1. General provisions

1.1. Persons at least 18 years of age who have work experience or training in the profession and have passed:

  • medical examination and recognized fit for work in this profession;
  • introductory briefing on labor protection, industrial sanitation and fire safety;
  • primary briefing and training (internship) at the workplace;
  • verification of knowledge of the current instructions at the workplace and labor protection rules in the qualification commission.

1.2. The admission of a tinsmith to independent work is issued by a written order for the enterprise.

1.3. Re-instruction is carried out after three months. Periodic testing of knowledge on labor protection is carried out at least once a year.

1.4. When new or revised safety rules for the performance of work are put into effect, after an accident or accident that occurred at an enterprise or in a workshop (section) due to a violation by workers of labor protection rules, and when facts of unsatisfactory knowledge of workers of labor protection instructions are established, there may be scheduled an extraordinary examination of knowledge.

1.5. A tinsmith is not allowed to work in the following cases:

  • when appearing at work in a state of alcoholic or drug intoxication;
  • in the absence of overalls, footwear and other personal protective equipment in accordance with the current norms and rules of labor protection;
  • in a painful condition;
  • in case of violation of the rules, norms and instructions for labor protection.

1.6. The tinsmith reports to the foreman of the site, and in the process of work - to the foreman and performs only the work that is assigned to him.

1.7. The tinker is obliged:

  • perform the work for which he was instructed and approved by the master, qualitatively and on time;
  • keep tools, equipment and workplace clean and tidy;
  • work only with serviceable tools, devices and mechanisms;
  • observe the rules of internal labor regulations, the rules of safe work and fire safety.

1.8. The tinsmith must be familiar with the dangerous and harmful production factors affecting the worker (risk of injury, electric shock, and others).

1.9. The tinsmith is given overalls, safety shoes and other personal protective equipment in accordance with the Model Industry Standards: a viscose-lavsan suit, a canvas apron, combined gloves, goggles.

1.10. For violation of labor protection rules and this instruction, the perpetrators are liable in the manner prescribed by law and internal labor regulations.

2. Safety requirements before starting work

2.1. Inspect the workplace and make sure that it is adequately lit, that there are no objects that could interfere with work, that supports, workpieces, parts, and containers for parts and waste are available and correctly located.

2.2. Put on and tidy up your work clothes correctly, tuck them in so that there are no hanging ends, put your hair under your headgear.

2.3. Prepare the necessary tools and equipment for the job.

2.4. The tool must meet the following requirements:

  • hammers and sledgehammers should have a slightly convex, smooth head surface, without burrs, gouges, dents, and should be wedged on a wooden handle;
  • handles of sledgehammers, hammers and punches should be made of dry wood of hard and viscous species, straight, oval in section with a slight thickening towards the free end;
  • percussion instruments (chisels, crosscuts, barbs, notches, cores, etc.) should not have beveled or knocked-down heads with cold hardening.

All tools with pointed ends for attaching handles (files, hacksaws, etc.) must have handles at least 150 mm long with metal clamping rings to prevent splitting; the working surfaces of the mallets should be free of cracks and significant potholes; on the working surfaces of the jambs and supports there should be no crumbled places; the jaws of the vise and clamps must have an unfinished notch.

2.5. When receiving a power tool (electric drill or grinder) with a voltage above 36 V, require dielectric rubber gloves, dielectric galoshes or rugs. The ground wire of the electric machine must be fixed.

2.6. The air rubber hoses of the pneumatic cleaning machine must not be damaged, must be securely fastened to the fitting, and also interconnected using barbed nipples and secured with clamps or soft iron wire laid in 4-5 rows from each end of the hose. The fittings must have serviceable edges and threads, ensuring a strong and tight connection of the hose to the pneumatic tool and to the air line.

The abrasive wheel should have neither radial nor axial runout.

2.7. When proceeding with the permission of the master to work on the equipment, check:

  • serviceability of its parts and mechanisms (external inspection);
  • the presence and strength of fastening of fences and protective devices;
  • operation of controls (buttons, pedals, levers, etc.) and brakes;
  • the presence of lubrication of rubbing parts of the equipment;
  • idle operation of the equipment.

2.8. If a malfunction of equipment, tools or devices is detected, inform the foreman and do not start work until the troubleshooting. It is forbidden for a tinsmith to work on faulty equipment, use a faulty tool, as well as disassemble and repair an electro-pneumatic tool.

2.9. When performing work near an electric welding station, require the foreman to fence the welding station with shields or screens, and when working together with welders, wear safety glasses with dark glasses.

3. Safety requirements during work

3.1. Keep the workplace in proper order: put the blanks and products in the places allotted for them, avoid blocking the passages and driveways, put the production waste in a special container.

3.2. Ensure that the tools and equipment used are in good condition.

3.3. When manufacturing (shaping) a part on a wooden blank, observe the following:

  • correctly and stably install a large-sized blank on supports (horses) corresponding to the load, and under rotating blanks, in addition, place special supports that prevent their arbitrary rotation;
  • using clamps, correctly install and securely fasten them to the blank, while installing the upper planes of the clamps parallel to the plane of the base of the blank, special recesses for the lower and upper support washers of the clamps should be provided in the blanks and clamps;
  • periodically check the tightness of the clamps pressing the sheet metal with wooden clamps, since the tightening during the manufacture (forming) of the part on the blank may loosen, the clamps may fall, causing injury.

3.4. All work with sheet metal: carrying, laying, cutting, bending - to be done in gloves.

3.5. Work on the drilling machine in gloves is prohibited.

3.6. When working with a chisel, cross cutter, hammer, punch and other impact tools, as well as when cutting workpieces with hand scissors, use safety glasses.

3.7. Do not clean the surfaces of the parts to be processed with bare hands, but use a brush for this.

3.8. Remove chips from the cutting tool with a brush-basting after the tool has completely stopped.

3.9. When working with a rotary pneumatic or electric tool, do not keep your hands near the rotating cutting tool, be careful not to grab the workwear with the tool. Working with gloves is prohibited.

3.10. Handle pneumatic and electric tools with care: do not throw or let them fall, put them carefully in a dry and clean place in plain sight, do not leave them unattended.

3.11. Lay air hoses, electrical wires and cables in such a way that they are not run over by vehicles and people do not step on them, do not allow them to break, entangle, cross with cables, acetylene and oxygen hoses.

3.12. When carrying pneumatic and electric tools, hold them by the handle of the body, and the air hoses, electric wire or cable are rolled into a ring. Do not carry the tool by holding it by the hose, power cord, cable, or cutting part.

3.13. Do not use drills with knocked down or rolled cones. The taper of the insert tool must match the size of the mounting sleeve; padding is prohibited.

3.14. Change the cutting tool with the plug of the power tool turned off, and the pneumatic tool - with the valve on the air line closed.

3.15. When starting to process a workpiece or part with a pneumatic or electric tool, make sure that the part or workpiece is securely fixed and cannot turn during processing.

3.16. During breaks in work, do not put pneumatic and electric tools on your knees, do not press them to yourself, do not allow another person to take them.

3.17. Connect the power tool to the power supply only by means of a plug connection. If there is no such connection, call an electrician to connect a power tool.

3.18. In the event of a power outage or a break in operation, the power tool must be disconnected from the mains.

3.19. When connecting the hose to the air line, make sure that it is securely attached to the fitting.

3.20. Before connecting to the tool, blow the hose with compressed air, after connecting it to the network, direct the air stream upwards. Directing the air jet at people, the floor and equipment is prohibited.

3.21. Connecting the hose to the network and to the pneumatic tool, as well as disconnecting it, should be done with the valve on the air line completely closed.

3.22. Ensure that there is no air leakage at the hose connections.

When the air supply is interrupted or during breaks in work for a short time, close the valve on the air line and remove the plug-in tool, and on drilling machines, move the starting clutch to the non-working position.

3.23. When using a grinding machine, fasten abrasive wheels on mandrels with two keys. It is forbidden to fix abrasive wheels by clamping the machine in a vise.

3.24. When working on manual or mechanized rolling, the following requirements must be met:

  • do not pass strip, round and other section steel through the roller;
  • do not correct metal sheets and do not manually clean them during rolling; in the event of foreign objects falling between the rolls, immediately turn off the rolls and only after they have completely stopped remove the foreign object.

3.25. When working on a corrugating machine, you should:

  • check for foreign objects and scraps of metal between the sliders;
  • adjust the side stops to the required corrugation length.

3.26. When sharpening a tool on an abrasive wheel, you must:

  • use a protective screen, and in the absence of a screen, goggles;
  • make sure that the gap between the abrasive wheel and the tool does not exceed 3 mm; if the gap is more than 3 mm, immediately stop work and inform the foreman about it;
  • remember that it is forbidden to sharpen parts with the side (end) surface of the circle.

4. Safety requirements after finishing work

4.1. Turn off machines and other equipment, wipe and lubricate the rubbing parts of machines and mechanisms.

4.2. Clean instruments and store them.

4.3. Remove waste from the workplace and aisles. The remaining material should be stacked in such a way that it does not interfere with the passage or passage.

4.4. Take off your overalls, shoes and put them in the designated place.

4.5. Wash face and hands with warm soapy water or take a shower.

4.6. Report any defects observed during operation to the supervisor.

5. Safety requirements in emergency situations

5.1. If smoke is detected or a fire occurs, a fire must be immediately notified to the foreman, a fire alarm should be announced (by local radio or sound signals) and reported to the fire brigade using the nearest telephone.

At the same time, take measures to eliminate the fire using the available primary fire extinguishing means (fire extinguishers, water, sand, etc.) according to the source of the fire.

5.2. In the event of an unexpected appearance of gas in the operating workshops, you should immediately put on a gas mask, stop work and get out of the danger zone, informing the work manager.

5.3. If a malfunction of the pneumatic or electric tool is detected, work must be stopped immediately.

5.4. Report each accident, accident, fire and other dangers threatening an accident or accident to the foreman of the site, organize first aid to the victim and send him to a medical facility, maintain the workplace situation and the condition of the equipment as they were until the investigation at the time of the incident, and do not start work until they are eliminated.

5.5. First aid.

5.5.1. First aid for electric shock.

In case of electric shock, it is necessary to immediately release the victim from the action of electric current by disconnecting the electrical installation from the power source, and if it is impossible to disconnect it, pull it away from the conductive parts by clothing or using insulating material at hand.

If the victim has no breathing and pulse, it is necessary to give him artificial respiration and indirect (external) heart massage, paying attention to the pupils. Dilated pupils indicate a sharp deterioration in the blood circulation of the brain. In this condition, revival must begin immediately, and then call an ambulance.

5.5.2. First aid for injury.

To provide first aid in case of injury, it is necessary to open an individual package, apply a sterile dressing, which is placed in it, to the wound and tie it with a bandage.

If somehow the individual package was not found, then a clean handkerchief, a clean linen rag, etc. must be used for dressing. On a rag that is applied directly to the wound, it is advisable to drip a few drops of tincture of iodine to get a stain larger than the wound, and then apply the rag to the wound. It is especially important to apply the tincture of iodine in this way to contaminated wounds.

5.5.3. First aid for fractures, dislocations, shocks.

In case of fractures and dislocations of the limbs, it is necessary to strengthen the damaged limb with a splint, plywood plate, stick, cardboard or other similar object. The injured arm can also be hung with a bandage or handkerchief from the neck and bandaged to the torso.

In case of a skull fracture (unconsciousness after a blow to the head, bleeding from the ears or mouth), it is necessary to apply a cold object to the head (a heating pad with ice, snow or cold water) or make a cold lotion.

If a fracture of the spine is suspected, it is necessary to put the victim on the board, without lifting him, turn the victim on his stomach face down, while observing that the body does not bend, in order to avoid damage to the spinal cord.

In case of a fracture of the ribs, a sign of which is pain during breathing, coughing, sneezing, movements, it is necessary to tightly bandage the chest or pull it off with a towel during exhalation.

5.5.4. First aid for burns with acids and alkalis.

If acid or alkali gets on the skin, the damaged areas must be thoroughly washed with water for 15-20 minutes, after which the acid-damaged surface should be washed with a 5% solution of baking soda, and the burnt with alkali - with a 3% solution of boric acid or an acetic solution. acids.

In case of contact with the mucous membrane of the eyes of acid or meadows, it is necessary to rinse the eyes thoroughly with a stream of water for 15-20 minutes, wash them with a 2% solution of baking soda, and a burnt meadow with a 3% solution of boric acid or a 3% solution of acetic acids.

In case of burns of the oral cavity with alkali, it is necessary to rinse with a 3% solution of acetic acid or a 3% solution of boric acid, for acid burns - with a 5% solution of baking soda.

If acid enters the respiratory tract, it is necessary to breathe with a 10% solution of baking soda sprayed with a spray bottle, if alkali enters, a sprayed 3% solution of acetic acid.

5.5.5. First aid for thermal burns.

In case of burns with fire, steam, hot objects, in no case should you open the formed blisters and bandage the burns with a bandage.

For first-degree burns (redness), the burned area is treated with cotton wool soaked in ethyl alcohol.

For second-degree burns (blisters), the burnt area is treated with alcohol or a 3% manganese solution.

For third-degree burns (destruction of skin tissue), the wound is covered with a sterile dressing and a doctor is called.

5.5.6. First aid for bleeding.

In order to stop bleeding, you must:

5.5.6.1. Raise the injured limb up.

5.5.6.2. Close the wound with a dressing (from a bag), folded into a ball, press it from above, without touching the wound itself, hold for 4-5 minutes. If the bleeding stops without removing the applied material, put another pad from another bag or a piece of cotton on top of it and bandage the wounded area (with some pressure).

5.5.6.3. In case of severe bleeding that cannot be stopped with a bandage, compression of the blood vessels that feed the wounded area is applied by bending the limb at the joints, as well as with fingers, a tourniquet or a clamp. In case of heavy bleeding, you should immediately call a doctor.

5.6. In all cases, follow the instructions of the head of work to eliminate the consequences of an emergency.
