Safe Operation

1. General safety requirements

1.1. Men at least 18 years of age who have passed a medical examination and are found fit for steeplejack work are allowed to carry out work on the construction and repair of pipes, after having been trained in the profession of pipe laying under a special program and receiving the appropriate certificate.

1.2. Before starting work at a new place, the pipe fitter must be familiarized with the design of the work for signature during briefing at the workplace.

1.3. The pipe fitter must know the production instructions for technical equipment for the mechanic and auxiliary workers.

1.4. After installing a mine hoist or jib crane, the pipe maker is required to take part in their testing. Without testing and drawing up an appropriate report, their operation is not allowed.

1.5. Work on repair and disassembly of pipes must be carried out according to the work permit and in accordance with the work plan.

1.6. When manufacturing and installing fingers and the flooring of the internal adjustable working platform, materials must be used in accordance with the PPR. The working platform must be tested after the first installation. When constructing pipes using a jib crane, it is necessary to have two working platforms (grids), spaced 1,2 m from each other.

1.7. Pipe laying and jointing should only be done from work sites. Masonry from the wall is allowed if its thickness is at least 3 bricks, and the pipelayer must be secured with a safety belt using a cable with a diameter of 6-8 mm, tied to one of the internal running brackets, but not higher than the 3rd from the top of the masonry, or design of a mine hoist (jib crane).

1.8. Ascent to and from the pipe is carried out using external running brackets, which, as the pipe grows, must be protected with strip iron, according to the work plan.

1.9. Do not touch or stand on the top brace.

1.10. To safely cross the edge of the pipe, the pipe maker must use a movable fence PBP-1l, tested with a rope with knots and a 6-8 mm cable with a loop, which must be secured to the structure of the lift or to the third bracket from the top.

The lead pipe maker must be the first to ascend the pipe and the last to descend.

Simultaneous lifting or lowering of several pipelines from the pipe is prohibited.

1.11. Cantilever beams of traffic light platforms are laid in the masonry to a depth of at least 250 mm. To hold them in a horizontal position, it is necessary to use vertical brackets laid to a depth of at least 4 rows of masonry or braces attached to a shaft hoist.

1.12. When working, you should use only a serviceable tool that is well-filled and securely attached to the handles. It must be carried and kept in special boxes or bags.

1.13. The pipe fitter's workplace must be kept clean. Place broken bricks, crushed stone and debris from the top of the pipe in containers; dumping them is prohibited. As a rule, brick cutting should be done at the bottom.

1.14. The pipe-layer must firmly know the coded signals: “Rise”, “Descent” and “Stop”.

1.15. to work as a fire retardant and slinger according to the appropriate program, passing exams and obtaining a certificate for the right to perform these works.

1.16. The installation (dismantling) of the shaft hoist and anti-corrosion protection of pipes can be carried out by the pipe fitter after receiving additional instructions on technical equipment from the foreman, and must be carried out in accordance with the instructions set out in the work project, which the pipe fitter must obtain from the foreman.

1.17. Material should be placed evenly on work sites in accordance with the work plan.

Site overloading is prohibited.

1.18. It is prohibited to climb the pipe and work on it: during a thunderstorm, heavy rain, ice and snowfall, and during wind speeds of 15 m/sec or more.

2. Pipe laying safety requirements before starting work

2.1. Together with the mechanic, check the technical condition of the mine hoist and electric winch, paying special attention to the operation of the brakes, the condition of the steel rope, lifting devices and containers.

2.2. Check that the auxiliary workers have helmets and the required protective clothing. Explain to them the procedure for loading containers with mortar and bricks and what precautions they must take when lifting a load with a jib crane or when loading a mine hoist cage.

2.3. Check the knowledge of the mechanic and auxiliary workers of the coded signals: “Rise”, “Descent”, “Stop”.

2.4. Put on a safety belt before lifting to work.

2.5. Check the serviceability of the working platform and the jib crane.

2.6. The pipe fitter should not start work if, during the inspection, defects are discovered that, in his opinion, can lead to an accident or accident. If it is impossible to eliminate them on your own, the pipe maker is obliged to inform the foreman about this.

3. Requirements for the safety of the pipeline during operation

3.1. While working on pipe construction, the pipelayer must strictly follow the instructions set out in this section of the instructions and in the work plan.

3.2. When constructing chimney brick pipes using a jib crane, be guided by the following:

  • construction of pipes using a jib crane equipped with a limit switch, with the installation of internal adjustable working platforms, is allowed for pipes up to 60 m high, the upper internal diameter of which does not exceed 2,1 m;
  • When accepting a load, be sure to secure yourself with a safety belt for the internal bracket (third from the top) of the shaft hoist structure or for the crane-jib coupling. To pull up the load, use a special hook with a smooth handle;
  • placing a container with bricks or a tub of mortar on the pipe wall is prohibited;
  • carefully monitor the lifting of the load and, if necessary, give signals to the mechanic to stop lifting;
  • the jib crane should be repositioned under the direct supervision of the leading pipe layer, and insurance with a safety belt is mandatory;
  • In all cases, the jib crane is installed in internal running brackets and must be wedged in at least three (counting every other) brackets, except for the top one;
  • The internal adjustable platform is made of boards and panels placed on fingers. The ends of the fingers must rest on a tie row located at least two rows below the edge of the masonry and extend into the masonry at least 120 mm. The span between the fingers should be twice as large as the distance from the middle of the finger to the masonry, so that the deck panels cannot overturn. For safe work, it is necessary to have two sets of fingers with flooring;
  • Sealing of finger sockets is carried out from special scaffolds suspended on strings from the fingers.

3.3. In case of any ambiguities or difficulties in the work, the pipe fitter must stop working and contact the foreman (foreman) and receive additional instructions from him.

3.4. When supplying materials to the pipe using a shaft hoist, be guided by the following:

  • follow the instructions set out in the general provisions in paragraphs. 2.5. and 2.6. this instruction and in the work project;
  • when building up the lift shaft, as well as when dismantling it, you should follow the instructions for installing and dismantling the shaft lift; lift the head when the brick and mortar are exhausted;
  • lifting and lowering people into the mine hoist cage, as well as along steel ropes, crossbars and braces is prohibited;
  • The flooring of the working platform should be made without targets from edged pine boards with a thickness of at least 40 mm. When lifting the head, make sure that the working platform does not jam in the pipe, and that the gap between the edge of the platform and the masonry does not exceed 100 mm;
  • unloading of materials onto the working platform is allowed only after installing the cage on the support cams;
  • make sure that the openings in the places where the cage is loaded and unloaded during its raising or lowering are constantly closed with doors. They are only allowed to be opened at the time of loading or unloading;
  • entering the lower part of the lift shaft to center the pipe is permitted only after installing the raised cage on the landing cams and with the plumb line lowered to the bottom;
  • raising and lowering the cage with the trolley is permitted only after installing stops that protect the trolley from spontaneous shifting;
  • categorically prohibit the admission of unauthorized persons to the danger zone.

3.5. When performing lining, after finishing laying the pipe shaft, the head of the shaft hoist is lowered on screws to the bottom of the pipe. When the gap between the edge of the platform and the masonry reaches more than 300 mm (when lowering the head), a strong fence with a height of at least one meter must be made along the perimeter of the platform. The work site is rebuilt and tested.

3.6. When installing tie-down ruts, the pipelayer must be guided by the following:

  • before installation, check the passport for compliance with the technical conditions for their manufacture;
  • check that the brackets are in good condition and have stops that prevent the floor panels from moving;
  • the distance between the brackets should be no more than 600 mm, and it is prohibited to hang the brackets on turnbuckles;
  • during the installation of rings, brackets, flooring panels, decking and fences of traffic light areas, as well as when painting them, it is necessary to be constantly secured with a mounting belt for the bypass cable attached to the outer running brackets;
  • When moving the scaffolding to another tier, fold the shields or flooring boards flat. It is prohibited to lean them vertically against the pipe.

Hanging the brackets onto the clamping ring is only permitted after the bolts have been fully tightened.

The tightness of the tightening bolts is checked by inspection and by tapping with a heavy hammer:

  • lifting the ring links should be done by pulling them using a strong rope;
  • When rearranging brackets and flooring, start from the running brackets. Excess brackets should be lowered down;
  • In case of strong wind, rain, ice and poor visibility, installation of rings should be stopped.

4. Safety requirements after finishing work

4.1. Clear the workplace of debris and broken bricks, load them into the bucket and lower them down.

4.2. Collect the tool in a box, lower the faulty tool down.

4.3. When descending from the pipe, be sure to use a safety belt, a safety rope and a rope with knots.
