General requirements for labor protection 1.1. This Instruction defines safe methods and techniques of work, as well as technical and organizational measures to ensure the safety of measurements of the resistance of grounding devices at wire broadcasting stations. 1.2. Measurements are carried out by a team of at least 2 people, of which the work supervisor must have an electrical safety group of at least IV, and the rest - at least III. 1.3. Work on measuring the resistance of grounding devices is carried out according to the order. 1.4. Persons at least 18 years of age who have passed a medical examination, trained in safe working methods, passed exams in accordance with the current Regulations on the procedure for training and testing knowledge on labor protection of managers, specialists and workers of enterprises, institutions and communication organizations are allowed to take measurements. 1.5. Employees who measure the resistance value of grounding devices are required to: 1.5.1. Comply with internal labor regulations. 1.5.2. Perform only the work that is determined by the order. 1.5.3. Know how to use personal protective equipment. 1.5.4. Be able to provide first aid to victims of electric current and other accidents. 1.5.5. In case of injury, notify your immediate supervisor. 1.5.6. Notify the immediate supervisor of a malfunction of equipment and tools. 1.6. When measuring the resistance value of grounding devices, it is possible that a dangerous voltage can be applied to the electrical circuit, the circuit of which can occur through the human body. 1.7. Employees must be provided with special clothing in accordance with the Model Industry Standards for the free issue of special clothing, special footwear and other personal protective equipment for communications workers (cotton dressing gown, cotton mittens). 1.8. For failure to comply with this Instruction, the perpetrators are held liable in accordance with the internal labor regulations or penalties determined by the Labor Code of the Russian Federation (currently the Labor Code of the Russian Federation). 2. Labor protection requirements before starting work 2.1. Turn off all equipment connected to a grounded device by performing the following technical measures: a) turn off the supply voltage using mechanical interlock switches and disconnectors, take measures to prevent the supply of voltage to the place of work due to erroneous or spontaneous switching on of the switching equipment; b) on the switches and circuit breakers, with the help of which the voltage is relieved, hang out prohibitory posters "Do not turn it on! People are working"; c) make sure that the RMB is disabled, and the RMB knives are in the "Disabled" position; d) make sure there is no voltage; e) turn off the mains voltage at the input cable boxes (if any) and hang out a prohibition poster "Do not turn it on! People are working." 2.2. The workplace must be equipped with an ammeter and voltmeters (in the case of measurement using the ammeter and voltmeter method), the M-416 device, portable earthing switches, wrenches and a safe working tool with insulating handles. 2.3. Before starting work with a hand tool, you must make sure that it is in good condition. 2.4. Each employee must be instructed in safe work practices, which should be recorded in the briefing log. 3. Labor protection requirements during work 3.1. Each employee is allowed to perform only the work assigned to him. 3.2. During measurements, it is necessary to connect the current circuits by means of an insulated hose-type wire, as well as a cable with a cross section corresponding to a short-term current load, the value of which is set for measurement (when measured by the ammeter and voltmeter method). 3.3. Due to the possibility of a significant voltage drop at the grounding conductor, the area near the auxiliary grounding conductor must be inaccessible to people (when measured by the ammeter and voltmeter method). 3.4. Measurements must be carried out through isolating transformers. 3.5. During operation, the portable probe and ground electrode are driven into the ground to a depth of no more than 0,5 m. 3.6. It is forbidden to lay wires to the probe and the grounding conductor along the carriageways. 4. Labor protection requirements at the end of work 4.1. Turn off settings and measuring equipment. 4.2. Restore the working circuit of the grounding device. 4.3. Remove workplace. 4.4. Carry out work to turn on the equipment in the reverse order specified in paragraph 2.1 of this Instruction. 4.5. The results of resistance measurement are drawn up in a protocol and entered in the passport of the grounding device. The work done is recorded in the operational log.
