I. General Provisions

  1. The head of the labor protection department belongs to the category "Heads".
  2. Appointment to the position of the head of the labor protection department and dismissal from it is carried out by order of the head of the enterprise in compliance with the requirements of the Labor Code of Ukraine and the current labor legislation.
  3. The head of the labor protection department reports directly to _______.
  4. Qualification requirements
  • higher professional (technical or bachelor);
  • postgraduate education in management;
  • work experience in the field of financial activity by profession: for a master's or specialist - at least 2 years, for a bachelor - at least 3 years.

II. Qualifications

The head of the labor protection department should know:

  1. The Law of Ukraine "On labor protection", orders, orders, resolutions, rules, standards, norms, regulations, instructions and other documents on labor protection and industrial sanitation.
  2. Production and organizational structure of the enterprise.
  3. Basic technological processes and modes of production.
  4. Enterprise equipment and principles of its work.
  5. Methods for studying working conditions in the workplace.
  6. Organization of work on labor protection and industrial sanitation.
  7. The system of labor safety standards.
  8. Psychophysiological requirements for workers, based on the category of severity of work, restrictions on the use of labor by women, adolescents, workers transferred to light work.
  9. Rules and means of monitoring the compliance of the technical condition of equipment with the requirements for safe work.
  10. Advanced domestic and foreign experience in the field of labor protection.
  11. Methods and forms of propaganda and information on labor protection.
  12. The procedure and terms for compiling reports on the implementation of measures for labor protection and industrial sanitation.
  13. Fundamentals of economics, organization of production and management.
  14. Fundamentals of labor legislation.

III. Official duties

Head of labor protection department:

  1. Controls the creation of safe and healthy working conditions at the enterprise, the implementation of measures in this area, compliance with applicable laws, rules, standards, norms, regulations, instructions for labor protection, industrial sanitation, fire protection and environmental protection, and the provision of established benefits to employees and compensation for working conditions.
  2. Organizes the study of working conditions at workplaces, work on carrying out certification of the sanitary and technical condition of workshops, checking the technical condition of equipment, safety and protective devices, monitors the efficiency of ventilation and aspiration systems.
  3. Issues mandatory instructions to the heads of structural divisions of the enterprise to eliminate existing shortcomings, receives from them the necessary information, documentation and explanations on labor protection issues, requires the removal from work of persons who have not undergone a medical examination, training, instruction, knowledge testing and do not have access to relevant work or do not comply with labor protection standards.
  4. Stops the work of industries, sections, machines, mechanisms, equipment and other means of production in case of violations that endanger the life or health of workers.
  5. Sends to the head of the enterprise a submission on bringing to responsibility employees who violate labor protection requirements.
  6. Provides participation of the department in the development and implementation of more advanced designs of fencing equipment and other means of protection, routes for the safe movement of vehicles and pedestrians on the territory of the enterprise, measures to create safe and healthy working conditions.
  7. Participates in the development of draft long-term and annual plans to improve working conditions at the enterprise.
  8. Ensures the briefing (training) of employees on labor protection, first aid for victims of accidents, rules of conduct in the event of an accident in accordance with the current model regulation, controls the preparation of cost estimates for labor protection measures in the company's divisions, the correctness of the preparation of applications for overalls and other personal protective equipment, special nutrition, measures and protective devices, etc.
  9. Carries out control over the expenditure of appropriations for labor protection, compliance with the rules and norms of labor protection and industrial sanitation in the projects of enterprise units that are being built or reconstructed, new technological processes, during the installation of equipment, as well as the timing of testing and checking the correct operation of steam boilers, cylinders for compressed gases, control equipment, cranes, lifts and other equipment, measurement schedules for industrial noise, air, vibration, etc., compliance with the instructions of state supervision bodies, interdepartmental and departmental control over compliance with applicable norms and standards for labor safety in the production process .
  10. Provides methodological assistance to the divisions of the enterprise in the development of new and revision of obsolete instructions and leaflets on labor protection, as well as the preparation of programs for training employees in safe working methods.
  11. Participates in the investigation and analysis of the causes of industrial injuries, occupational diseases, in the development of measures for their prevention and elimination, as well as in the preparation of sections of the collective agreement on improving working conditions, improving the health of workers.
  12. Organizes the work of the office for labor protection and promotion of measures for labor protection and industrial sanitation by holding lectures, conversations, organizing exhibitions, showcases, stands, distributing rules, instructions, memos, showing films, etc.
  13. Monitors compliance with the rules and norms of labor protection during the practice of students, students of vocational schools and labor training of schoolchildren.
  14. Communicates with medical institutions, research institutes and other organizations on labor protection issues and takes measures to implement their recommendations.
  15. Provides reporting on labor protection.
  16. Supervises the employees of the department _______.

IV. Rights

The head of the labor protection department has the right to:

  1. Get acquainted with the draft decisions of the enterprise management regarding the activities of the department.
  2. Require the head of the enterprise (other managers) to assist in the performance of duties and the exercise of the rights provided for by this Job Description.
  3. Interaction with the heads of all structural divisions of the enterprise.
  4. Submit proposals for consideration by the management on encouraging employees subordinate to him and on imposing penalties on violators of production and labor discipline.
  5. Give the heads of structural divisions and specialists binding instructions on labor protection issues.
  6. Involve specialists, employees of structural divisions and other organizations to participate in meetings on labor protection issues.
  7. Sign and endorse documents within their competence.

V. Responsibility

The head of the labor protection department is responsible

  1. For improper performance or non-performance of their official duties provided for by this Job Description - to the extent determined by the current legislation of Ukraine.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of Ukraine.
  3. For causing material damage - within the limits determined by the current labor legislation on labor of Ukraine.

VII. Relationships (connections) by position

  1. In the absence of the head of the labor protection department, his duties are performed by the deputy (in the absence of such, the person appointed in the prescribed manner), who acquires the appropriate rights and is responsible for the proper performance of the duties assigned to him.

  3. With the heads of all structural divisions on the following issues:
  • coordination and endorsement of draft orders;
  • planning and implementation of labor protection measures.

  • obtaining information on compliance with labor laws;
  • receiving applications for conclusions on technical projects for the implementation of safety regulations;
  • obtaining information about industrial injuries;
  • provision of information on norms and standards of labor legislation;
  • providing conclusions on technical projects for compliance with safety regulations;
  • providing methodological information to ensure safety.
