Safe Operation

General labor protection requirements

1. Persons at least 18 years of age who have passed a medical examination, have been trained in safe working methods, have passed an examination of knowledge of labor requirements and safety, have an electrical safety group, and have the appropriate qualifications in accordance with the tariff and qualification directory are allowed to work as an electrician.

The list of positions of engineers and electrical personnel (electrical personnel operates electrical installations), who need to have an appropriate electrical safety group, is approved by the head of the enterprise.

After checking the knowledge of safe methods of work, the electrician is issued an appropriate certificate. In the future, the workers' knowledge of safety regulations is checked annually.

2. Each electrician must have a good knowledge of the rules for the technical operation of electrical installations and have an appropriate qualification group for safety.

3. An electrician is obliged to strictly comply with the safety regulations established for personnel servicing electrical networks and electrical installations.

4. It is necessary to strictly comply with the internal regulations in force at the construction site.

5. If you receive an industrial injury, you must stop work, notify the foreman about this and contact the first-aid post (medical unit).

6. Having noticed a violation of safety regulations by other workers or a danger to others, one cannot remain indifferent, one should warn the worker and foreman about the need to comply with the requirements that ensure the safety of work.

7. The electrician must comply with the safety requirements:

b) fire safety rules;

c) rules of personal hygiene.

8. Be able to provide assistance to victims of injuries.

9. When traveling to the place of work and back by car, strictly observe the rules for transporting people by car and follow the commands of the car's supervisor.

10. The following rules must be observed on the territory of the construction site:

a) be attentive to the signals given by crane operators and drivers of moving vehicles, and follow them:

b) not be under the lifted load;

c) pass only in places intended for passage and indicated by signs

d) wear a helmet;

e) it is forbidden to use lifting mechanisms for lifting people;

e) do not go beyond the fences of hazardous areas;

g) avoid places where work at height is carried out at a safe distance, since objects may fall from a height;

h) in order to avoid eye disease, do not look at the flame of electric welding;

i) do not touch electrical equipment and electrical wires (especially beware of bare or broken drives); do not remove guards and protective covers from live parts of the equipment;

j) do not eliminate the malfunctions of electrical equipment;

k) not to work on mechanisms without undergoing special training and obtaining a permit;

l) perform only assigned work;

m) not to use the sanitary facility for other purposes (as an overnight stay, etc.);

o) in case of an accident, immediately seek medical help and at the same time inform the foreman (foreman) about the incident;

o) noticing a violation of instructions by other workers or a danger to others, do not remain indifferent, but warn the worker and foreman about the need to comply with the requirements that ensure the safety of work.

11. The worker must be aware that in case of violation of the requirements of the instructions, he is liable in accordance with applicable law.

12. The worker has the right not to follow the instructions of the administration if they contradict the safety requirements of this instruction.

The electrician is allowed to work in the presence of the following protective equipment:

  • cotton overalls (GOST 12.4.100-80 as amended), type B; recommended fabrics: art. 3052, 3127, 3057 Black #16; art. 3244 with BO, Khaki #23, Brown #7,8; art. 3163, Khaki #23, Brown #7, 8;
  • combined mittens (GOST 12.4.010-75);
  • leather boots with a metal toe cap (GOST 10998-74 as amended).

In winter time:

  • cotton jacket with insulated lining (GOST 17222-71 as amended), type A, model E-10; recommended fabrics: art. 3136, 3489, 3479, 3095, Black #16, Brown #8, Blue #20, Khaki #23, 24;
  • cotton trousers with insulated lining (GOST 18235-72); recommended fabrics are the same;
  • felt boots (GOST 18724-80), art. 02.

Occupational safety requirements before starting work

1. The electrician is obliged to tidy up the overalls: fasten or clasp the cuffs of the sleeves with a wide elastic band; tuck in your clothes so that there are no fluttering ends, put on a tight-fitting headdress and tuck your hair under it.

2. It is necessary to inspect and tidy up the workplace, remove objects that interfere with work; check the serviceability of the working tool and arrange it in a convenient and safe order for use.

3. When accepting a shift, view the log, which records all the problems noticed in the previous shift.

4. Check whether the necessary shutdowns have been made on the line and whether measures have been taken to exclude the possibility of supplying voltage to the place of work.

5. Get the necessary protective equipment (dielectric gloves, galoshes, safety belt, mats, etc.) and check their serviceability. It is not allowed to use untested protective equipment and with an expired period of validity.

Occupational safety requirements during work

1. You can work only with a serviceable tool and use it for its intended purpose. Tool handles must be insulated.

2. To connect the electric welding transformer to the supply network, it is necessary to check its serviceability, the wiring diagram and the reliability of grounding. In order to avoid accidental contact with current-carrying terminals, it is necessary to systematically monitor the serviceability of the protective visors. Any repair work in the welding circuit should be carried out only after the unit has been switched off.

3. It is forbidden to work under voltage. It is necessary to check the presence of voltage in the network only with special devices: a voltmeter, a voltage indicator.

4. Only serviceable electrical fittings should be installed. When assembling fittings, avoid touching its body (cartridge, switch) with live parts. When removing lighting fittings for cleaning, it must first be de-energized

5. Fusible fuse links should be changed when de-energized. If it is impossible to remove the voltage, it is allowed to change the inserts of tubular and plug fuses under voltage, but with the load removed. In this case, the replacement of tubular fuse inserts should be done in safety glasses and dielectric gloves, standing on an insulating base or in dielectric galoshes.

6. It is forbidden to leave the ends of the wires bare without insulation, even without voltage.

7. It is forbidden to work on poles without a safety belt. At height, it is necessary to work only from serviceable scaffolds or ladders. Stepladders must have hooks that do not allow them to move apart arbitrarily during operation.

The height of a ladder or ladder must not exceed 5 m. It is not allowed to work from a ladder while standing on a step that is less than 1 m from the upper end of the ladder.

8. It is forbidden to lay insulated wires directly on wood without insulating supports, hang wires on nails, arrange passages without laying ebonite tubes, etc.

9. When working at height, you can not throw anything down. It is forbidden to leave loose tools and materials on the scaffolding.

10. Do not stay under the lifted load.

11. Protective goggles must be worn when phasing cable and overhead lines.

12. Electrical wiring insulation must always be in good condition. Do not leave electrical wiring with damaged insulation energized.

13. When working with an electrified tool, the body of an electric drill, the voltage of which exceeds 42 V, must be reliably grounded (zeroed).

When working with an electric drill, dielectric gloves and a non-conductive rubber mat should be used; it is forbidden to work with power tools from ladders.

14. Breaking through a stone wall, you must wear goggles.

15. It is necessary to strictly comply with the requirements of warning posters.

16. It is forbidden to perform work (repair and installation) on overhead lines during a thunderstorm.

17. When performing special work, electricians must strictly comply with the Rules for the technical, operation and safety of maintenance of electrical installations of industrial enterprises.

Labor protection requirements in emergency situations

1. Emergency work under voltage not higher than 380 V is allowed only as an exception in the presence of a supervising second electrician who has the appropriate group. In this case, a working electrician must:

  • use dielectric galoshes or stand on an insulating base; when touching the current-carrying parts of one phase, do not touch the current-carrying parts of other phases;
  • in case of contact with live parts, do not touch surrounding objects, walls, partitions, pipes, beams, etc.;
  • do not touch people standing on the uninsulated floor or ground.

2. If a fire occurs, immediately turn off the line, and then extinguish.

Occupational safety requirements at the end of work

1. The electrician is obliged to put the workplace in order, remove and fold the tools, fixtures and personal protective equipment in the places intended for this.

2. Report to the foreman and shifter about all malfunctions and malfunctions noticed in the course of work and about the measures taken.

3. Hand over duty to the shift worker against signature in the journal with a note on unfinished work, shortcomings and on the amount of work performed during the shift.
