I. General Provisions

  1. The planning economist belongs to the category of specialists.
  2. For the position:
  • a planning economist is appointed a person who has a higher professional (economic) education without presenting requirements for work experience or secondary vocational education and work experience in the position of a planning technician of category I for at least 3 years or other positions occupied by specialists with secondary vocational education, at least 5 years;
  • Category II planning economist - a person with a higher professional (economic) education and work experience in the position of a planning economist or other engineering and technical positions filled by specialists with higher professional education for at least 3 years;
  • Category I planning economist - a person with a higher professional (economic) education and at least 3 years of experience as a category I planning economist.
  1. Appointment to the position of a planning economist and dismissal from it is carried out by order of the director of the enterprise on the proposal of the head of the planning and economic department.
  2. The planning economist must know:
  • legislative acts, resolutions, orders, orders, other guidance, methodological and regulatory materials for planning, accounting and analysis of the enterprise;
  • organization of planned work at the enterprise;
  • the procedure for developing long-term and annual plans for production and economic activities and social development of the enterprise;
  • procedure for developing business plans;
  • planning and accounting documentation;
  • the procedure for determining the cost of commercial products, the development of standards for material and labor costs, wholesale and retail prices;
  • methods of economic analysis of indicators of production and economic activity of the enterprise and its divisions;
  • methods for determining the economic efficiency of introducing new equipment and technology, labor organization, rationalization proposals and inventions;
  • the procedure and terms for reporting;
  • domestic and foreign experience in the rational organization of the economic activity of an enterprise in a market economy;
  • economics, organization of production, labor and management;
  • market methods of managing;
  • the possibility of using computer technology and the implementation of calculations and analysis of the economic activity of the enterprise, the rules for its operation;
  • labor legislation;
  • rules of internal labor regulations;
  • rules and regulations of labor protection.
  1. The planning economist in his work is guided by:
  • Regulations on the planning and economic department;
  • this Job Description.
  1. The planning economist reports directly to the head of the planning and economic department.
  2. During the absence of a planning economist (vacation, illness, business trip, etc.), his duties are performed by a person appointed by order of the director of the enterprise. This person acquires the appropriate rights and is responsible for the quality and timely performance of the duties assigned to him.

II. Official duties

Planning Economist:

  1. Carries out work on economic planning at the enterprise, aimed at organizing rational economic activity, determining the proportions of production development based on specific conditions and market needs, identifying and using production reserves in order to achieve the greatest efficiency of the enterprise.
  2. Prepares initial data for drafting long-term and annual plans for production and economic activities and social development of the enterprise.
  3. Develops, taking into account the forecast and marketing data, separate sections of the specified plan, broken down by quarters.
  4. Brings planned indicators to the production departments of the enterprise.
  5. Timely makes changes to the relevant sections of the plan due to market conditions and competition, ensures a balance in production based on supply and demand.
  6. Takes part in the feasibility study of the development of new types of products, new equipment and advanced technology, mechanization and automation of production processes.
  7. Develops technical and economic standards for material and labor costs to determine the cost of production, planned and estimated prices for the main types of raw materials, materials, fuel, energy consumed in production.
  8. Makes an estimate calculation of marketable products, develops projects of wholesale and retail prices for manufactured products, tariffs for works (services), taking into account market conditions.
  9. Participates in the development of activities for:
  • efficient use of capital investments;
  • increasing the competitiveness of manufactured products and labor productivity;
  • reduction of production costs and sales of products;
  • increasing the profitability of production;
  • increase in profit;
  • elimination of losses and unproductive expenses.
  1. Carries out a comprehensive economic analysis of the economic activity of the enterprise and its divisions, identifies production reserves and outlines measures to ensure a savings regime, more efficient use of the enterprise's resources, identify opportunities for additional production and marketing of products, and increase the growth rate of labor productivity.
  2. Takes part in the introduction and improvement of on-farm accounting at the enterprise, its divisions, improvement of planning and accounting documentation, in the preparation of methodological materials for the organization of on-farm planning.
  3. Controls the correctness of calculations of the economic efficiency of the introduction of new equipment and technology, labor organization, rationalization proposals and inventions carried out in departments.
  4. Participates in marketing research and forecasting the development of the enterprise in a market economy.
  5. Maintains records and monitors the progress of the implementation of planned targets for the enterprise and its divisions.
  6. Prepares periodic reports in a timely manner.
  7. Performs work on the formation, maintenance and storage of a database of planning and economic information, makes changes to reference and regulatory information used in data processing.
  8. Participates in the formulation of the economic statement of problems or their individual stages, solved with the help of computer technology, determines the possibility of using ready-made projects, algorithms and application packages that allow you to create economically sound systems for processing planned information.

III. Rights

The planning economist has the right to:

  1. Get acquainted with the draft decisions of the management of the enterprise relating to its activities.
  2. Submit proposals for improvement of the work related to the responsibilities provided for in this instruction for consideration by the management.
  3. Within its competence, report to the head of the planning and economic department on all shortcomings identified in the course of its activities and make proposals for their elimination.
  4. Request personally or on behalf of the head of the planning and economic department from the departments information and documents necessary for the performance of his official duties.
  5. Involve specialists from all (individual) structural divisions in solving the tasks assigned to him (if this is provided for by the regulations on structural divisions, if not, then with the permission of the head).
  6. Require the management of the enterprise to assist in the performance of his duties and rights.

IV. A responsibility

The Planning Economist is responsible for:

  1. For improper performance or non-performance of their official duties provided for by this Job Description - within the limits determined by the current labor legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current labor and civil legislation of Ukraine.
