This instruction regulates the basic safety requirements when performing vulcanization work in a motor transport company. 1.2. The vulcanizer must comply with the requirements of the instructions developed on the basis of this one, and the instructions developed taking into account the requirements set forth in the standard labor protection instructions:
Having noticed violations of safety requirements by another worker, the vulcanizer must warn him of the need to comply with them. The vulcanizer must also follow the instructions of the representative of the joint committee (commission) on labor protection or the authorized (trusted) person on labor protection of the trade union committee. The vulcanizer must know and be able to provide first aid to the victim in accordance with standard instructions No. 22 for providing first aid in case of accidents. The vulcanizer should not start performing one-time work that is not related to direct duties in the specialty, without receiving targeted instruction. 2. General safety requirements 2.1. To independent work as a vulcanizer, men are allowed not younger than 18 years old, who have the appropriate qualifications, who have received introductory instruction and initial instruction at the workplace on labor protection, trained in safe work methods. 2.2. A vulcanizer who has not undergone a timely re-instruction on labor protection (at least once every 3 months) should not start work. 2.3. When applying for a job, a vulcanizer must undergo a preliminary medical examination, and in the future - periodic medical examinations within the time limits established by the Ministry of Health and Medical Industry of Russia. 2.4. The vulcanizer is obliged to comply with the internal labor regulations approved by the enterprise. 2.5. The duration of the working time of the vulcanizer should not exceed 40 hours per week. The duration of daily work (shift) is determined by the internal labor regulations or shift schedule, approved by the employer in agreement with the trade union committee. 2.6. The vulcanizer must be aware that dangerous and harmful factors that may affect him in the process of work are: equipment and tools; steam under pressure; petrol; sulfur dioxide, carbon monoxide, etc. 2.6.1. Equipment and tools can cause injury due to misuse or malfunction. Parts of the equipment heated to a high temperature cause burns when touched. Violation of the insulation of electrical wiring, as well as the lack of grounding and fencing of live parts can lead to electrical injury. It is forbidden to use tools, fixtures, equipment, with which the vulcanizer is not trained and instructed. 2.6.2. Pressurized steam is dangerous, as serious burns can occur if pipes burst. 2.6.3. Gasoline can cause a fire if handled carelessly. 2.6.4. Sulfur dioxide, carbon monoxide and other gases released during the vulcanization process, entering the body, lead to poisoning. 2.7. The vulcanizer must work in special clothing and, if necessary, use other personal protective equipment. 2.8. In accordance with the Model Industry Standards for the free issue of special clothing, special footwear and other personal protective equipment, the vulcanizer is issued:

The vulcanizer must observe the rules of personal hygiene. Wash hands with soap and water before eating and smoking. For drinking, use water from devices specially designed for this purpose (saturators, drinking tanks, fountains, etc.). 2.11. For non-compliance with the requirements of the instructions developed on the basis of this standard instruction and specified in clause 1.2, the vulcanizer is liable in accordance with applicable law. 3. Safety requirements before starting work 3.1. Before starting work, the vulcanizer must: 3.1.1. Put on personal protective equipment, fasten the cuffs of the sleeves of the overalls. 3.1.2. Get a job assignment from your immediate supervisor. Perform work only in accordance with the assignment received. 3.1.3. Inspect your workspace and prepare it for work. 3.1.4. Check the condition of the floor in the workplace. If the floor is slippery or wet, demand that it be mopped or sprinkled with sawdust, or do it yourself. 3.1.5. Check the availability and serviceability of equipment, safety devices, tools, fixtures. 3.1.6. Check the availability of grounding equipment, fences, serviceability of electrical wiring, local suction (from the roughening machine). 3.1.7. Turn on the supply and exhaust ventilation. 4. Safety requirements during work 4.1. During work, the vulcanizer must: 4.1.1. Cut out damaged areas of tires only after thorough cleaning (washing) of tires from dirt. Tires should be washed in a special chamber or in a bath. 4.1.2. While working on the steam vulcanizing machine, monitor the water level in the boiler, the steam pressure on the pressure gauge and the operation of the safety valve. When the water level drops, pump it up only in small portions. The safety valve must be adjusted so that it operates when the operating pressure is exceeded in order to prevent the boiler from exploding. 4.1.3. Comply with electrical safety requirements when working on an electrovulcanization apparatus. 4.1.4. During the roughening of tires, wear goggles and turn on local suction. 4.1.5. Cut out damaged areas and patches by holding the knife away from you. Work only with a knife that has a serviceable handle and a sharply sharpened blade. 4.1.6. Remove the chamber from the vulcanizer only after the repaired area has cooled down. 4.1.7. Apply compressed air to the airbag only after fixing the tire and bead plates with clamps. 4.1.8. Remove the air bag from the tire only by the fabric loop of the bag after the air is released from it. 4.1.9. Install and remove tires of a truck (bus) from the vulcanization equipment using lifting mechanisms or two workers at the same time. 4.1.10. Keep the containers with gasoline and glue constantly closed, open them only as needed. At the workplace, store gasoline and glue in an amount not exceeding the shift requirement. Gasoline and glue should be no closer than three meters from the furnace of the steam generator. 4.1.11. Prepare glue only in the preparation room. 4.1.12. Turn off and wrap steam valves and clamps only in mittens. 4.2. It is forbidden:
5. Safety requirements in emergency situations 5.1. In the event of a pump malfunction (impossibility to pump water into the boiler), immediately stop operation, remove fuel from the furnace and release steam. Do not extinguish fuel with water. 5.2. The vulcanizer must immediately inform the employer about each accident that he witnessed, and provide the victim with first aid, call a doctor or help deliver the victim to a health center or the nearest medical facility. If the accident happened to the vulcanizer himself, he should, if possible, go to the health center, report the incident to the employer or ask someone around to do it. 6. Safety requirements at the end of work 6.1. Upon completion of work, the vulcanizer must: 6.1.1. Tidy up your workplace: turn off ventilation and electrical equipment; remove tools and fixtures in the place provided for them; remove scraps of tires and cameras; remove the vessels with the remnants of gasoline, glue and brushes in tightly closed metal boxes. 6.1.2. Drain all flammable liquids only into bunkers specially designed for this purpose. It is forbidden to drain the remains of gasoline and glue into the sink and sewer wells. 6.1.3. Release steam and air from appliances and equipment. 6.1.4. Remove personal protective equipment and put them in the place intended for them. Timely hand over special clothing and other personal protective equipment for dry cleaning (washing) and repair. 6.1.5. Wash your hands with soap. 6.1.6.
