training and testing knowledge on labor protection are allowed to work in tank farms.

1.3. The most unfavorable for the health of workers are operations for the reception, storage and release of petroleum products. The main hazardous and harmful production factors are the toxicity of petroleum products and their vapors, their high fire and explosion hazard, moving machines and mechanisms, increased (low) air temperature of the working area, height, electrical equipment, insufficient illumination of the working area, etc.

1.4. Employees need to know the layout of pipelines and the purpose of all shut-off valves in order to quickly and accurately make the necessary switching during the operation of tank farms, as well as in the event of an accident or fire.

1.5. Employees are provided according to the established lists and standards with personal protective equipment, overalls, footwear, soap, etc. Personal protective equipment must be stored in specially designated areas.

1.6. Carrying out hot or gas hazardous work in the tank farm is allowed only after issuing in accordance with the established procedure a work permit for carrying out work of increased danger.

1.7. It is not allowed to use faulty tools, devices, mechanisms, personal protective equipment.

1.8. To prevent leakage of oil products from tanks, it is necessary to maintain full technical serviceability and tightness of tanks and all tank equipment.

1.9. It is not allowed to operate tanks with uneven settlement and cracks, as well as faulty equipment, instrumentation and stationary fire fighting devices.

1.10. Tanks are subject to periodic inspection and flaw detection to determine their technical condition.

1.11. Pontoons floating on the surface of liquid petroleum products in tanks and designed to reduce product losses from evaporation are periodically checked for integrity: in the upper position, the pontoon is inspected through a skylight, in the lower position - through a manhole in the second zone of the tank.

1.12. Roads and driveways on the territory of the tank farm must be maintained in good condition, repaired in a timely manner, and cleared of snow in winter.

1.13. Snow removal from tank ladders and roofs is allowed only with wooden shovels.

1.14. The closure of certain sections of roads and passages on the territory of tank farms for repair or for other reasons is agreed with the fire department of the enterprise. For the period of repair and other work on the roads, it is necessary to leave driveways with a width of at least 3,5 m or arrange bridges over trenches.

1.15. In places where workers pass through pipelines, transition platforms or bridges with railings should be equipped, which must be kept clean and in good condition.

1.16. The territory of the tank farm and the area inside the bunding of the tanks should be periodically cleared of soil soaked with oil products, debris, and foreign objects. In the summer, the grass must be mowed and taken out raw.

1.17. The bunding of the tanks should be kept in good condition.

During repair work on the territory of the tank farm, no violation of the integrity of the embankment is allowed.

It is not allowed to cross the embankment in unspecified places.

1.18. To transport heavy equipment or materials to tanks during repair work on the territory of tank farms, it is necessary to arrange crossings through dikes with soil filling.

The arrangement of entrances through the embankment of tank farms must comply with the requirements of current regulatory documents.

1.19. Pits and trenches dug during repair work, at night, during the daytime and during long breaks in work (weekends and holidays) should be protected, and after completion of work, fall asleep and plan.

1.20. At night, the territory of the tank farm must be illuminated.

1.21. For local lighting at night, portable explosion-proof rechargeable lamps with a voltage of not more than 12 V should be used, which should be turned on and off after the tank farm embankment or fencing.

1.22. Smoking and open flames are not allowed on the territory of the tank farm.

1.23. Vehicles, tractors, special equipment without spark arresters are not allowed to pass through the territory of the tank farm.

1.24. The tank farm must be equipped with an emergency fire alarm, telephone (radio telephone) communication with the employer and the nearest fire department.

1.25. It is not allowed to stay on the territory of the tank farms of persons who are not directly related to the maintenance and repair of tanks and equipment.

2. Labor protection requirements before starting work

2.1. Before taking on duty, the shift supervisor should make an external inspection of the tanks, their equipment and grounding devices. Report the observed shortcomings (leakage in the fittings, body seams or from under the bottom of the tank, overflow, etc.) to the immediate supervisor with the adoption of appropriate measures for troubleshooting and a mandatory entry in the inspection log of the main equipment and tank fittings.

2.2. Check the condition of the workplace, the serviceability of tools, devices, mechanisms, the availability of personal protective equipment and fire extinguishing equipment.

2.3. Before carrying out repair work, make sure that the tank freed from the oil product is disconnected from all pipelines with the installation of gaskets and plugs, the valves are closed, a poster is posted: "Do not open - people are working!"

On neighboring tanks located in the same dike at a distance of no more than 40 m, technological operations for pumping and pumping oil products should be stopped.

3. Labor protection requirements during work

3.1. Check the performance of breathing and safety valves according to the approved schedule, but at least once a month, and at air temperatures below 0 - 5 ° C - at least once a decade.

3.2. When examining welded tanks, pay special attention to the welded vertical seams of the lower chords of the body, the seams of welding the lower chord to the bottom (the seams of the thrust corner), the seams of the bottom edges and adjacent areas of the base metal.

The results of inspections of the seams should be recorded in the inspection log of the main equipment and fittings of the tanks.

3.3. Movement along the pontoon for its inspection or repair should be carried out along ladders with a width of at least 650 mm and a length of at least 2 m, made of boards with a thickness of at least 50 mm without metal fasteners.

It is unacceptable to move on a pontoon that is in a floating state.

3.4. When performing work on the roof of the tank, move along special ladders. Walking directly on the roof of the tank is not allowed.

3.5. On tanks filled with the product, do not work with impact tools.

3.6. During the operation of tank farms, it is not allowed to block the approaches to fire fighting equipment and driveways for fire equipment.

3.7. Sampling of oil products from tanks is carried out using stationary or portable samplers.

3.8. The normal position of valves and crackers on tanks is closed.

4. Labor protection requirements in emergency situations

4.1. During the operation of tank farms, the following emergencies are possible: overflow of oil product from the tank; vacuum collapse (deformation) of the tank body when pumping out oil products; the appearance of cracks in the welds or the tank body; fire and explosions.

4.2. When the oil product is overflowed from the tank, the responsible shift should stop filling the tank, call the fire brigade, notify his or his superior manager, observing safety measures, and proceed to eliminate the accident.

4.3. In the event of a vacuum collapse (deformation of the tank), the responsible shift must stop the pumping of oil from this tank, report the incident to his immediate or higher manager and act in accordance with the emergency response plan.

4.4. If cracks appear in the welds or the body, the tank must be completely or partially freed from the oil product, depending on the method of its forthcoming repair.

4.5. In case of fire and explosions on the territory of the tank farm, the shift supervisor must stop all types of pumping, call the fire brigade, if necessary, an ambulance, notify his or his superior manager, and act in accordance with the emergency response plan.

5. Labor protection requirements at the end of work

5.1. After completion of work in the tank farm, you should remove the tools and fixtures, the workplace, hand over the shift in the prescribed manner.

It is not allowed to drop measuring instruments, tools and other objects from the tank to the ground.

5.2. After finishing work with toxic substances, take a shower and change clothes.

The supply of fuel, and even more so electricity, without which, for example, an American soldier equipped with electronics cannot take a step, has long been a stumbling block for the modern army. But the source of fuel is located very close to the consumer - these are leftovers, disposable tableware, rags and other garbage, which is formed in considerable quantities at the place where the military contingent is located. Moreover, garbage still needs to be destroyed in order to deprive enemy intelligence of valuable data.

The garbage disposal plant was created by engineers from Purdue University (USA), headed by Professor Michael Ladish, and in case of successful tests, it will become part of the armaments of the American army.

Garbage is first divided into edible and inedible parts. The first is sent to the bioreactor, and the yeast makes alcohol out of it. The second is gasified at a low oxygen content, turning into combustible gases - methane and propane. Then these gases and alcohol are burned, and the generator generates electricity. After that, a pile of ash remains from the mountain of garbage.

"I think this installation will find application not only in the army," says Professor Ladish. "Restaurants, factories, and other enterprises that produce a lot of organic waste may well use it as an additional source of electricity."
