Full document Occupational Safety and Health / Standard instructions for labor protection Introduction This industry standard instruction has been developed taking into account the requirements of legislative and other regulatory legal acts containing state labor protection requirements specified in the "General safety requirements" section of this document, as well as intersectoral labor protection rules for the operation of industrial vehicles (floor trackless wheeled vehicles, " of the Rules of the Road of the Russian Federation" - a collection of legislation of the Russian Federation, 2000, 318, art. 1985 and is intended for the driver of a self-propelled drilling and crane machine when performing work on its management and maintenance in accordance with the profession and qualifications (hereinafter referred to as the driver). General safety requirements 1. Men at least 18 years of age, who have undergone appropriate training, have a license to drive a truck and have professional skills as a driver, before being allowed to work independently, must pass:

To protect against mechanical impacts and pollution, drivers are required to use cotton overalls provided by employers free of charge, combined mittens, suits with insulating padding and felt boots for the winter period. Drivers must wear safety helmets when on site. 4. Being on the territory of the construction (production) site, in production and amenity premises, work sites and workplaces, drivers are required to comply with the internal labor regulations adopted in this organization. Admission of unauthorized persons, as well as employees in a state of intoxication to these places is prohibited. 5. In the course of daily activities, drivers must:

Drivers are obliged to immediately notify their immediate or superior manager about any situation that threatens the life and health of people, about every accident that occurs at work, or about a deterioration in their health, including the appearance of an acute occupational disease (poisoning). Safety requirements before starting work 7. Before starting work, the driver must: a) have a certificate for the right to drive the base vehicle, a technical passport coupon for a car, a travel (route) sheet, a certificate of testing knowledge of safe working methods and undergo a pre-trip medical examination; b) put on overalls and special footwear of the established sample; c) receive from the immediate supervisor of the work assignment for the performance of work and the route of movement. 8. After receiving the work order from the immediate supervisor of the work, the driver must: a) check the availability of a first aid kit, fire extinguishers and a set of tools; b) to ensure safe and uninterrupted operation on the line, check the technical condition of the machine, paying attention to the serviceability of tires, brakes, steering, cardan shaft mounting bolts, serviceability of wiring, headlights, brake light, direction indicators, sound signal, instrumentation , rear-view mirrors; c) perform daily maintenance and refueling the machine with fuel, oil, water, antifreeze (during the cold season) and brake fluid, check the electrolyte level in the battery; d) after refueling the machine with fuel and oil, wipe dry all parts of the machine soiled with oil products. Spilled fuels and lubricants during refueling should be removed with rags, sawdust or sand; e) check the operability of the engine at idle and its serviceability, as well as lighting and instrumentation and steering; f) present the car to the person responsible for the release of technically sound cars from the garage (mechanic) and get a note in the waybill about the technical serviceability of the car. 9. The driver must not go to the line with the following violations of safety requirements: a) malfunctions of mechanisms and systems in which the operation of the base vehicle is prohibited; b) the presence of cracks and deformations in the metal structures of the mast; c) malfunctions of pressure gauges in the hydraulic drive system. Pressure gauges must be tested and sealed; d) untimely carrying out of the next tests (technical inspection) of the machine. The detected violations must be eliminated on their own, and if it is impossible to do this, the driver is obliged to report them to the immediate supervisor of the work and the person responsible for maintaining the machine in good condition. Safety requirements during work 10. Upon arrival at the facility specified in the waybill, the driver must: a) come to the head of the works, to whose disposal it is directed, present a waybill and a certificate of checking knowledge of safe working methods, receive a production assignment and undergo an on-the-job briefing on the specifics of the work performed; b) clarify the sequence of work and the necessary measures to ensure the safety of underground structures and communications; c) inspect the route of movement of the machine, obtain information from the work manager about the actual locations of underground structures and communications, which should be marked with flags or poles. 11. Before starting maneuvering, the driver must make sure that there are no people at a distance of at least 5 m from the coverage area of the machine and its working bodies. 12. Before installing the machine at the place of work, the driver must check that the following requirements are met: a) the soil on the path of the machine must be planned and compacted, inventory linings should be placed under the outriggers; b) the territory of the machine must be sufficient for its maneuvering; c) the slope of the site should not exceed the allowable according to the passport of the machine; d) when installing the machine above the existing communications, it is necessary to first lay reinforced concrete road slabs. 13. Work in the security zone of underground utilities should be under the direct supervision of the work manager, and in the security zone of a gas pipeline or cables under electrical voltage, in addition, under the supervision of a gas or electric utility worker, respectively. 14. Work in the security zone of an overhead power line is allowed only if there is a work permit and under the supervision of the work manager and the representative of the owner of the power line. 15. It is allowed to work in areas with pathogenic contamination of the soil (landfills, animal burial grounds, cemeteries) if there is a permit from the state sanitary supervision authorities, which the driver can get acquainted with the work manager upon obtaining a work permit for work of increased danger. 16. If it is necessary to move to another place, the driver should raise the working body and lower the mast to the transport position. 17. When relocating the machine in tow, the driver must be in the cab of the machine and at the same time comply with the requirements of the traffic rules. 18. When installing poles for various purposes in drilled pits, including overhead power lines, telephone and telegraph communication lines, road signs and others using a drilling crane machine, the driver is prohibited from: a) pull up poles located at a distance of more than 3 m from the center of the pit; b) lift poles with an unadjusted safety clutch, which must be adjusted to the load capacity of the machine according to its passport and sealed; c) move with a raised pole even for small distances; d) install poles without the help of an auxiliary working body; e) allow people to stay in the danger zone that occurs when moving poles. 19. During maintenance, the driver must stop the engine and relieve pressure in the hydraulic system, if this is allowed by the manufacturer's instructions for operating this machine. 20. While refueling the machine, the flammable driver and other persons who are near the machine are prohibited from smoking and using open flames. 21. During operation, the driver is prohibited from: a) leave the control levers of the drilling and crane installation with the engine running; b) sharply change the number of engine revolutions, as well as the pressure in the hydraulic system; c) remove the protective cover on the clutch or winch drum; d) turn on the drill with an uncottered pin of its fastening or with knives not fully fixed on the drill; e) turn on the winch while drilling the ground; f) release the machine when drilling soil or installing supports; g) operate the machine if the safety clutch of the winch is not adjusted to the load capacity indicated in its passport; h) maintain the machine, including cleaning or lubricating its individual parts; i) transfer control of the machine to unauthorized persons; j) carry unauthorized persons in the cab of the vehicle; k) allow workers who are not certified as slingers to sling the poles. 22. When leaving the cab, the driver must put the gearshift lever in the neutral position and brake the machine with a parking brake. Safety requirements in emergency situations 23. If power transmission cables, pipelines, explosive or unknown objects are found during the drilling of the ground, the operation of the machine should be immediately stopped until permission for further work is received from the relevant supervisory authorities. 24. If malfunctions occur in the machine during operation, the driver is obliged to stop work and eliminate them. If it is impossible to eliminate malfunctions on their own, the driver is obliged to report them to the work manager and the person responsible for maintaining the machine in good condition. 25. In the event of a fuel or wiring fire, the driver must immediately extinguish the fire with a fire extinguisher or other available means: felt mat, tarpaulin, sand or earth. It is forbidden to fill burning fuel with water. If it is impossible to extinguish the fire on its own, the driver must call the fire brigade to establish order and notify the work manager. Safety requirements at the end of work 26. At the end of the work, the driver must: a) drive the car to the parking lot, where it should be during non-working hours; b) turn off the engine; c) lock the cab; d) inform the work manager and the person responsible for maintaining the machine in good condition about all malfunctions that occurred during work.
