General safety requirements 1.1. This Instruction defines safe methods and techniques of work, as well as technical and organizational measures that ensure the safety of checking and adjusting lightning protection at wired broadcasting stations. 1.2. Measurements and adjustment of lightning protection are carried out by a team of at least 2 people, of which the foreman must have an electrical safety group of at least IV, and the rest - at least III. 1.3. Checking and adjustment in installations up to 1000 V are carried out according to the order, in installations over 1000 V - according to the order. 1.4. Persons at least 18 years of age who have passed a medical examination, trained in safe working methods, passed exams in accordance with the current Regulations on the procedure for training and testing knowledge on labor protection of managers, specialists and workers of enterprises, institutions and communication organizations are allowed to take measurements. 1.5. Employees performing work on checking and adjusting lightning protection are required to: 1.5.1. Comply with internal labor regulations. 1.5.2. Perform only the work that is determined by the order. 1.5.3. Know how to use personal protective equipment. 1.5.4. Be able to provide first aid to victims of electric current and other accidents. 1.5.5. In case of injury, notify your immediate supervisor. 1.5.6. Notify the immediate supervisor of a malfunction of equipment and tools. 1.6. The victim or eyewitness immediately notifies the immediate supervisor of each accident. 1.7. When checking and adjusting lightning protection, dangerous voltage is possible in the electrical circuit, the closure of which can occur through the human body. 1.8. Prior to the start of the test, the applicant must conduct a briefing at the workplace with an entry in the briefing log. 1.9. In accordance with the Model Industry Standards for the free issuance of special clothing, special footwear and other personal protective equipment to communications workers, workers must be provided with cotton overalls (GOST 11622-73) and dielectric gloves (TU 38-105977-76). 1.10. 3a failure to comply with this Instruction, the perpetrators are held liable in accordance with the internal labor regulations or the penalty determined by the Code of Labor Laws of the Russian Federation (currently - the Labor Code of the Russian Federation). 2. Safety requirements before starting work 2.1. When preparing a workplace for a team that makes measurements, the permitter or the work foreman (in the case of work by order) must perform the following technical measures: a) turn off the supply voltage using mechanical interlock switches, take measures to prevent the supply of voltage to the place of work due to erroneous or spontaneous switching on of the switching equipment. Make sure that external circuits have been disconnected, from which extraneous voltage can enter the installation; b) on the switches and knife switches, with the help of which the voltage is removed, hang prohibition posters; c) make sure there is no voltage; d) hang out warning and prescriptive posters. 2.2. The admission of the brigade is made after checking the implementation of technical measures. 2.3. The workplace must be equipped with an IR-ZM device, a set of probes, and a tool with insulating handles. 3. Safety requirements during work 3.1. From the moment the brigade is admitted to work, constant supervision of it is assigned to the work foreman. 3.2. The handles of probes for measuring spark gaps must be made of non-conductive material. 3.3. It is forbidden to carry out adjustment during a thunderstorm or its approach, as well as during rain, fog and snowfall. 3.4. Adjustment of lightning protection on distribution feeders is carried out during a break in broadcasting. Work should be in dielectric gloves. 3.5. Wires for connecting a portable device must be single-core with insulation corresponding to the voltage of the circuit being measured. 3.6. When working with the IR-ZM device, it is forbidden to touch the current-carrying parts to which it is connected. 4. Safety requirements upon completion of work 4.1. Switch off the measuring device. 4.2. Remove workplace. 4.3. Carry out work to turn on the equipment in the reverse order specified in clause 2.1. 4.4. Remove overalls and personal protective equipment in specially designated places. 4.5. All deficiencies in labor protection discovered during work must be notified to your immediate supervisor.
