Safe Operation

1. General requirements for labor protection

1.1. Persons at least 18 years of age who have passed a medical examination, introductory briefing, briefing and training at the workplace, testing knowledge on labor protection in accordance with the Regulations on the procedure for training and testing knowledge on labor protection are allowed to work on the MFL when crossing with contact networks of ground electric transport managers, specialists and workers of enterprises, institutions and communication organizations with an electrical safety group of at least III. The work manager must have an electrical safety group of at least IV.

In each case, the quantitative composition of the team is determined by the work manager. The work is done in sequence.

1.2. Each employee must be provided with special clothing and personal protective equipment in accordance with the Model Industry Standards for the free issue of special clothing, special footwear and other personal protective equipment, given in the appendix.

1.3. When working near and at the intersections of the MFL PV with contact networks of ground transport, the following hazardous and harmful production factors are possible:

dangerous voltage in the electrical circuit, the closure of which can occur through the human body;
work at height;
work with harmful substances (antiseptics, insulating varnishes, etc.).

1.4. Work on the MFL is prohibited:

1.4.1. During a thunderstorm and when it approaches.

1.4.2. When the wind speed is above 15 m/s.

1.4.3. With snowstorms, sandstorms.

1.5. Electricians serving the MFL are required to:

1.5.1. Perform the work that is defined by the job description.

1.5.2. Comply with internal labor regulations.

1.5.3. Follow the instructions on fire safety measures.

1.5.4. Be able to provide first aid to victims of electric current and other accidents.

1.5.5. In case of injury or illness, notify your immediate supervisor.

1.5.6. The victim or eyewitness immediately notifies the immediate supervisor of each accident.

1.5.7. Observe the rules of personal hygiene.

1.6. When working at the intersection of the MFL with contact networks of ground transport, the presence of the foreman is mandatory.

1.7. For failure to comply with this Instruction, the perpetrators are held liable in accordance with the internal labor regulations or penalties determined by the Labor Code of the Russian Federation (currently the Labor Code of the Russian Federation).

2. Labor protection requirements before starting work

2.1. Prepare the necessary tools, devices and protective equipment for this work, make sure that they are in good condition.

2.2. Wear the prescribed clothing.

2.3. Put up the necessary fences and warning signs.

2.4. Obtain instruction on measures in especially hazardous areas from the foreman.

2.5. Before starting work, you must make sure that there is no extraneous voltage on the wires.

2.6. The absence of extraneous voltage on the wires should be checked first with a high-voltage indicator, and then with a low-voltage indicator (the primary check is carried out by the manufacturer).

2.7. An employee who has discovered extraneous power frequency voltage on communication or wired broadcasting wires has no right to start work. He must inform the work manager about this and not start work until the damage is repaired.

3. Labor protection requirements during work

3.1. Suspension and dismantling of wires of communication lines and wire broadcasting crossing the wires of the contact network of ground electric transport must be carried out with the contact network disconnected and grounded at the work site.

3.2. Pull the wires over the contact network disconnected and grounded at the work site using a dry rope.

3.3. The wire being pulled must be grounded. Throwing a dry rope over a contact network is only allowed from an aerial platform.

3.4. When unwinding the wires, make sure that the wire does not catch on any object. When releasing a hooked wire that has formed a corner, the fitter must be on the outside of the corner.

3.5. When lighting wires in populated areas and at intersections with roads, to warn drivers of vehicles and pedestrians on both sides towards traffic at a distance of 100 m from the place of work, signalmen with flags should be placed, and warning signs "Roadworks" should be installed at a distance 5-10 m from the place of work.

4. Labor protection requirements in emergency situations

4.1. In the event of an accident, you must:

4.1.1. Stop work and notify the person responsible for the work.

4.1.2. Under the guidance of the person responsible for the production of works, promptly take measures to eliminate the causes of accidents.

4.1.3. In the event of an accident, the victim must be given first aid, call an ambulance or send the victim to a first-aid post.

Report the incident to management.

5. Labor protection requirements at the end of work

Upon completion of work, the electrician must:

5.1. Clean and tidy work area.

5.2. Deliver tools and accessories to the main place of work.

5.3. Upon arrival at the main place of work, take off your overalls, wash your hands with soap and water, and take a shower.

5.4. Inform the person responsible for the execution of the work about all the shortcomings noticed during the work and the measures taken to eliminate them.
