Persons at least 18 years of age who have passed a medical examination, briefing and training at the workplace, testing knowledge of labor protection rules in accordance with the Regulations on the procedure for training and testing knowledge on labor protection of managers, specialists and workers of enterprises, institutions and communication organizations. 1.2. Work on measuring insulation resistance is carried out in the order of current operation by at least two persons of operational personnel, one of whom must have an electrical safety group of at least III. 1.3. Personnel taking measurements must: 1.3.1. Know the rules for working with a megger. 1.3.2. Comply with internal labor regulations. 1.3.3. Be able to provide first aid to victims of electric current and other accidents. 1.3.4. In case of injury or illness, notify your immediate supervisor. 1.4. The victim or eyewitness immediately notifies the immediate supervisor of each accident. 1.5. When carrying out work on measuring the insulation resistance, exposure to dangerous voltage in the electrical circuit is possible, the closure of which can occur through the human body. 1.6. Each employee must be provided with special clothing and personal protective equipment (PPE) in accordance with the Model Industry Standards for the free issue of special clothing, special footwear and other personal protective equipment for communication workers, given in the appendix. 1.7. For non-compliance with this Instruction, the perpetrators are held liable in accordance with the internal labor regulations or penalties determined by the Code of Labor Laws of the Russian Federation. 2. Labor protection requirements before starting work 2.1. Prepare and visually determine the performance of tools, devices and PPE. 2.2. Obtain permission from the TsSPV to carry out these works. 2.3. Warn the personnel of amplifying stations reserving this FPV about turning on the station. 2.4. Prepare the workplace. 2.5. Wear overalls. 2.6. The circuit under test must be grounded while the megger is being connected. 3. Labor protection requirements during work 3.1. Work on measuring the insulation resistance of electrical wiring and cables of the equipment and premises of the SPV must be carried out only on completely de-energized equipment with the external lines disconnected from the output transformers of the amplifier and feeder transformers of the SVK. 3.2. Turn off the equipment, turn off the switches of both inputs on the RSC; remove the fuses from the backup input of the MSS and put a protective cover on its lower tweezers. 3.3. Remove the fuses from the working input and install the protective cover. 3.4. When removing the MSS fuses, it is mandatory to use dielectric gloves and goggles. 3.5. Hang posters on the tweezers of both inputs "Do not turn on! People are working." 3.6. Open the doors of the RSC, use the low voltage indicator to make sure that there is no voltage on the current-carrying circuits. 3.7. When measuring in power circuits, electrical receivers, as well as devices and devices, must be turned off. 3.8. When measuring the insulation resistance in lighting circuits, the lamps must be unscrewed, and the sockets, switches and group shields connected. 3.9. During operation, it is allowed to use only insulated wires to the megohmmeter with special crocodile-type tips. 3.10. During the measurement process, do not touch the connecting elements of the equipment under test. 3.11. During a thunderstorm or when it approaches, measurements must be stopped. 4. Labor protection requirements in emergency situations 4.1. In the event of an accident or situations that can lead to accidents and accidents, you should: 4.1.1. Stop work immediately and notify your immediate supervisor. 4.1.2. Promptly take measures to eliminate the causes of the accident or the causes that can lead to accidents and accidents. 4.1.3. It is necessary to inform the immediate supervisor about the victims of accidents, report to the first-aid post and take urgent measures to provide the necessary first aid. 5. Labor protection requirements at the end of work 5.1. Install fuses. Close the doors of the RSC. 5.2. Remove the protective cover from the working input and install the fuses. Remove the cover and install fuses on the backup input. 5.3. Turn on both input switches on the RSC. Turn on the working and reserve inputs in turn with the package switch. 5.4. According to the readings of the RSShch voltmeter, make sure that there is voltage on all phases. 5.5. Apply power to the equipment, turn on the switches on the RSC. 5.6. Notify the TsSPV about the end of the measurements, check the remote shutdown of the equipment. 5.7. Clean up the workplace, remove posters. 5.8. Draw up a protocol for measuring the insulation resistance of electrical wires and cables. 5.9. Completion of work is recorded in the operational journal. 5.10. Put away overalls and personal protective equipment in specially designated places. 5.11. All deficiencies in labor protection discovered during work must be notified to your immediate supervisor.
