Introduction

This standard instruction has been developed taking into account the legislative and regulatory acts of the Russian Federation containing the norms and rules of labor protection, and is intended for workers in the construction, building materials industry and housing and communal services when they perform work according to their profession and qualifications (hereinafter referred to as workers).

General safety requirements

1. In the process of performing work, according to their profession and qualifications, employees are required to comply with the requirements of this standard instruction, standard labor protection instructions for workers of relevant professions and types of work, as well as the requirements of manufacturers' instructions for the operation of construction machines used by them in the course of work , means of protection, equipment, tool.

When performing work using new technology, as well as using new materials, structures, machines, equipment and technological equipment for which the requirements for safe work performance are not provided for by labor protection instructions, employees are required to follow labor protection recommendations developed by competent organizations in the prescribed manner.

2. In the course of daily production activities, employees are obliged to cooperate with employers in order to ensure joint actions to protect employees and other persons from hazardous and harmful production factors, including:

protection of workers from falling from a height;
protection of workers and other persons from falling objects from a height;
ensuring electrical safety;
ensuring fire and explosion safety;
ensuring road safety;
protection of workers and other persons from the impact of moving machines and mechanisms;
protection of workers and other persons from exposure to harmful substances, noise and vibration;
protection of workers from harmful climatic influences.

3. In cases of detection at the construction site, in production shops, sites, workplaces of violations of work safety requirements that cannot be eliminated on their own, and a threat to personal safety or health, employees must contact the work manager. If this person fails to take safety measures in a timely manner, employees have the right to suspend work and leave the danger zone,

Employees who have professional skills and do not have contraindications for age or gender according to their current profession, before being allowed to work, must undergo: a medical examination to be recognized as fit to perform work in the manner established by the Ministry of Health of Russia; training and testing knowledge of safe work methods, confirmed by the relevant certificate; introductory briefing on labor protection; initial training at the workplace.

5. Being on the territory of the construction site, in industrial and amenity premises, at work sites and workplaces, employees are obliged to comply with the internal labor regulations related to labor protection adopted in this organization. The admission of unauthorized persons, as well as the drinking of alcoholic beverages in these places are prohibited.

6. Workers must perform work according to their qualifications. In case of insufficient qualification, employees must undergo an internship under the guidance of a more experienced employee appointed by order of the organization.

7. Employees are obliged to maintain order at the workplace during the performance of work, clean it from debris, snow, ice, prevent violations of the rules for storing materials and structures, as well as overloading scaffolding and the integrity of fencing and protective devices.

8. The means of protection used in the process of work, power tools, equipment and technological equipment must be used for their intended purpose, in accordance with the instructions of the manufacturers for their operation and in the manner established by the projects for the production of works, technological maps or other technological documents.

9. Employees who are near the scene of the accident must provide assistance to the injured and inform the work manager about this. When investigating the causes of an accident, employees are required to report the circumstances of the accident that are known to them.

10. Employees guilty of violating the requirements of labor protection instructions bear administrative and criminal liability in the manner prescribed by law.
