I. General Provisions

  • Water Code, Code on Land and Subsoil, Law "On Land Reclamation", requirements of environmental, sanitary and other authorities;
  • rules of technical operation, regulations, instructions and other guidance materials for the repair and maintenance of hydraulic structures;
  • technology of hydraulic works;
  • fundamentals of geodesy, hydraulic engineering and hydraulics;
  • technical condition of serviced objects, keeping operational records and reporting, economics and organization of production, labor and management;
  • rules and norms of labor protection, industrial sanitation, fire protection.
  1. Qualification requirements:
  • Leading hydraulic engineer: higher education in the specialty "Hydraulic Reclamation" (technical) and qualifications for a master's degree - work experience as a category I hydraulic engineer - at least 1 year, specialist - work experience as a category I hydraulic engineer - at least 2 years.
  • Hydraulic engineer category I: higher professional education in the specialty "Hydromelioration" (master's degree, specialist): for a master's degree - no work experience requirements; specialist - advanced training and work experience as a category II hydraulic engineer for at least 1 year.
  • Hydraulic engineer category II: higher professional education in the specialty "Hydromelioration" (master's, specialist): for a master's degree - no work experience requirements; for a specialist - work experience as a hydraulic engineer - at least 1 year.
  • Hydraulic engineer: higher professional "Water Resources" (specialist). No work experience requirements.

II. Official duties

Hydraulic engineer:

Organizes the implementation of technological processes during the creation and operation of water management facilities:

  1. conducts preparation of production and ensures the implementation of technological processes;
  2. conducts tests and measurements of the main parameters of technological processes and checks their compliance with design parameters and standards;
  3. organizes the performance of work on the creation of water management facilities;
  4. develops and brings production tasks to units and teams and ensures their implementation;
  5. develops and prepares information and reporting documentation, draws up defective statements and changes in technical data sheets, draws up primary estimate and as-built documentation and reporting, determines performers, makes proposals for financing supervision work, maintaining the operation of systems, carrying out routine and major repairs, carries out control for their implementation and accepts the completed work.

Ensures the functioning of water facilities:

  1. organizes current and emergency repairs of drainage systems and structures;
  2. ensures the preparation of water management facilities, machinery and equipment for operation;
  3. develops plans for water treatment, water supply and sanitation;
  4. carries out technical operation of water facilities;
  5. ensures the rational distribution of water in the network between users and the functioning of technological equipment, organizes, together with land users and owners of reclaimed lands, the development and implementation of a system of engineering measures to ensure the technological integrity of the functioning of water management facilities.

Besides:

  1. Ensures the passage of floods and floods and the preparation of water management facilities for the growing season and carrying out repair and restoration work.
  2. Carries out input, operational quality control of water networks and structures, carries out an inspection of the technical condition of water networks and structures, identifies failures and damage, develops measures for their prevention and elimination, improvement or reconstruction; conducts observations of the impact of water supply networks and structures on the state of the natural environment and assesses the consequences of using selected technologies, raw materials and materials, the possibility of using waste-free technologies, as well as recycling production waste; carries out control and gives conclusions on the compliance of materials, products and structures with technical documentation in production; carries out operational quality control of work performed during the creation and operation of irrigation systems and structures.
  3. Monitors compliance with sanitary and hygienic requirements and labor protection requirements, organizes investigations of accidents and work accidents; technical characteristics, design features and operating modes of reclamation facilities, prospects for their development; remuneration and management.

III. Rights

The hydraulic engineer has the right to:

  1. Get acquainted with the draft decisions of the management of the enterprise regarding its activities.
  2. Participate in the discussion of issues related to the performance of his duties.
  3. Make suggestions for improving the work related to the provisions of this instruction.
  4. Within the limits of his competence, inform his immediate supervisor about all those identified in the course of his activities, and make proposals for their elimination.
  5. Require the management of the enterprise to assist in the performance of their duties.

IV. a responsibility

The hydraulic engineer is responsible

  1. For improper performance or non-performance of their official duties, as well as for non-use or directly to their rights provided for by this Job Description - to the extent determined by the current legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current labor legislation on labor of Ukraine.
