Certification of workplaces for working conditions is an important component of the organization of labor protection in the organization. The regulation on the procedure for attestation of workplaces in terms of working conditions was approved by the Decree of the Ministry of Labor and Social Development of the Russian Federation dated March 14, 1997 No. 12. All workplaces available in the organization are subject to certification.

Job certification includes:

  • determination of the actual values ​​of hazardous and harmful production factors in the workplace;
  • assessment of the severity and intensity of the labor process; assessment of safety of workplaces;
  • assessment of the provision of workers with personal protective equipment.

The results of certification of workplaces in terms of working conditions are used primarily for following goals:

  • certification of production facilities for compliance with labor protection requirements;
  • planning and carrying out measures to protect and improve working conditions in accordance with the current regulatory legal documents;
  • justification for the provision of benefits and compensations to employees engaged in hard work and work with harmful and dangerous working conditions;
  • consideration of the issue of termination (suspension) of the operation of a workshop, site, production equipment, changes in technologies that pose a direct threat to the life and (or) health of workers.

The timing of certification is established by the organization based on changes in the conditions and nature of work, but at least once every 5 years from the date of the last measurements.

Workplaces are subject to mandatory recertification after the replacement of production equipment, changes in the technological process, reconstruction of collective protective equipment, etc., as well as at the request of the State Expertise of Working Conditions of the Russian Federation in case of violations during the certification of workplaces in terms of working conditions.

Measurements of the parameters of hazardous and harmful production factors, determination of indicators of the severity and intensity of the labor process are carried out by the laboratory divisions of the organization. If the organization does not have the technical means and reference base necessary for this, the centers of the State Sanitary and Epidemiological Supervision, laboratories of the bodies of the State Expertise of Working Conditions and other laboratories accredited (certified) for the right to conduct these measurements are involved. Assessment of injury safety of workplaces is carried out by organizations independently or, at their request, by third-party organizations that have permission from the bodies of the State Expertise of Working Conditions for the right to carry out these works.

Certification of workplaces according to working conditions is carried out by certifying commission. The composition of the certification commissions of the organization includes chief specialists, as well as employees of labor protection services, and the composition of the certification commissions of workshops includes foremen and foremen. The order on the organization appoints the chairman, members of the commission and responsible for compiling, maintaining and storing documentation for attestation of workplaces for working conditions, and also determines the terms and schedules for the work.

Attestation commission of the organization:

  • provides methodological guidance and control of the work at all its stages;
  • forms the necessary regulatory and reference base and organizes its study;
  • draws up a complete list of jobs with the allocation of jobs similar in nature to the work performed and working conditions;
  • reveals, based on the analysis of the causes of industrial injuries, the most traumatic areas of work and equipment;
  • draws up a list of dangerous and harmful factors of the working environment, indicators of the severity and intensity of the labor process;
  • assigns codes to industries, workshops, sites, workplaces for automated processing of certification results;
  • certifies and makes decisions on the further use of workplaces;
  • develops proposals for the improvement and improvement of working conditions;
  • makes proposals on the readiness of organizational units, production facilities for their certification for compliance with labor protection requirements.

Based on the results of checking the compliance of the workplace with safety requirements, workplace attestation cards are filled out, in which the normative and actual values ​​​​of hygienic parameters, their deviations from the norm, compliance with the safety requirements of collective and individual protective equipment, equipment and technological processes are recorded. Assessment of hazardous and harmful production factors at workplaces similar in nature of work performed and working conditions is carried out on the basis of data obtained during certification of at least 20% of such workplaces.

If the working conditions at the workplace meet hygienic and safety requirements, then such a workplace is recognized as certified. In cases where the actual values ​​of hazardous and harmful production factors at the workplace exceed existing standards or requirements for injury prevention, and the provision of workers with personal protective equipment does not meet existing standards, working conditions at such a workplace are classified as harmful and (or) dangerous. When certifying production facilities for compliance with labor protection requirements, such a workplace is not counted as certified.

According to the results of certification of workplaces, the following are filled:

  • a list of workplaces in the unit and the results of their certification, which includes information about certified workplaces, working conditions at them, the number of employees employed in these conditions, and their provision with personal protective equipment;
  • a summary sheet of jobs in the organization and the results of their certification, which indicates the number of jobs by structural divisions and the organization as a whole, the number of jobs where certification was carried out with their distribution by class of working conditions, the number of employees employed at these jobs, information on providing employees with personal protective equipment.

The results of the work of the attestation commission of the organization are documented in a protocol.

The protocol must be accompanied by:

  • job attestation cards for working conditions;
  • statements of workplaces and the results of their certification in terms of working conditions in departments;
  • a summary sheet of jobs and the results of their certification in terms of working conditions in the organization;
  • action plan to improve and improve working conditions in the organization.

Workplace attestation documents for working conditions are materials of strict accountability and are subject to storage for 45 years.

In accordance with the Decree of the Council of Ministers of the RSFSR of December 3, 1990 No. 557, state control over the quality of certification of workplaces for working conditions is assigned to the bodies of the State Expertise of Working Conditions of the Russian Federation.

The head of the organization is responsible for the certification of workplaces in terms of working conditions.

Based on the results of workplace attestation, production facilities are certified for compliance with labor protection requirements. In accordance with Art. 8 of the Law "On the Basics of Labor Protection in the Russian Federation", as well as other legislative acts, each employee has the right to compensation established by the legislation of the Russian Federation and the legislation of the constituent entities of the Russian Federation, a collective agreement (agreement), an employment contract if he is engaged in heavy work and work with harmful or dangerous working conditions.

This guarantees the provision the following benefits and compensations for hard work and work with harmful or dangerous working conditions:

  • reduction of working hours - no more than 36 hours per week;
  • additional paid leave;
  • increased pay for harmful working conditions;
  • free distribution of milk or other equivalent products, therapeutic and preventive nutrition;
  • preferential pension provision for old age (age).

Preferential pensions are assigned in accordance with Lists No. 1 and 2 of industries, jobs, professions, positions and indicators that give the right to an old-age pension on preferential terms. In accordance with Articles 27 and 28 of the Federal Law "On labor pensions in the Russian Federation" of December 17, 2001 No. 173-FZ, Decree of the Government of the Russian Federation of July 11, 2002 No. 516 "On approval of the rules for calculating periods of work giving the right to early appointment of an old-age labor pension "a pension in connection with special working conditions is established: for men - upon reaching 50 years of age and for women - upon reaching 45 years of age, if they have worked, respectively, for at least 10 years and 7 years 6 months in underground work, at work with harmful working conditions and in hot shops, and their total work experience is at least 20 and 15 years. The said law also lists other age categories of workers who have the right to early retirement based on working conditions, depending on the industry.

In the Russian Federation, jobs with harmful and difficult working conditions have a large proportion, which leads to a relatively high rate of occupational morbidity. Obviously, all types of compensations and benefits do not lead to a significant recovery of the loss of health of workers in hazardous working conditions. Therefore, one of the main responsibilities of the employer is to create harmless working conditions in the workplace, as well as sanitary and preventive care for employees.

Discovery made in a pharmacy 11.12.2001

An expedition of German zoologists discovered a new genus of snakes in Vietnam. Moreover, the discovery was made in a village pharmacy.
